Biographical history

The Ministry of Labour was established in 1976 as the successor to the Dept of Labour (OIC 3199/76). The ministry was reponsible for creating job training and employment opportunities, promoting harmonious labour relations in the province, and to provide a safe living and working environment in the province. In 1986, it was renamed the Ministry of Labour and Consumer Services (OIC 1903/86) when the functions relating to consumer affairs were transferred from the disestablished Ministry of Consumer and Corporate Affairs. At the same time, functions relating to industrial safety were transferred from the Ministry of Labour to the renamed Ministry of Municipal Affairs (OIC 1904/86) and programs relating to labour market, assisted job access, and job training were transferred to the renamed Ministry of Continuing Education and Job Training (OIC 1897/86). Women’s and youth programs were transferred to the Ministry of Provincial Secretary and Government Services (OIC 1906/86).

Scope and content

The series consists of the general office files created by John Melville between 1966 and 1977. Melville was the Assistant Deputy Minister of the Dept. of Labour from 1967 to 1972 and then the Director of Manpower, Training and Development from 1973 to 1977.

The files include correspondence, including drafts created by Melville for the Minister and Deputy Minister of Labour; administrative circulars; news releases; estimates, committee files, correspondence with the Women's Bureau; reports and other general office records.
