Biographical history
The Premier is the first minister of the government. In this role, the Premier makes recommendations to the Lieutenant-Governor for the selection and dismissal of ministers of government, and for the dissolution of the legislature. The Premier also signs orders-in-council, and presides over meetings of the Executive Council. The Lieutenant-Governor usually selects the Premier from the leader of the party holding the largest number of seats, or the party most able to form a government. In British Columbia, the office was established in 1871; when the province joined Confederation. However, it was not until 1921, when the office was first named in the Constitution Act (SBC 1921, c. 12). Since 1933, the Premier has also served as the President of the Executive Council. This was formalized in the Constitution Act in 1973 (SBC 1973 c. 20).
Custodial history
Originally catalogued (date of acquisition unknown) in the NW collection of the library as NW 971.8 B862. Transferred to the visual records unit in 1982 and accessioned as 198212-006.
Scope and content
The series consists of a photograph album presented to Premier John Hart by the Advisory Council, Provincial Civilian Protection Committee around 1945. The album contains 44 black and white photographs showing the Provincial Civilian Protection Committee and A.R.P. (Air Raid Precautions) activities in the province between 1941 and ca. 1945. Most of the photographs were taken by Steffens-Colmer Ltd. of Vancouver, a few were taken by Dominion Photo or Don Coltman. The photographs have been glued into the album and have captions.
The photographs depict the following activities: black out conditions; headquarters, shelters and A.R.P. staff; A.R.P. equipment; first aid and hospital incident practice; A.R.P. students and teams; ambulances, mobile canteens and other public information activities including the use of respirators for civilians.

The cover has come away from the album. The glue holding the photographs to the albums has dried and the prints have detached.
