Biographical history

The Corrections Branch began as part of the Ministry of Attorney General and was established in 1951. Prior to that, provincial jails had been managed by the Commissioner of Police and Inspector of Gaols. When the British Columbia Provincial Police ceased operations in 1950, provision had to be made for the management of prisoners. A new branch was created under the direction of the Provincial Probation Officer and newly appointed Inspector of Gaols, Ernie Stevens. In 1957 this position became the Director of Correction and in 1962 Selwyn Rocksborough Smith, the Deputy Director, was appointed. He remained the Director until 1973 when a process of reorganization was started. By 1978 the position was renamed the Commissioner of Corrections under Bernard Robinson who held this position until 1988. In 1988, the title Commissioner of Corrections was replaced by the Assistant Deputy Minister of Corrections and has since moved back and forth between the Ministries of Attorney General, Solicitor General, Justice, and Public Safety and Solicitor General.

The main functions of the Corrections Branch are to manage Correctional Centres, Community Corrections and Probation Services.

Scope and content

The series consists of records created by the executive office of the Corrections Branch between 1951 and 1988. The records document the functions of the Branch and provide evidence of the administration of the Corrections system and the experiences of staff and inmates.

The records include general office files, correspondence, memos and policy files as well as investigations, issues and inmate files and correctional centre and community camp files. In addition there are a small amount of earlier files, 1926-1950, mostly from the office of the Warden of Oakalla as well as Marpole shift logs or hearings files from 1988 to 1993.

Transferred in multiple accessions between 1984 and 2000, from the Ministry of Attorney General.


Many of the files have been coded with either an alpha or a numerical code however there is no key. Identified alpha codes are in the file list. Other records were arranged in alphabetical order. Records have been left in the order they were transferred in and have been selected to remove duplicates and low value administrative records.
