Public Health Officer correspondence

The series consists of correspondence of the Provincial Health Officer, subsequently the Deputy Minister of Health, and the Director of the Division of Public Health Engineering relating to water supplies and sewer systems for municipalities in British Columbia. The records cover the period 1898 to 1957. The series also includes correspondence with the Minister of Finance, H. Anscomb (1948-1950) in box 11, files 3-18.

Public health water plan indexes

The series consists of an index to the water system engineering drawings in GR-3546. The index is arranged by name of applicant and numerically by plan number. The applicant index covers the years 1920 to 1989. The numerical index covers the years 1967 to 1989.

The series also includes three additional files. Letters of acknowledgement consists of correspondence with applicants between the years 1966-1983. The water systems and microfilm files detail updates to the index and the microfilming of the original plans.

Public health engineering plans

The Health Act of 1893 (SBC 1893, c. 15) established a system by which the government would review and approve public water supplies, and systems of sewerage, that are contemplated by municipalities and incorporated companies, and, in later health act revisions, individuals. The series contains engineering plans from ca. 1920 to 1989.

The records consist of copies of engineering plans submitted to the government by third parties and approved by government in accordance with the Health Act. The plans are of various scale and sizes. They government stamped the plans to show the date of the approval. The plans are numbered sequentially from 1 to 18171. Each number represents an application. There are also plans at the end of the series that are numbered from 12-001 to 14-002. Most applications consist of one plan though some applications consist of multiple plans. An index to plans 1-18171 are available in GR-3547.

Minutes of the Welfare Institutions Licensing Board

Minutes of the Welfare Institutions Licensing Board (1938-66), later the Community Care Facilities Licensing Board (1972). Also includes Regulations of 1940 and explanatory notes on the Welfare Institutions Licensing Act of 1937 (volume 7). The Welfare Institutions Licensing Board was established within the Department of the Provincial Secretary in 1938 to carry out the provisions of the Act Respecting Private Welfare Institutions. The Act came into existence in 1937 as a result of Commissioner Bird's recommendations upon his inquiry into the Homes for the Friendless in that year. The intention of the Act was to protect infants, unmarried mothers, and handicapped or aged adults from exploitation in private boarding homes or similar institutions. In 1950, responsibility for the administration of the Welfare Institutions Licensing Act was transferred from the Hospital Services Division of the B.C. Hospital Insurance Service to the Social Welfare Branch. In 1969 the Welfare Institutions Act was superseded by the Community Care Facilities Licensing Act. In 19701971, responsibility for the Act was returned to the Health Branch, within the Department of Health Services and Hospital Insurance. This unit includes minutes of the board 1938-1966 and 1972. Volume 7 also includes regulations, ca 1940, and notes explaining the legislation (1937). The minutes include lists of facilities which were licensed, addresses and capacity, and other information.

The series consists of the office files of Alex Porteous, the administrative assistant to the Minister of Health (later the Associate Deputy Minister of Mental Health Programs) created between 1948 and 1966. His job description included public relations for the Ministry and the files relate mostly to public relations work for the B.C. Hospital Insurance Service, but also to the Mental Health Services and the Social Welfare Branch.

The files contain speeches of senior ministry officials, press releases, internal publications of several of the branches and divisions and general subject files of research material.

Mental Health Services executive records

These are the files of the Deputy Minister of Mental Health Services, primarily for the period 1968-1970. The files include some material from the previous Deputy Minister and Directors of the Mental Health Services under the Provincial Secretary.

The records are arranged in a subject classification system. Files that begin with I-4 and I-5 are Professional files. Files that are in the range I-6 to I-20 are Technical files.

Hospital Consultation Division records

These records document the activities of the Hospital Consultation Division, including its liaison with and supervision of public hospitals throughout the province. The records are arranged alphabetically by the geographic location of each institution, from Abbotsford to Williams Lake. Records relating to each hospital are separated into files for general correspondence (1964-1978), reports (1955-1976), functional program (1971-1978) and equipment (1974-1978). Some hospital records include additional files relating to special subjects such as disaster plans or controversial issues.

Public Health circulars

This series contains issues of "News & Views", a monthly internal departmental circular designed to keep staff generally aware of provincial conditions and developments in their fields. The circulars, which were directed primarily at public health staff, also describe changes in departmental procedures and staff. They are arranged chronologically with cumulative annual indexes through 1969.
