[BC Human Resources Minister Bill Vander Zalm on new welfare ruling]

News item. BC Human Resources Minister Bill Vander Zalm speaks with the press about a new welfare ruling. In order to qualify for welfare in B.C., applicants must now prove that they have resided here for the past four months. Mr. Vander Zalm says this ruling is necessary because: "We now have probably the highest rate for social assistance in North America, and we certainly don't want to create a situation whereby we encourage great numbers of people to come from the Maritimes or Quebec or Ontario. . . ."

[BCGEU -- Fryer]

News item. BCGEU members demonstrate to show their support for the 834 government workers "displaced" by the creation of BCBC. Tempers are rising, and the union officials and commentators all seem to agree on that the workers involved are being "screwed" by the provincial government. There are actually more employees than this in Public Works. The actual number of "displaced" workers will therefore be more like 1,400. It is inconceivable that the provincial government is willing to dissolve civil service jobs and put them out to the private sector at three times the cost, says one union member.

[Frank Mitchell re: jetfoil]

News item. Company preseident Frank Mitchell has just announced that the BC government has decided to take the "Princess Marguerite" off the Victoria-Seattle run. The "Queen of Prince Rupert" will replace her but this ship will carry less than 800 people. Mr. Mitchell feels the Social Credit governement has done this to eliminate all "NDP skeletons", as the CHEK reporter puts it. Mr. Mitchell says that local business people will press BC government to add the jetfoil trips to ferry sailings, and to subsidize them.

[GAIN demonstration]

News item. The GAIN welfare program does not give people who are handicapped and/or chronically unemployed enough money to live on their own, even if they could or wanted to do this. Demonstration at the Legislature has the support of MLAs Rosemary Brown (NDP) and Dr. Scott Wallace (Conservative).

[Hospitals -- Tuesday]

News item. All hospital union members, except those in essential services, are on strike at Royal Jubilee. A union spokesman says the situation has been brought about by the Health Labour Relations Association and the employer, the Social Credit government. The Hospital Employees Union had accepted a collective agreement, but the employer rejected it. Discussions with the MLA, Dr. Scott Wallace, who believes that hospital workers should not have the right to strike.

[ICBC protest]

News item. ICBC protest rally outside B.C. Legislature. Speaker Jack Heinrich condemns Socred government's action of raising insurance rates by 130-200 percent, when the Socreds themselves had criticized the NDP for raising the rates by 19 perecent. Slogans include: "Free enterprise is very expensive"; "Stick it in your ear McGeer"; and "The new ICBC blues -- Record by Cameron Molloy on sale here!"

[Jack Kelly]

News item. In an interview, Mr. Kelly says he had always planned to have his own business eventually, but the "events" of last year (his dismissal from the Socred caucus) speeded up his decision. Now he has gone into the brass rubbing business, and he is also preparing a book about his political life. Some of the Socreds he worked for (or with) were "excellent people", he says, and they should not be totally maligned.

[John Fryer, General Secretary, BCGEU]

News item. Interview with BCGEU's John Fryer about the British Columbia Building Corporation (BCBC) and the restructuring of the Dept. of Public Works. 800 employees are to be laid off. The Socreds, he says, decided to set up BCBC without consulting with the BCGEU. The BCGEU has just had a meeting with the consulting firm hired by the government; the firm's attititude towards present employees is very poor. Consequently, a joint committee will be set up by the BCGEU to deal with the transition from the Dept. of Public Works to the Crown Corporation, and the adjustment processes for all employees. A detailed program will be started by BCGEU to find alternative employment opportunities, for re-training people and relocating people, and for other options like severence pay. Each BCGEU member involved in this shake-up will get the full support of the union, says Mr. Fryer.

News item. A mock funeral procession is held at the Legislature to mark the "death" of the B.C. Land Commission. Before the "funeral", an unidentified woman says that farm land will now be put into the "political arena", both at the provincial and the regional level. After the "last rites", there is archival footage of another demonstration at the Legislature against Bill 42, and of W.A.C. Bennett speaking to demonstrators from the Legislature steps.

News item. More scenes of the mock funeral for the B.C. Land Commission, as a full eulogy is given by a "Minister of God." There are more picket signs which, in this instance, indicate solid support for the Social Credit government's move.

[Legislature]

News item. Premier Bill Bennett: "We have a basic economy now that does generate some employment." Chronically ill children are to get a better breakdown on medication costs. It's the philosophy of this government," says Bennett, "to provide some equity to all the citizens, and not just special interest groups." A lengthy discussion of tourism follows, in which Bennett blames the 1975 drop in tourism on the NDP Minister of Highways. Bennett says he will encourage more people to hold their conventions in Victoria. NDP MLA Dave Barrett also has a "philosophy" of government. He chastises the Premier for putting more emphasis on generating tourist traffic in the Okanagan, rather than on Vancouver Island. He comments on the Throne Speech and predicts that government aid for Ocean Falls and Cancel will dry up. Premier Bennett predicts economic growth and a gradual move away from a "boom and bust" economy. Conservation MLA Scott Wallace comments on the Throne Speech. Barrett says that B.C.'s economic problems are "getting worse" and forecasts a threat to crown corporations competing in the forest industry.

[Legislature opening]

News item. Premier Bennett with the press. He says: "Running for the Legislature isn't coming down and passing laws to restrict every other group in our society". On restraint: "The MLAs in our party, and we as a government, are prepared to do more than talk about it. -- we are prepared to exhibit leadership . . . in both private and public sectors." NDP MLAs comment: "Promise of vague things to come . . . There is the theme of restraint running through it . . . ." Socreds using the financial situation as "justification" to erode the opposition. Promise of increased assistance for people between ages of 55 and 59 under the Guaranteed Annual Income for Need Act. King on need: "It's the kind of mentality that has politicians playing God in terms of determining whether or not people are in need." Conservative MLA, Scott Wallace, is fairly positive, but says: "It doesn't have any specific advisers". The whole speech, he says, is concerned with the financial difficulties and "the restraint that must be exercised." He doubts the wisdom of "taking the tax off property for people over 65, regardless of their income."
