News item. BCGEU General Secretary John Fryer says this was the first time that the union had to negiotiate against Anti-Inflation Board guidelines. There was trouble, he says, getting the provincial government to agree on a guideline settlement, but there was 90 percent member ratification.

News item. "1977 must be a year of restraint in our demands." says Premier Bennett in a year-end message. This pertains to "capital, labour, government, management." He says that 1977 must be a year when "each and every one of us hold the line in the demands we make upon our economy." He say we must let our competitors "catch up to our soaring costs."

News item. Pricing decisions for public operations and services need to be re-examined by an independent body or agency to ensure that price increases are carefully reviewed before implementation. Compensation for employees in the public sector: (1) Wages (like prices) need to be re-examined; (2) There should be better and more equitable pay levels; (3) Bargaining decisions must be compatible with those in the private sector; (4) Aim for a long-range goal where there would be a fairer bargaining system for public service. Premier Bennett says that there is no intention to "downgrade public services or to cut wages." On the review of the wage structure, he states that there must be "responsible retraint" regarding wages in the public sector.

News item. Premier Bennett talks to the press about the October 14th Day of Protest. He says, "Those who are advocating that our people leave their jobs on October 14th are not aware of the traditions that built this country." However, he says he agrees with "the right to protest," and encourages protesters to give their day's pay to the United Way, "which helps thousands of disadvantaged in our society."

News item. IWA president Jack Munro is interviewed on an open-line radio program. He says wage and price controls are not working, and that the Day of Protest is to register disapproval with the federal government's "unjust law." The Anti-Inflation Board is too drastic a measure, and that is why Trudeau is backing down on the length of time it will be in effect.

News item. A relatively small crowd of protesters on the Legislature grounds. Placards read: "Out to fight controls." There are several speakers. John Fryer, BCGEU provincial secretary, says: "While it means that wage controls have got to go, it also means that we have got to do something when they are gone." He goes on: "What we have got to do is sit down with the government, and the trade union movement is going to have to have its rightful voice in our society. And when the trade union movement sits down with the government, we can show them how to build a better Canada."

News item. Nanaimo contingent of about 1,200 demonstrators in a main street cavalcade and at Nanaimo city park. One speaker says: "It's not Big Labour here today. It's Lillian from the college, Jim from Harmac, it's my neighbour who works at the Free Press. The Free Press that you pick up in your hands today will be hot, so drop it, because the union workers are out."
