File 1 contains a 1978 background paper prepared by the Internal Reorganization Working Committee for distribution to Regional Managers and Divisional (Branch) Directors, on the role and responsibilities of the various parts of the new organization. File 2 contains "Update", a series of staff bulletins issued in 1979-1980 in order to inform staff of the progress of the reorganization process.
