Constance Swartz was the daughter of English parents who emigrated to Pender Island. She grew up in Victoria, eventually living in Vancouver and later in Kelowna as a newspaper correspondent on cultural affairs. She returned to Pender Island in the 1950s.

Over the next ninety years, the cooperage grew from a small business to a Vancouver-based international organization with branches in Montreal and Seattle. Development of Vancouver's False Creek industrial area, the site of the cooperage, forced the closure of the business in 1981.

Frank McClellan Sylvester was born in Lockport, New York around 1861. By 1906 he was living in Spokane, Washington where he worked for an engineering firm. In 1910 he arrived in Phoenix, British Columbia to take up a position with the Granby Conslidated Mining, Smelting and Power Company under J. P. Graves, the General Manager of the company. In 1912 Sylvester became Vice President and General Manager of the company and moved to Vancouver. He resigned in 1920 and is thought to have died around 1924.

Tarasoff, Koozma John, collector

Koozma John Tarasoff was born February 19, 1932, on a farm near the Doukhobor community of Pokrovka, Saskatchewan. He received formal training in psychology, philosophy, anthropology and sociology. He worked in the 1960s and 1970s for the Government of Canada and the Government of Saskatchewan as a research officer, ethnologist and project manager. Since 1980, he worked extensively as a consultant, writer, lecturer, photojournalist and advisor on multiculturalism and cultural and international exchange. His books and reports cover a wide variety of topics, including multiculturalism, community studies, peace and disarmament, Soviet-West relations, behavioural change and the Doukhobors. His work Spririt Wrestlers: Doukhobor Pioneers' Strategies for Living was published in 2002. As of 2005, Tarasoff was resident in Ottawa, Ontario. As part of the 1958 centennial celebrations in B.C., Tarasoff began a collection of photographs pertaining to Doukhobors in B.C. These copies were compiled and indexed by Tarasoff and donated to the Archives from 1960 until 1992. They document the history of the Doukhobors, from beginnings in Russia in the 19th century, emigration to North America, and current history through the 20th century. Images depict all aspects of culture, individuals and communities.

Frederick Moore Tatham was born in Southport, Liverpool, England on October 20, 1864. He was married to Elizabeth Tatham (nee Thomson) and worked as a civil servant. He was also a gardener in Victoria.

Tatham died in Saanich, B.C. on September 10, 1953.

Leigh, Amy, 1897-

Amy Leigh was born in 1897 in Cheshire, England. She moved to Burnaby, BC in 1913 with her family where she was instrumental in organizing the Burnaby Girl Guide Company. Interested in the field of social work, she attended the School of Social Work in Toronto from 1927 to 1929. She began work with the Vancouver City Social Service department and was their Director of Welfare from 1937 to 1943. During the war she was Commandant of the Vancouver Womens' Ambulance Corps and in 1942 she was seconded to the BC Security Commission to provide social services to Japanese internees. In 1945 Amy Leigh was appointed as Assistant Director in the BC Social Welfare department. She retired in 1958 but continued to work as a consultant in the social welfare field in BC and other parts of Canada. She died in Vancouver in 2001.

British Columbia. Property Taxation Branch

The Property Taxation Branch first appears in the Public Accounts 1935/1936 as the Taxation Branch, replacing the Office of the Surveyor of Taxes while keeping the position Surveyor of Taxes as the head of the Branch. The functions of the branch are listed as Real Property, Amusements, Gasoline and Fuel Oil taxes etc. By 1986 the Branch name became the Real Property Taxation Branch and in 2002 it became the Property Taxation Branch. In general, the branch was part of the Revenue Division of the Ministry of Finance however from the period 2002 to 2005, it was part of the Ministry of Provincial Revenue and from 2005 to 2009, it was part of the Ministry of Small Business and Revenue.

Under the supervision of the Surveyor of Taxes, the Property Taxation Branch is responsible for the taxation of rural property, tax assistance provided to rural property owners through home owner grants and tax deferment. It also manages administration of municipal school taxes, taxation of real property on First Nations land, payment of property transfer taxes and rural property tax forfeiture.

Before the creation of the British Columbia Assessment Authority in 1974, the Taxation Branch was responsible for rural property assessment as well as taxation.
