Environmental fund project reports

The series consists of reports documenting oil and gas development research and studies funded primarily through the Science and Community Environmental Knowledge (SCEK) fund. The fund financially supported and facilitated research, technological innovations, and demonstrations of findings on environmental issues relating to oil and gas exploration and development in BC . The final project reports were created by the Oil and Gas Commission under the Oil and Gas Commission Act (SBC 1998, c. 39), the Petroleum and Natural Gas Act (RSBC 1996, c. 361), the Pipeline Act (RSBC 1996, c. 364), the Forest Act (RSBC 1996, c. 157, s. 51) and the Waste Management Act (RSBC 1996, c. 482) between 2002 and 2009.
The records are arranged by year and internal project number. They include correspondence, reports, and maps. In the 2005 version of the Oil and Gas Regulation ORCS (schedule 163507), the final reports are classified as environmental fund projects – pending/approved (21300-20). In the 2019 Oil and Gas Regulation ORCS, this classification was closed because the funding program was replaced by an independent society external to the Oil and Gas Commission.

The series consists of a photocopied file list of "O" series (O files) correspondence files, showing disposition of files. It was created by the Surveys and Land Records Branch in 1982 from a computer print-out.

Mineral tax appeal files and ledgers

This series consists of records regarding the assessment and taxation of mineral and gas resources across the province from 1974-1986. These records were created by the Mineral Revenue Division and its successors. Records include mineral tax assessment appeal files, and gas field production ledgers.

Mineral tax assessment appeal files document significant mineral tax appeals and interpretations. Under the Mineral Tax Act, taxpayers had the right to appeal notices of assessment to the Mineral Tax Review Board. If unsatisfied with the Board’s decision, taxpayers could appeal it in the Supreme Court of British Columbia, and further appeal it to the BC Court of Appeal and the Supreme Court of Canada. This changed in 2003, when legislation eliminated the Mineral Tax Review Board, and provided a new appeal process to the minister. Records include correspondence; decisions and notices of appeal from the Mineral Land Tax Review Board; land records; submissions from the Assessor of Mineral land tax, including maps, lists of claims, and tax records; Orders-in-Council designating lands as mineral production areas; reports; and court records.

Monthly gas field production ledgers are organized by battery and were part of the petroleum reporting system. The records are computer generated reports created in the process of calculating gas royalties and tax invoices. These records provide a concise history of volumes and values of oil and natural gas, as well as related royalties and freehold production taxes.

Oil and Gas Commission dispute resolution records

The series documents the Oil and Gas Commission’s role in resolving oil and gas development issues and disputes between affected parties such as Indigenous groups, landowners or other energy companies. The purpose of dispute resolution is to explore and understand each other’s interests and develop acceptable solutions together. If the commission is unable to resolve the dispute, it must encourage the use of consensual alternative dispute resolution. Under the Oil and Gas Commission Act (SBC 1998, c. 39, s. 8), the commission may authorize one or more individuals to facilitate settlement, and make recommendations that must be considered by the commission before deciding the disputed matter. Under section 9 of the aforementioned Act, the advisory committee to the Oil and Gas Commission may request that the commission reconsider any original decision made on oil and gas development. The commission may grant or refuse this request for reconsideration. The records of the advisory committee provide evidence of the deliberations and advice of citizens to the Oil and Gas Commission. The series includes background documentation, decisions, recommendations, and related correspondence from the advisory committee concerning requests for reconsideration. The records of the Oil and Gas Commission were created between 2002 to 2010 in BC.

The records are arranged chronologically by year or meeting date. They include minutes, reports, briefing notes, recommendations, and decisions. The records are classified as either requests for reconsideration (20400-40) or Oil and Gas Commission advisory committee files (20400-25) under the Oil and Gas Regulation ORCS (schedule 163507), 2005. The 2019 amendment to the Oil and Gas Regulation ORCS removed these classifications because the commission stopped using the Alternative Dispute Resolution (ADR) framework in 2010 when the Oil and Gas Activities Act (SBC 2008, c. 36) came into effect, and dispute facilitation was no longer regulated.

Oil, gas and water production reports

This series consists of statistical reports related to the production, operation, processing and disposition of oil, gas and water. The records were used by the Petroleum Resource Branch of the Ministry of Energy, Mines and Petroleum Resources from 1979-1987. They were created under the Petroleum and Natural Gas Act (RSBC 1979 c.323) to document the production of oil, natural gas, butane, propane, sulphur and water in British Columbia, and the disposition of each of those products. These reports were submitted, usually on a monthly basis, to the Ministry by the owners of the wells and drilling sites.

The reports record statistics on the volume of material extracted, processed or transported. Records may relate to particular wells, drill sites or pipelines. Many of the forms are copies of federal statistics Canada documents. The records provide production and transport trends overtime.

The records are arranged by the type of report, then in roughly reverse alphabetical order by the name of the well or drill site operator.

Prospecting licenses for coal, petroleum, and natural gas

The series consists of 45 volumes of prospecting licence stubs for coal, petroleum, and natural gas created by the Dept. of Mines, and its predecessor the Bureau of Mines between 1883 and 1946. The licence stubs are arranged in numerical order and include coal prospecting licenses 1-404, coal and petroleum prospecting licenses 405-9500 and coal, petroleum and natural gas prospecting licenses 9501-13000.

Public Utilities Commission Engineering Dept. records

This series contains the records of the Engineering Department. Included are correspondence, memoranda, reports, appraisals and investigations of the Chief Engineer and the Investigations Auditor. The records relate to applications for public utilities (water, gas, and electric) and their construction, expansion and operation, including applications for rate revisions, extension of natural gas and electric distribution lines, and improvements in sub-station transmission systems and municipal water supplies. There is a 1943 report on rates and service of the B.C. Electric Railway Company and miscellaneous files on cemeteries. This unit includes records relating to the application of B.C. Hydro and Power Authority, Gulf of Georgia Transmission Co., and others for a natural gas pipeline to Vancouver Island and Powell River, consisting of correspondence, briefs and exhibits presented at the 1972 hearings, and supplementary data.

This series contains a transcript of proceedings regarding the application of Inland Natural Gas Co. to supply natural gas to a number of points in the interior of British Columbia and the application of Prince George Gas Co. to supply natural gas to Prince George. These proceeding were held at Vancouver, B.C., on 10, 11, and 12 April 1956 (5 vols.). The series also includes one volume (pp. 1-145) of hearings held at Vancouver, B.C., 25 July 1956. The Exhibits referenced in the proceedings are not part of GR-1158.
