Cariboo Wagon Road toll records

This series consists of various records related to the collection of road tolls along the Cariboo Wagon Road from 1862-1883. The collection of tolls for the road from Lytton or Lillooet to Alexandria began in 1862 pursuant to BC Proclamations 3 and 4, 1862. These tolls were later revised by legislation in 1876 and 1884.

Locations tolls were collected include Yale, Lillooet, Alexandria, Lytton and Clinton. The position of toll collector was often done by government officials holding other positions, including government agents, police constables, clerks and revenue officers. Some volumes include other financial information from these government officials, such as expenses and salaries from the government officials. Volumes may record freight or other items being transported up the road.

The records consists largely of letters from Governor James Douglas and the Colonial Secretary pertaining to town lots, other lands, trails and roads, and other public works in the vicinity of New Westminster. The series includes letters on the Harrison River road and pack trail.

This series consists of project records from the Department of Highways, 1926-1971. Boxes 1-3 contain publications, reports, survey notes, maps and photographs, statistics, correspondence, conference material and other background material assembled preliminary to the construction of the Alaska Highway (1926-1947). These records were organized by the Department of Highways library. Box 4 contains Department of Highways records regarding Federal-Provincial agreements on the Trans-Canada Highway, 1949-1971. Boxes 5 and 6 (a bound volume) are Department of Highways records regarding the following bridges: Alexandria Bridge at Spuzzum, First Narrows, Oak Street, Farwell Canyon and a proposed third crossing of Burrard Inlet (1933-1966). Box 5 also includes commendation and photographs of the Department of Highways Traffic Patrol (1959-1961).

The series consists of records created by the Dept. of Lands and Works between 1872 and 1896 regarding public works. The records contains contracts, specifications, correspondence, and some plans connected with the construction and repair of schools, government buildings, and smaller works.

A limited number of files contained plans and a few files contained plans only. These files are indicated in the finding aid by * and ** respectively. All plans have been removed from the files and accessioned in the Map Collection as M856047. Appendix 1 of the finding aid lists the plans.

The file list provides the file number assigned by Public Works, the original contract number in square brackets, the name of the building or work, and the date of the contract.

Reports on bridges and highways in British Columbia and Alberta

The series consists of 5 volumes created by the Dept. of Public Works in 1943. Volume 1 is a report on bridges on roads in Pacific command; volume 2 is a list of bridges on the Trans-Canada highway from Vancouver to Leanchoil, giving engineering data; volume 3 is a list of bridges on Vancouver island (Victoria to Menzies Bay and Alberni to Parksville); volume 4 is a list of bridges on the Cariboo highway from Cache Creek to Prince George and volume 5 is a list of roads in Alberta, and list of bridges from Prince George to Hazelton.

Transportation minister correspondence

Series consists of correspondence between members of the public and the Ministry of Transportation between the years 1993-2003. The majority of the correspondence consists of letters from the public sent to the Minister of Transportation. The letters deal with various forms of transportation including automobiles, ferries, marine, railroads, transit, pedestrian and cycling. The subjects include the condition and maintenance of transportation infrastructure including highways, roads, sidewalks, bridges and ports and sidewalks. Some of the letters relate to transportation issues that also fall under the jurisdiction of municipalities and the Federal Government.

When the ministry received these letters, the Correspondence Branch assigned a unique number to each letter in the ministry’s correspondence tracking database called Cliff. The branch would then research the issue, request information from ministry staff and draft a response. The draft response was then forwarded to the minister’s office who would review the letter and either sign it or return it to the branch for further revisions.

The files contain the letter from the public, notes and registration forms by the ministry, draft replies and a copy of the final response. Some letters were sent to the ministry with attachments such as reports, photographs, and videos.

The letters are arranged numerically by the Cliff number or by another number. The letters from 1993-1998 are arranged annually by a sequential number that begins at 1 at the beginning of each year.

There are gaps in the records. Some file folders were transferred to the archives empty. Between 1993 and 1997 the ministry often “batched” letters that are similar in nature. This is especially true for things such as petitions. During this same time they would also create separate files for letters that the ministry did not respond to. The file titles for these were labelled as “no response” or “FYI” in the file titles.

The records were classified by the ministry under 280-30 in the Administrative Records Classification System (ARCS).

Vancouver Island Road Tax Commissioner records

This series consists of records created by Road Commissioners from various road districts in the Colony of Vancouver Island, from 1861-1875. This includes the Victoria, Esquimalt, Esquimalt Town, Lake, Saanich, Metchosin, Sooke and Highlands Road Districts.

The records include financial records such as cash books, account books, road tax assessment rolls and ledgers. These track the fines and taxes collected for each district, and the expenses for road construction and maintenance. Some records indicate the individuals who paid for and worked on specific roads in the Victoria area that are still in existence today.

Other records include correspondence and minute books recording the decisions and priorities of the commissioners. These indicate where and how roads were constructed as the colony was growing.
