Continuing Care facilities budget files

This series consists of records documenting the financial operation of community care facilities across BC established under the Community Care Facility Act (RSBC 1996, c.60), repealed and replaced with the Community Care and Assisted Living Act (SBC 2002, c.75). The records were created and maintained by the Continuing Care Division of the Ministry of Health (1976-2001) between 1978-1995 in BC. The Continuing Care Division monitored the operation of continuing care facilities such as family care homes, group homes, private hospitals, and intermediate care facilities and provided funding for these facilities to house individuals unable to live independently in the community due to different health related issues.

Records are arranged alphabetically by facility name and fiscal year. They include financial records such as statements of income, administrative expenses, furniture costs; salary schedules; schedules of current and projected costs including percent decrease/ increase; quarterly reports; balance sheets; auditor reports; and related correspondence. These records are classified under the one-time schedule (880181) Facility Budget Files.

Ministry of Health executive correspondence and committee files

The series consists of executive correspondence and committee records created and received by the division responsible for strategic policy, legislation, and intergovernmental relations of the Ministry of Health Services (2001-2005) and the Ministry of Health from 1988-2001. The executive correspondence provides evidence of the interaction between the public and ministry executive regarding significant health service issues. The correspondence was sent by members of the public to Ministers, Deputy Ministers and Assistant Deputy Ministers; drafts were prepared by ministry staff for executive review and approval. This series also documents the functions and activities of major cross-jurisdictional committees such as the Advisory committee on Health Services, the Federal/Provincial/Territorial conference of the Ministers of Health, the Advisory committee on Population Health and Health Security, the Health Council of Canada, and the Minister's Advisory committee on Ethical Issues in Health Care. These records provide evidence of the ministry's role in these committees and its position on national health service delivery issues.

The correspondence files are arranged by executive creating office or topic and date; the committee files are arranged by committee/conference name and date. The records consist of correspondence, correspondence assignment forms, briefing materials, meeting and conference materials, reports, memoranda, drafts, and project files. Each file is assigned an Administrative Records Classification System (100001) file code, predominantly ARCS 280-30 executive correspondence referral replies and ARCS 206 committees and commissions – inter-provincial/federal.

Records of the Assistant Deputy Minister, Community Care Services

The series consists of the records of the Assistant Deputy Minister, Community Care Services, Ministry of Health from 1981-1985. The records reflect the mandate of the division: to manage, develop, and administer efficient and effective programs in Mental Health Services, Forensic Psychiatric Services, Alcohol and Drug programs, and Vital Statistics. Many of the records are minister’s referrals or Minister/Deputy Minister/Assistant Deputy Minister “flimsies” or correspondence files documenting program specific activity between these executive offices. Records consist of incoming correspondence to the minister and minister’s replies; often drafted by members of the Community Care division that are sent to the minister for approval and signing. The records reflect topics such as phasing out Brannen Lake treatment Centre in Nanaimo, the opening of the Maples in the Lower Mainland for children and youth with mental health issues or other troubling behavior, and the efficacy of drug and alcohol treatment programs. These records were created under legislation administered by the Ministry of Health such as the Ministry of Health Act (RSBC 1996, c. 301), the Hospital Act (RSBC 1996, c. 200), and the Mental Health Act (RSBC 1996, c. 288).

Deputy Minister of Health executive records

The series consists of executive records documenting the activities of the Deputy Minister of Health’s office from 1987-1989 (mainly Deputy Minister, John Noble). These records provide evidence of the deputy minister office’s role: advising the minister and supporting the following ministry operations and programs: institutional services, community care/family health, and preventative health. They also document the ministry’s mandated/legislated relationship with health-related commissions (Medical Services, Emergency Health Services) and various associations. Deputy minister correspondence and subject files demonstrate the office’s advisory/supporting role in delivering effective health services across the province. Ministry of Health executive committee meeting materials provide evidence of the management of programs, policies, and people in the ministry. These records were created under legislation administered by the Ministry of Health such as: Ministry of Health Act (RSBC 1996, c. 301), the Hospital Act (RSBC 1996, c. 200), and Medical Service Plan Act, 1981 (RSBC 1979, c. 18).

Public and preventative health records

The series consists of public and preventative health records relating to the development of programs and policies for the provision of prevention services directed at persons and groups who are at risk for developing a health problem, disease or disorder. These programs are guided by the Health Act (RSBC 1996, c. 179); some programs may also fall under the Health Act Communicable Disease Regulations (BC Regulation 567/98), and the Dentists Act (RSBC 1996, c. 94). This series includes records relating to ensuring best evidence policy and program development and maintenance, community health services issues pertaining to cardiovascular disease, communication disorders, musculoskeletal disorders, neurological and behavioral disorders, nutrition issues, and health prevention and promotion; and health services for mentally challenged adults living in the community. Some of the programs/projects documented in these records include ActNow BC, Dial-a-Dietician, BC heart health project, Pregnancy Outreach program, and Action Schools!. These records were created and received by the Population Health and Wellness Division, Ministry of Health between 1987 and 2006 in BC.

The records are arranged alphabetically by project or program, or by issue or title. Record types include correspondence, reports, presentations, briefing notes, research materials, research data, financial statements, program/project planning materials, drafts, notes, and workshop/outreach materials. Executive records of the Assistant Deputy Ministry, Community and Family Health

This series consists of the executive records of the Assistant Deputy Ministry (ADM), Community and Family Health, 1987-1990. These records document the creation of the Community and Family Health division which was the amalgamation of the previously separate Preventative and Community Care Services in 1988. The new division included all Public Health promotion and protection programs delivered through health units across the province and the BC Centre for Disease Control, and programs operated or funded by Mental Health Services, Forensic Psychiatric Services, and Services to the Handicapped. Examples of records documenting these activities include the advisory committee on health promotion and wellness (Preventative Services), vocational rehabilitation of disabled persons (Services to the Handicapped), and child and youth mental health services (Mental Health Services). Records also include program specific reports, correspondence on restructuring the Community and Family Health division, program specific briefing notes, cooperation and liaison files documenting significant program specific relationships (Associated Boards of Health), and other related committee activities such as the hospital and community partnership program committee and the interministerial committee on strengthening the family. These records were created and received by the Ministry of Health in BC under the Health Act (RSBC 1996, c. 179) and other applicable legislation such as the Forensic Psychiatry Act (RSBC 1979, c. 139), and the Mental Health Act of British Columbia (RSBC 1996, c. 288). Continuing Care Division executive records

The series consists of policy, program, and committee files from the executive director’s office, Continuing Care Division, Ministry of Health, 1979 to 1987. These records document the division’s core function of administering continuing care programs (Home Nursing Care, Community Physiotherapy, and Long-Term care) that enable individuals with health-related problems to maintain personal independence as much as possible. The records demonstrate how the division supports personal, family, and community involvement in the planning and provision of care for these individuals. Examples include: community physiotherapy, home nursing care, and long-term care (from home support to residential care). The records were created by BC’s Ministry of Health under the Community Care Facility Licensing Act (RSBC 1979, c. 57) and the Hospital Act (RSBC, c. 176).

Conversation on Health project records

The series documents the Conversation on Health, a public consultation established by the Ministry of Health to engage British Columbians in a dialogue about health care and to generate ideas relating to the health care system. The Conversation on Health was a year-long, public engagement initiative that used a variety of facilitation techniques and communication channels to reach as many British Columbians as possible to understand their issues and prepare for the future of health care in the province. This series includes records relating to the approval, planning and evaluation of the Conversation on Health project and records summarizing and assessing feedback from stakeholders such as individuals, patients, health care workers, professional associations, health organizations, First Nations, academics, and other interested parties from 2006-2007. These records were created and received under the authority of the Speech from the Throne on February 14, 2006 which established the operational responsibilities and functions of the creating agency. The Conversation on Health project was launched by the Premier and Minister of Health on September 28, 2006 at the BC Children’s Hospital in Vancouver.

These records consist of correspondence, reports, presentations, briefing notes, project charters, fact sheets, news releases, and planning documents. They are arranged by event, subject or document type. The records are classified under the Conversation on Health ORS (schedule 191564). Records selected for transfer to the BC Archives classified under 26520-06 include symposium submissions and presentations documenting input to the international symposium on innovation in health care provision sponsored by the Conversation on Health.

Federal-Provincial cost sharing agreements

This series consists of federal-provincial cost sharing agreement histories for services provided by the provincial Ministry of Health, Ministry of the Attorney-General and Ministry of Human Resources. Agreements were between the federal government and the relevant ministry from 1976-1985.

The records document the development and operation of a variety of health and social services, including the Canada Assistance Plan (CAP), Vocational Rehabilitation of Disabled Persons (VRDP) program, and the Young Offenders Act (YOA) agreements. These programs provided social and medical supports, including mental health services and drug and alcohol treatment programs.

Records include meeting agenda, minutes, audit reports, correspondence, paylists, policies, procedures, draft agreements, legislation, treasury board submissions, cabinet submissions, financial records, and subject files relating to direct services funded agencies. The subject files in boxes 9 and 10 are arranged by the name of the agency or group that provided the funded services, then by year. Subject files are organized with separate sub-folders for related records of approval, working papers, backups, and claims and “form M”.

Records of the Assistant Deputy Minister, Institutional Services

This series consists of the records of the Assistant Deputy Minister, Institutional Services of the Ministry of Health from 1982-1990. This Assistant Deputy Minister position existed from 1976-1991, and was succeeded by the Assistant Deputy Minister, Care Services from 1991-1993. The Assistant Deputy Minister, Institutional Services provided direction and leadership to the programs that administered hospital care and continuing care. These programs included the Office for Seniors, BC Ambulance Service, Continuing Care Division, Facilities Planning and Construction Division, Hospital Programs Division, Institutional Management Resources Division, and Emergency Medical Assistants Licensing Branch.

The series includes administrative records showing the day to day operations of the office and depicts changes and directives to related programs.

Records include the ADM’s daily correspondence; files on relevant acts and legislation; correspondence and other material from related health associations and societies; government committee and commission files, including the management committee and Assistant Deputy Minister Management Job Evaluation Committee; cooperation and liaison with other BC government bodies, other provincial governments and the federal government; subject files; files on related plans and programs; budgets; reports and statistics; treasury board submissions; and other administrative records.

Records are arranged roughly by date, then by file code number, except for some records from 1982 which are arranged alphabetically by file title.

Health Professions Council records

The series consists of the records of the Health Professions Council, an independent advisory body established in 1990 to make recommendations to the Minister of Health and Minister Responsible for Seniors about the regulation of health professions under the Health Professions Act (S.B.C. 1990, c.50). The records document the establishment of health professions under legislation and the review of legislation related to those professions. Records include applications by health care practitioner groups such as physicians, nurses, psychologists, chiropractors, physical therapists, naturopaths, and massage therapists seeking designation as self-regulated professions; and scope of practice and legislative framework reviews for all designated health professions. They also include summaries of all submissions and recommendations, council meeting minutes and agendas, council correspondence, and final reports. The records were created between 1993 and 2004 in BC. The Ministry of Health is responsible for this record series. Following the government’s 2001 core services review, amendments to the Health Professions Act (RSBC 1996, c. 183) ended the Health Professions Council in 2002.

The records are arranged by subject or submission/review name. They include correspondence, memoranda, minutes and agendas, and reports. The records have been in the custody of the Ministry of Health since 2005. Prior to this, they were with the Ministry of Health Services (2001-2005) and the Ministry of Health Planning (2001- 2004). The series consists of the executive records of Peter Albert Dueck (Minister of Health 1986-1989). The records document a broad range of administrative and operational activities of the Minister of Health’s office in 1989. Some of the subjects covered include the province of BC’s responses to abortion and AIDS; the Medical Services Commission issuance of the new CareCard; services for seniors; public/community and family health; regulation of health professions; health care administration; board and committee appointments; health related accolades and complaints; and monitoring of, and requests for infrastructure development funding from regional health care facilities in BC.

Response to the Royal Commission on Health Care records

This series consists of responses to the Royal Commission on Health Care from the Royal Commission Response Office of the Ministry of Health, 1979-1992.

The series includes records received from various healthcare related associations and organizations, such as hospitals, nurses, midwives, acupuncturists, podiatrists, optometrists and others. These include their submissions to the Commission, responses to the Commission’s final report or general information about the professions and issues impacting their work.

Records created by the Ministry address specific recommendations from the Commission to improve Ministry of Health policies and practices. Issues were divided into the following working groups:

Working group 1 (W1): better management
Working group 2 (W2): regionalization
Working group 3 (W3): governance of professions & financing

These files include correspondence, reports, planning documents, policy documents, meeting minutes, statistics, maps, journal articles, newspaper clippings, work plans, and agendas. Issues addressed in the file include managing health information, immunization, sexually transmitted diseases, and healthcare regionalization and governance models. Records culminated in responses to the Commission’s recommendations and a series of discussion papers.

Aboriginal Health Association of BC records

This series consists of the records of the Aboriginal Health Association of BC, under the Aboriginal Division of the Ministry of Health. Consists primarily of records of the Northeast, Northwest, Thompson Okanagan Kootenay, and Vancouver Island and Central Coast Aboriginal Health Councils. These regional councils were funded by the Aboriginal Health Association of BC to provided services and resources to individuals in their regions. These records include correspondence, meeting minutes, operating guidelines, annual reports, service agreements, funding agreements, contracts with service providers, newsletters, and other informational material. Files address providing information and resources related to tobacco use, mental health, addictions, The Red Road HIV/AIDS network and many other issues.

The series also contains administrative and operational records of the Aboriginal Health Association of BC, including health handbooks, annual reports, strategic plans, correspondence, and records documenting work with the First Nations Summit, Aboriginal Health Council Forum, Vancouver Aboriginal Council, United Native Nations, Association of Friendship Centres and Aboriginal Peoples Council.

Public health engineering plans

The Health Act of 1893 (SBC 1893, c. 15) established a system by which the government would review and approve public water supplies, and systems of sewerage, that are contemplated by municipalities and incorporated companies, and, in later health act revisions, individuals. The series contains engineering plans from ca. 1920 to 1989.

The records consist of copies of engineering plans submitted to the government by third parties and approved by government in accordance with the Health Act. The plans are of various scale and sizes. They government stamped the plans to show the date of the approval. The plans are numbered sequentially from 1 to 18171. Each number represents an application. There are also plans at the end of the series that are numbered from 12-001 to 14-002. Most applications consist of one plan though some applications consist of multiple plans. An index to plans 1-18171 are available in GR-3547.

Alternative Payments program files

The series consists of applications, reports, forms, correspondence, printouts from government databases, and budget information received, maintained and created by the Ministry of Health and its successors. The records were created between 1968 and 2011 for the Alternative Payments program. The series documents the provision and monitoring of Medical Services Plan (MSP) funding for physician and health care practitioner services through alternative payment agreements to regional health authorities. The functions of the Alternative Payment program were controlled by the Physicians’ Compensation branch.

The Alternative Payments program is a method of funding physician services by the Medical Services Plan through means other than the fee-for-service method. The program is designed to secure sufficient access to care in situations where fee-for-service arrangements may not guarantee physicians the financial support or stability to be able to provide needed care, such as in teaching hospitals or community-based services in rural areas. There are two models for alternative payments : service agreements and sessional arrangements. Service agreements consist of a contract between the Ministry of Health and a Health Authority which retains physicians under contract or direct employment. Sessional arrangements are based on contracts between a Health Authority and a physician.

Records consist of alternative payment agreement accountability records case files. Records regard reviewing applications from regional health authorities for funding for programs within their geographic areas of responsibility; developing and monitoring agreements with regional health authorities; monitoring programs funded by alternative payments methods; and processing payments to regional health authorities in accordance with approved agreements. The series also include some files with related policies, procedures and forms.

The slide shows cover a variety of topics including: food handling, meat cutting, dishwashing, vegetable preparation, poisonous plants, heroin treatment, home care, pregnancy and childcare. The series also includes an incomplete set of printed scripts designed to be read out while showing the slides, and audio cassette tapes that accompany file 9, Life in the inner sea, and file 10, Eating for a baby.
