Biographical history

The Dept. of Social Welfare was established in 1959 with the enactment of the Department of Social Welfare Act (SBC 1959, c. 76). Prior to that, matters involving social assistance were administered by the Dept. of the Attorney-General (1921-1932), the Dept. of the Provincial Secretary (1932-1946), or the Dept. of Health and Welfare (1946-1959). In 1959, the functions of health and social welfare were separated to form two new departments, the Dept. of Health Services and Hospital Insurance and the Dept. of Social Welfare. The Dept. of Social Welfare was responsible for the delivery of a broad range of social services and income security programs including income assistance, assistance to the handicapped and the elderly, child welfare services and residential services. The department was divided into branches which included Community (regional) Services, Social Services and Income Assistance, and Long-range Planning and Social Research. These functions were further broken down into divisions such as child welfare, special care for adults, heath care, community programs, and residential and treatment programs for children. The department was also responsible for the Provincial Home (Kamloops) that had been administered previously by the Dept. of the Provincial Secretary. Between 1970 and 1976, the department was known under several names, although the mandate and functions remained the same. In 1970, the Dept. of Social Welfare was renamed the Dept. of Rehabilitation and Social Improvement (SBC 1970, c. 44); in 1973, it was renamed the Dept. of Human Resources (SBC 1973, c. 84); and in 1976, it was renamed the Ministry of Human Resources (OIC 3199/76).

The series consists of files created by the Deputy Minister of Social Welfare. They are arranged in alphabetical order and include correspondence, memoranda, reports and minutes of meetings of the Deputy Minister.
