Biographical history
The Dept. of Labour was established in 1917 with the enactment of the Department of Labour Act (SBC 1917, c. 32). Prior to that, provincial labour laws had been administered principally by the Dept. of the Provincial Secretary. From its inception, the department administered laws affecting labour, collected and published statistics and data relating to trades, industries, wages, employment, and generally contributed to the improvement of working conditions in the province. Several boards and commissions were active until 1934 when they were abolished: Board of Adjustment, Male Minimum Wage Board, Minimum Wage Board, and the Special Relief Commission.
In 1947, the department administered the Trade-schools Regulation Act and the Industrial Conciliation and Arbitration Act. The work of the department was divided between the Apprenticeship Branch and the Board of Industrial Relations. In 1954, the Labour Relations Branch was added and the Labour Relations Act (SBC 1954, c. 17) replaced the Industrial Conciliation and Arbitration Act. The Labour Standards Branch was added in 1966. Legislative reform in 1973 redefined the department’s role in both manpower and labour relations. The Labour Code of British Columbia (SBC1973, c. 122) replaced the Labour Relations Act, the Mediation Services Act, the Trade Unions Act, and the Human Rights Code.
The department organization was divided between the Manpower Division and the Labour Relations Division, each under an associate deputy minister reporting to the deputy minister. The minister of labour had the direct reporting responsibility of several independent boards, councils, committees and commissions such as: the Board of Industrial Relations, Labour Relations Board, Trade Schools Administration, Workers’ Compensation Board and Workers’ Compensation Boards of Review, Human Rights Commission, Provincial Apprenticeship Committee, and the Ombudsman.
In 1976, the department was renamed the Ministry of Labour (OIC 3199/76).

Taxi, Quarter Cab, Safety Cab Co., and Island Taxi, employers, all of Victoria, and their taxi cab drivers, employees", 1941.
