Public Works contracts, plans, and correspondence

The series consists of records created by the Dept. of Lands and Works between 1862 and 1909. The records include contracts, specifications, plans, correspondence, returns of work performed, reports and accounting material pertaining to the construction, maintenance, and repair of diverse roads, bridges, dams, wharves, and buildings. The records are arranged roughly by district.

[Dam construction ; Royal visit, 1939]

Amateur film. The first 70 feet shows elements of the construction of Campbell River Dam [also known as Hart Dam or Elk Falls Dam], which was built ca. 1946-1948. The balance of the reel shows Vancouver scenes from the 1939 Royal Visit. "King George VI and Queen Elizabeth in an open car. King and Queen behind a flag-bedecked wooden wall in Empire Stadium, masses of people on the field in sports gear. Crowds along the street as King and Queen pass in open car. [Close-up] Royal car. Two following cars, crowds along the route. Interior of stadium; a huge parade of boys and girls marches onto the field. White-clad athletes perform choreographed exercises. Bicycle teams perform precision riding. Guards in scarlet uniforms. Group of Army officers. Guards in scarlet march past. Scene down a decorated Vancouver street. Ministry of Environment photos

This series consists of photographs created by the Ministry of Environment and its predecessors. The photos date from 1970-1986.They depict a variety of subject matter including: personnel headshots, including the Minister of Environment and other executives; events such as the signing of agreements, tours, opening ceremonies, award ceremonies and conferences; dams and other projects related to the environment; and documenting the work of Ministry staff, such as air monitoring.

The records were transferred with no original order. Photos were grouped together or in individually labelled envelopes. The archivist has arranged the majority of the images in chronological order, while maintaining the contents of each original envelope together. The items have been rehoused in new archival envelopes, but all information from the old envelopes has been transcribed onto them.

The majority of the personnel photos have been combined into a few envelopes where photos are arranged alphabetically by the name of the subject.

Some photo envelopes include associated textual material. The majority of the photos have titles, dates or other information recorded on their backs.

Water Rights Branch operational records

This series consists of records of the Water Rights Branch. Records include government publications, reports, memoranda, correspondence, statutes, regulations, indexes and maps pertaining to water rights, irrigation projects, water reserves, and water power developments, 1901-1967. Includes unpublished reports on the history of irrigation, water power resources policy, public utility regulation, and the Water Rights Branch, the Water Board, and the BC Conservation Fund.

Box 1-2 contains general files.

Box 3 contains the Provincial Water Power Index, ca. 1925-1933. Files are arranged alphabetically by Water District, with Water Rights Branch index numbers, Commission of Conservation index numbers, and Dominion Lands Branch index numbers. Also includes Water District maps showing locations of power site developments, water reserves, applications, and horsepower outputs.

Box 4 contains the Water Reserves Notices Index, 1901-1963. Files are arranged alphabetically by Water District, redone and rechecked February 13, 1963.

Box 5 contains Acts and regulations.

This series contains administrative and subject files relating to natural resource development and environmental policies. Includes correspondence, memoranda, reports, briefs, etc. The records were created by the Environment and Land Use Committee Secretariat, the administrative and support staff assigned to the Committee. The records were created from 1972-1980 and relate to all aspects of business conducted by the Committee, including land use decisions across the province.

Fisheries research station activities, Nelson, BC

The item consists of two reels of documentary film. It shows fisheries research and other activities in the area of the Fisheries Research Station at Nelson. Reel one shows Duncan Dam construction, the construction of a fish fence on the Lardeau River, and the moving of a boat house from Nelson to Balfour. Reel two depicts fisheries studies on the Lardeau River and Meadow Creek, the Meadow Creek Kokanee spawning channel, and the official opening of B.C. Hydro's Duncan Dam, August 17, 1967.

Libby pondage and Mica pondage waterways improvement project

The series consists of records created by the British Columbia Forest Service Engineering Services Division between 1967 and 1970 as part of the Mica Pondage Waterways Improvement Project and Libby Pondage Waterways Improvement Project. These projects involved moving infrastructure and clearing land (mostly timber) in preparation for the flooding of these lands by the Mica dam and Libby dam (forming Kinbasket Lake and Lake Koocanusa respectively).

The series consists of maps and photographs with an index describing each photograph. Maps are annotated, often with reference to the photographs in this series. They document where work took place, where work camps were located, where settlements were located, and how the landscape appeared before the areas were flooded. They also detail some of the preparatory work for the reservoirs, along with the zones that were anticipated to be flooded. Photographs correspond with photographs already in the BC Archives Forest Service Photographs, GR-3426.

Peace River dam inspection

The item is a reel of unedited film footage. Shows construction scenes at Portage Mountain Dam on the Peace River. Highways Minister Phil Gaglardi visits the site.

Twilight on the McGregor

The item consists of two reels of documentary film; an A-roll and a B-roll. "Produced by the B.C. Wildlife Federation, this film makes a strong statement about the negative aspects of dam construction on B.C. rivers. The Fraser is still dam free. Should it remain so or do we need the hydro electric power that high dams could generate? The film deals specifically with the proposed McGregor Diversion although the fact does not necessarily date the message of the presentation."

West Kootenay adventure

Travelogue. Scenic and recreational attractions of the West Kootenay area. Includes sequences on Arrow, Christina and Kootenay lakes; mining history, abandoned mine workings, old hotels and ghost towns, including Sandon; Hugh Keenleyside dam (and boat lock there); boating, fishing and water-skiing; Duck Lake wildfowl sanctuary; Meadow Creek kokanee spawning channel; "house of bottles" tourist attraction; Ainsworth Hot Springs; the retired sternwheeler S.S. "Moyie" at Kaslo; the Balfour-Kootenay Bay car ferry; mining museum at Rossland; parade honouring champion skier Nancy Greene, who is seen winning the ladies' slalom in the Du Maurier International at Red Mountain; Trail, including Cominco smelter; Phoenix open-pit mine; Doukhobor village museum and tomb of Peter Veregin; trail riding on the Dewdney Trail; various facilities for visitors.

Stock shots. Compiled from the outs of sundry Parry productions, these rolls include footage of cannery operations, cattle ranching, farming, fishing, a foundry, logging, pipe laying, powerhouse and power line construction (Kemano), sawmilling and shipping. In addition, there are such sequences as an amphibious aircraft landing on a lake and taxiing onto land; a CPA DC-8 airliner taking off and in flight; Kelowna's Royal Anne Hotel; CPR locomotive 374 (retired) at Kitsilano Park; Mission Dam; Okanagan Valley apple blossoms; Rocky Mountain scenery and locales; Stanley Park; a fire in a Vancouver shipyard; and Vancouver's streets, skyline & waterfront. 76.3 has some particularly good mid-1950s Vancouver street scenes (with newsboys hawking papers on busy streets), as well as good footage of the waterfront and docks, various cargoes being loaded or unloaded, etc.

Photographs

The series consists of 63 black and white photographs or postcards created or acquired by Hutchings in the 1920s and 1930s which mainly document the 1936 Skeena flood and its impact on Anyox and Terrace. There are also snow slide photographs taken near Lillooet and Fernie in the 1930s. In addition there are some photographs of Smithers, postcards of the Revelstoke area and several other miscellaneous photographs.

The series also includes 27 black and white copy prints loaned by Hutchings for copying by the Provincial Archives in 1972. These prints show the town site of Anyox including the dam, the smelter and various fires.

Action on the Columbia

The item is a composite print of an industrial film made around 1964. It shows the construction of the Mica, Duncan and Arrow Dams in the Columbia River basin. Some of the communities in the project area are shown and the problems and benefits are discussed. There is footage of Revelstoke and Trail-Kaslo area, flooding of the Columbia near Trail and aerial views of area communities. There is also footage of the 1964 ratification of the Columbia River Treaty at the International Peace Arch, with US President Johnson, Canadian Prime Minister Pearson and BC Premier Bennett.

Footage. Shows various communities and activities in southeastern B.C. Several shots of a hydro-electric dam (possibly Bonnington Falls on the Kootenay River). Nakusp lakefront, with the retired sternwheeler "Bonnington" at dock; local residents, streets and buildings (Arrow Lake Hotel, Arrow Lakes Hospital); a sawmill. Brief shot of sternwheeler "Minto" approaching dock. Edgewood General Store. Lake fishing; resort. Parade and sports day in Salmo (joint Dominion Day and Independence Day celebration?), with long sequence showing a performance by a uniformed girls' drill team. Main street of Greenwood, where a baseball team warms up and poses with locals. A nearby mining community (probably Phoenix), with mining operation and many dilapidated buildings; residents and a bearded old timer pose for the camera. Scenery with river and waterfall (possibly Cascade Falls on the Kettle River?). New Denver Fire Hall.

Great river

The item is a release print of a promotional film made by the US Bonneville Power Commission. The film is a 1973 revised, updated version of a 1963 film which examines the Columbia River and its watershed. It profiles the dams along the American section of the river and discusses the importance of dams for power production, flood control and creating recreational areas. Most of the footage is of the Columbia in the USA, but there are brief shots of the Duncan, Keenleyside and Mica dam sites in BC (ca.1973).

Control of the Columbia River

The item is a composite print of a documentary film made by the US Army Corps of Engineers, ca. 1967. It shows the dams of the Columbia River basin and their vital role in flood control. Includes brief shots in BC near the source of the Columbia, and at the Mica, Arrow and Duncan dams.

British Columbia Hydro and Power Authority films

The fonds consists of industrial, engineering, and public relations films created for or by British Columbia Hydro and Power Authority and its predecessors (the British Columbia Electric Company and the British Columbia Power Commission) from 1945 to about 1984. This material includes 164 unique film items in 16 mm film, each containing one or more printing elements such as prints, sound tracks, negative reels, selected out-takes and unedited footage. In some cases, there are no edited prints, only miscellaneous reels of footage.

Most of the BC Electric and BC Hydro films are the work of Vancouver producer Lew M. Parry. The fonds also includes a number of non-Hydro films produced by Parry, as well as a selection of prints and film material relevant to BC which had been circulated through (or stored at) Hydro's film library.

Progress report

The item is a promotional film made around 1947. It show the BC Electric Railway Company's $50 million post-war expansion and modernization program, to be completed by 1950. Shots includes: expansion of transit services, including start of the switch from streetcars to trolley buses, water gas plant, explanation of the Bridge River project, with footage of construction (including La Joie Falls storage dam) and Lower Mainland power sub-stations. It also include various Vancouver street scenes, especially Fraser Street and downtown.

Webster! : 1987-02-11

Public affairs. Jack Webster's popular weekday morning talk show. Guests and topics for this episode are: Jack starts the show with Federal NDP Leader Ed Broadbent. They discuss the implosion of the Conservatives; patronage; the Wolfe affair; tax reform; unemployment; cod fishing; the Bissonette case. Then a story about the proposed Site C dam; in the studio Jack speaks with Adrienne Peacock of the Peace Valley Environmental Association and Calvin Sandborn of the Westcoast Environmental Law Association. They discuss conservation of energy; modernization of businesses; poor estimates of future power use; job creation.

W.A.C. Bennett election tour, 1963

The item consists of two reels (one main reel and one duplicate reel) of unedited negative footage of Premier W.A.C. Bennett on an election tour of B.C. during the provincial election campaign, September 1963. Bennett is shown making speeches, riding PGE trains, shaking hands and generally "campaigning" in North Vancouver, West Vancouver, Vancouver, Quesnel, Williams Lake, Dawson Creek, Peace River dam site, Fort St. John, Prince George and Nanaimo. Highlights include Bennett setting off a large explosion at the dam site and touring the mills and roads.

Site One project in the canyon of the Peace : its effects on the environment, people and power

The item is a print of an industrial film from 1974. It examines the proposed development of the Site One power project on the Peace River, 14 miles downstream from the W.A.C. Bennett Dam. The film profiles the growing energy demand which necessitates the project, and examines the engineering details, environmental effects, social impact, and land use and recreational considerations of the plan.
