Biographical history
The Commission of Inquiry into the Chiropody Act was established by order in council on June 1, 1945. Supreme Court Justice A. M. Harper was appointed as sole commissioner to inquire into the Chiropody Act of British Columbia to see if the provisions as to qualification, examination and admission of chiropodists were reasonable. He was also directed to determine whether special provision should be made in the Act or elsewhere regarding discharged members of the Armed Forces who had taken up the study and practice of chiropody. A survey of chiropody practices in the United States and Great Britain was taken. The commission sat for twenty-two days. Twenty-two witnesses appeared and gave evidence. Ninety-six exhibits were also received in evidence. The final report was presented January 10, 1946. Among his recommendations, Commissioner Harper suggested that the current standards of qualification, examination and admissions were reasonable and that it was not necessary to make any recommendations regarding Veterans of the Armed Forces.
Custodial history
The records were transferred from the Legislative Library of British Columbia to the British Columbia Archives in 1979. Provincial Secretary file 145-21 may have been added to the commission records after the commission ended.

Records include Provincial Secretary file 145-21 which contains correspondence, vouchers and a copy of the letters patent appointing Andrew Miller Harper as the commissioner (1945-1949); commission correspondence (1945-1947); proceedings (1945); exhibits (1945); and exhibit index (1945). Also includes the commissioner's published report (1946).
