Biographical history

Charles Norman Senior wrote for the Victoria Times starting in 1912. He was also a legislative reporter for the Vancouver World and Vancouver Sun, including a period as president of the legislative press gallery. Senior served in federal government as private secretary to the Minister of National Defence (1935-1939); executive assistant to the Minister of Veteran's Affairs (1939-1948); and as consular officer in the Department of External Affairs. He was instrumental in preparing a memorandum for Ian A. Mackenzie that became the basis for Canada's programs for World War II veterans. In 1944 Senior published When the Boys Come Home, which, with the memorandum, became the foundation for a program of veterans' benefits.
