Commissioner Frederic W. Howay, Judge of the County Court of New Westminster appointed July 2, 1913, report dated February 23, 1914.

Scope and content

The commissioner, Judge of the County Court of New Westminster, Frederic W. Howay, was appointed 2 July 1913, to investigate all matters regarding settlers on land in the Chilliwack River area leased by the North Pacific Lumber Company. Under an arrangement with the lessee, Crown grants had been issued to settlers on part of the 4000 acres of lease land with the understanding that all timber rights and privileges would be protected; however, no reserves had been placed on six of the Crown grants. Commission records consist of typewritten transcripts of evidence presented at the proceedings, argument on behalf of the North Pacific Lumber Company and the report in which he recommended a settlement with the company.
