The item is a reel of film footage. Newton Phillips Steacy, Commissioner of BC House in San Francisco, California, is shown around and about the city promoting British Columbia. Steacy had proposed a promotional film about the work of the Commissioner and British Columbia House in San Francisco. He was to write the script, and some black & white footage was shot, but the film was never completed.
