Appointed November 19th, 1919. Report on Mothers' Pensions Mar. 22, 1920. Report on Mar. 18, 1921. Commissioners: E. S. H. Winn, chairman of the Workmen's Compensation Board; Mrs. Cecilia Spofford, of Victoria ; T. Bennett Green and D. McCallum, of the Department of Labour. The commission investigated the general principles involved in mothers' pensions, an d made a study of legislation which had already been passed in other parts of the world, with a view to making recommendations to be embodied in future legislation for British Columbia.

Scope and content

This series consists of the records of the Commission on Health Insurance. The Commission was appointed by the government of B.C. in 1919 to study the question of maternity insurance and health insurance. Records include correspondence, proceedings and reports of the Commission and submissions to the Commission. There is also a small quantity of correspondence relating to the distribution of the report.
