Appointed November 19th, 1919. Report on Mothers' Pensions Mar. 22, 1920. Report on Mar. 18, 1921. Commissioners: E. S. H. Winn, chairman of the Workmen's Compensation Board; Mrs. Cecilia Spofford, of Victoria ; T. Bennett Green and D. McCallum, of the Department of Labour. The commission investigated the general principles involved in mothers' pensions, an d made a study of legislation which had already been passed in other parts of the world, with a view to making recommendations to be embodied in future legislation for British Columbia.

Includes correspondence, proceedings and reports of the Commission and submissions to the Commission. There is also a small quantity of correspondence relating to the distribution of the report.
