Appointed by Order-in-Council no. 2420, July 21, 1975; amended by Order-in Council no. 3438, October 30, 1975 (giving one more week to submit report). Commissioners: T.G. Norris (Chairman), Fred Bowers, Lawrence James Wallace. Reported November 7, 1975. Tabled: March 31, 1976. The Commission was asked to determine the need, if any, for amendments to the Constitution Act of British Columbia to ensure fair representation of all of the people of the province

Transcripts and audio recordings of proceedings, exhibits, correspondence and report.

The records of this commission came to the Provincial Archives in two separate accessions, the first in 1979 from the office of Deputy Provincial Secretary, L.J. Wallace, who was one of the commissioners, and the second from the office of the Chief Electoral officer via the Legislative Library in 1980. To some extent the two accessions overlap.

Extra copies of the transcripts of proceedings were removed, but all files of correspondence and exhibits (or briefs) have been preserved.

Correspondence and exhibits were filed in no apparent order. Some pieces of correspondence and/or exhibits were numbered, but the numbers had no meaning for filing purposes. Neither an index nor a list of exhibits has been found.
