The British Columbia Utilities Commission (BCUC) is an independent regulator responsible for regulating BC energy utilities, as well as compulsory automobile insurance rates and intra-provincial pipeline rates. The BCUC is also responsible for administering BC’s Fuel Price Transparency Act. The BCUC’s history as an economic regulator began in 1938 with the establishment of a Public Utilities Commission, which was terminated in 1973 when the Public Utilities Act was repealed. The BCUC's current mandate was established in 1980 with the introduction of the Utilities Commission Act by Order in Council 1719/1980.

The BCUC exercises its mandate as it is outlined in its governing legislation. This legislation consists primarily of the Utilities Commission Act (UCA) and Clean Energy Act. Portions of the Administrative Tribunals Act, BC Hydro and Power Authority Act, Insurance Corporation Act, and Freedom of Information and Protection of Privacy Act also apply. The BCUC also administers BC’s Fuel Price Transparency Act. The BCUC exercises its legislated authority as an independent agency. However, the BC government can participate in BCUC proceedings, establish new regulations, or provide directions that the BCUC must follow.
