History
Richard Foulkes was born in Watford, England in 1923. He moved to Canada at the age of six and grew up in New Westminster. He served in the RCAF during World War 2 and graduated from UBC medical school in 1954. He practiced as a family physician in Fort Nelson and acted as medical administrator of Woodlands school and medical director and executive director of the Royal Columbian hospital. In 1973, the new NDP government appointed Dr. Foulkes special consultant to the Minister of Health where he directed the Health Security Program Project. The purpose of the project was to present recommendations about the rationalization of health care in the province. Dr. Foulkes returned to family practice in 1976, working in Tofino and Abbotsford, and was also involved as an editor in several magazines related to the use of dental fluoride. He died in 2007.
