Records of the Director of Administrative Services, BC Hospital Insurance Service

This series consists of records creating and revising agreements, legislation and regulations related to hospital insurance and the provision of medical services in British Columbia, from 1946-1987. These records are the administrative and operational records of the Director of Administrative Services (previously Senior Administrative Officer) of the BC Hospital Insurance Service. The files are almost exclusively those of Director K.G. Wiper, but also include those of his successor J.D. Herbert and of the Deputy Ministers D.M. Cox and W.J. Lyle.

These records document the Director's functions as well as files on issues, policy, legislation and the operation of the Hospital Insurance Act from its inception to 1987. The majority of records consist of draft amendments and revisions to regulations, orders-in-council (OICs) and legislation, proposed legislation and Federal-Provincial agreements. Records related to health insurance, the accreditation of hospitals, and the provision of medical treatments or services, including mental health treatments. Records include correspondence, drafts, and final copies of legislation.

Hospital Programs records

The series consists of records documenting the operations and administration of hospitals in BC from 1959-1987. The records cover programs within individual hospitals, finance and construction, personnel, medical staff bylaws, rules and regulations, equipment and other topics. They also include accreditation surveys and results, hospital reviews, and reports by Ministry of Health staff on topics such as medical records. The records include policy precedents, lists of staff and administrators, and information on financial proceedings and grants. The records were created under the Hospital Act (RSBC 1979, c.176), the Hospital District Act (RSBC 1979, c.178), and the Hospital Insurance Act (RSBC, 1979, c. 180). They were created by the BC Hospital Programs Division and its predecessor, BC Hospital Insurance Service, both under the Ministry of Health.

The series is arranged by hospital or topic, then by date. The records include correspondence, reports, financial records, bylaws, project files, strategic plans, and policy documents. The records are classified under the one-time Hospital Programs operational files (schedule 880238).

Hospital programs photographs

The series consists of photographs created by the British Columbia Hospital Programs and its predecessor body, the British Columbia Hospital Insurance Service, between 1949 and 1975 and including photographs back to 1929. The photographs are mostly black and white prints but there are also negatives and some colour prints. The photographs are in no particular order and document proposals, construction, ceremonies and openings of provincial hospitals. There are also press photos of senior staff, ministers, MLA's and branch staff. Occasionally a piece of correspondence relating to the photograph is included in the file.

Hospital photographs

The series consists of photograph files created by the British Columbia Hospital Insurance Service between 1949 and 1974 and including photographs back to 1920. The photographs, mostly black and white prints, are arranged in files alphabetically by community and consist of photographs of interior and exterior shots of hospitals and hospital construction, In addition to the files, there is a scrapbook of hospital photographs, also arranged alphabetically by community. The accompanying negatives are arranged by number.

Hospital Consultation and Inspection Division files

This series consists of files of the Hospital Consultation and Inspection Division of the BC Hospital Insurance Service. Records have been divided into a subseries relating to individual public and private hospitals, and a subseries of various subject files.

In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare to administer the premium payment plan. The plan provided hospital care benefits for acute illness at the standard ward level to residents of the province. At that time the Inspector of Hospitals was transferred from the Department of the Provincial Secretary to the Hospital Services Division of the new BCHIS. The name of the Division was changed in 1951 to the Hospital Consultation and Inspection Division. The division had both a Vancouver and a Victoria office. These appear to be records of the Victoria office.

The files relating to individual hospitals contain inspection reports, notes regarding communications with hospital personnel, correspondence with hospital managers or representatives, and internal memoranda regarding the hospital. They sometimes also include floor plans of the facilities and other types of reports. The subject files include a wide variety of materials, including correspondence.

This series consists of the records of the Manager of the Hospital Construction Division of the B.C.H.I.S., A.W.E. Pitkethley, including files pertaining to the operation of the Provincial Infirmary, Marpole, B.C.
