Biographical history

The Coal and Petroleum Control Board was established in 1937 by the Coal and Petroleum Products Control Board Act (SBC 1937, c. 8). The creation of the board was the result of a recommendation by the Coal and Petroleum Products Commission (1934 to 1937) to the Pattullo government. The mandate of the Coal and Petroleum Control Board was to regulate and control the coal and petroleum industries through licensing and to gather and report statistics on the marketing of coal and petroleum products. The chairman of the board from 1937 to 1949 was W.A. Carrothers, followed by D.K. Penfold (acting), and Percy E. George. In 1951, under the Hart government, the act was amended, repealing most of the board’s mandate. Those functions were transferred to the Public Utilities Commission. The board was disestablished in 1953 under the Coal and Petroleum Products Control Board Act Repeal Act (RSBC 1953, c.9).

The series consists of records created by the Coal and Petroleum Control Board between 1937 and 1951.
The records contain indexes to correspondence in and out, minutes, orders-in-council, correspondence outward, reports and memoranda. In addition to the records in this series, one may consult the annual reports of the Board in the British Columbia Sessional Papers. Use of the index to correspondence outward, which was produced by the Board, will give entry to the correspondence to individuals and companies. The index records the number of the letter. The box list will show in which box any given letter is found.
