This Commission of Inquiry under the Public Inquiries Act was established by Order-in-Council 1781 of 31 Dec 1943 to investigate and report on "all aspects of the forest resources in the Province and the legislation relating thereto, and the policy followed in its administration." An inquiry was requested into all aspects of BC’s forest resources, including administrative policy and legislation. The Honourable Mr. Justice Gordon McGregor Sloan, then Puisne Justice of the Court of Appeal of British Columbia, later the Chief Justice of British Columbia, was appointed sole commissioner. This commission was the second of four such inquiries that have been held in British Columbia, the first being set up in 1909, the third with Sloan again as commissioner in 1955, and the fourth in 1975. The Commission reported, December, 1945. The Commission concluded that a planned forest policy based on the principle of sustained yield production was needed. This resulted in passage of the Forest Act (S.B.C. 1948, c. 128).
Custodial history
The records were transferred to the Provincial Archives from the Legislative Library in 1978. In 2001, the BC Archives acquired the personal records of Gordon McGregor Sloan, among these records were commission exhibits 21, 116, 303 and 507. These exhibits have been integrated into GR-0520. The records also contained Sloan's personal copies of exhibits 5 and 63 that were missing from the 1978 transfer. These copies have also been integrated into GR-0520 for the benefit of the researcher.
Scope and content
This series consists of records of the Commission on Forest Resources (1943-1945). Records consist of transcripts of proceedings of public meetings of the commission, exhibits received, correspondence, arguments, secretary's record book of sittings and subject index to proceedings. A subject index to proceedings was created by the commission and is located in boxes 1 and 2. The finding aid gives a list of exhibits and file list of other records. Immediately following the inquiry, many of the exhibits were transferred to the Forest Service Library and are therefore missing (see box 9, file 1).
