Biographical history
The Ministry of Advanced Education, Training and Technology was established in 1998. Its functions were transferred from the Minister of Employment and Investment, the Minister of Finance and Corporate Relations, and the Minister of Education, Skills and Training (OIC 177/1998). In 2001 it was renamed the Ministry of Advanced Education (OIC 565/2001).

The Ministry of Skills, Training and Labour was established in 1993 (OIC 1217/1993). It received functions from the disestablished Ministry of Advanced Education, Training and Technology, and the Ministry of Labour and Consumer Service, as well as Employment Initiative Programs and employment and training programs for income assistance recipients from the Ministry of Social Services. The ministry was disestablished in 1996 and replaced by the Ministry of Labour. Functions related to post-secondary education and training were transferred to the newly established Ministry of Education, Skills and Training (OIC 204/1996).

In 1996 the Ministry of Education was disestablished. Its functions were transferred to the newly established Ministry of Education, Skills and Training, alongside functions relating to skills and training transferred from the disestablished Ministry of Skills, Training and Labour (OIC 199/1996). Two years later, the ministry's name reverted to the Ministry of Education when these new functions were moved to the newly established Ministry of Advanced Education, Training and Technology (OIC 177/1998).

In 1989 the Ministry of Advanced Education, Training and Technology was renamed from the Ministry of Advanced Education and Job Training (OIC 1574/1989).
In 1993 the Ministry of Advanced Education, Training and Technology was disestablished (OIC 1210/1993). Functions related to science and technology were transferred to the Ministry of Employment and Investment (OIC 1211/1993). All other functions were transferred to the Ministry of Skills, Training and Labour (OIC 1217/1993).

Biographical history
The Ministry of Advanced Education was renamed the Ministry of Advanced Education and Labour Market Development on June 23, 2008 (OIC 430/2008). Some functions in respect to education and the labour market were added to it from the Ministry Economic Development, the Ministry of Finance and the Ministry of Community Services. The function of this ministry was to assist British Columbians in becoming the most educated and literate in the Country. They were also focused on creating more jobs by providing well-educated and skilled labour and targeting skills where there is a shortage in the market.
In 2010, the ministry was renamed the Ministry of Regional Economic and Skills Development. At this time, some functions related to advanced education were also transferred to the Ministry of Science and Universities (OIC 652/2010).

Scope and content
The series consists of records documenting the Premier’s Excellence Award given to top high school graduates to attend a British Columbia university, college, or institute. The records contain the full application packages of successful applicants, which are comprised of personal essays, curriculum vitae, letters of recommendation, proof of academic achievement, and other documentation supporting merit and qualifications of the applicant. The files also contain correspondence between the Ministry and the successful students, and well as interoffice memos regarding the Premier’s Excellence Award.
The Premier’s Excellence Award was established in 1986 and consists of a financial scholarship to attend a British Columbia post-secondary institution and a medal of recognition. The awards are based on the student’s academic achievement and service to their communities and schools. One grade 12 student is awarded per year from each of British Columbia’s fifteen college regions. Successful candidates are selected by a screening committee.
