This series contains policy files accumulated by J.L. Canty, Executive Director, Deputy Minister's Office. Files pertain to school law, ministry contracts with school districts, school finance and facilities, and interest groups (i.e. B.C. Association for Children and Adults with Learning Disabilities, B.C. School Trustees Association, and B.C. Teachers' Federation).

Education policy records. Minutes and agenda of policy committee meetings comprising Deputies Committee 1978-1982, Management Operations and Education Finance Committee 1981-1982, Policy and Resource Allocation Committee 1981-1982, Post-Secondary Policy Committee 1981-1982, Schools Management Committee 1982 and Schools Policy Committee 1981-1982. The following files contain an agenda and an expanded agenda in which individual agenda items may be explained in detail. Sometimes supporting documentation and policy statements are attached to the individual agenda item. Log numbers were assigned to supporting documentation.

Minister's executive records

The series consists of the executive records of Patrick McGeer, minister of the following ministries: Ministry of International Trade, Science and Investment (1986), Ministry of International Trade and Investment (1986), Ministry of Universities, Science and Communications (1979-1986), Ministry of Education, Science and Technology (1978-1979), and Ministry of Education (1975-1978). The series documents the functions and activities of these different yet related portfolios that Pat McGeer was responsible for. Records include subject files on high tech projects concentrating on specific companies or sectors, medical research files, scientific research files, and general office files. Most of the records in accession 87-0512 were created when McGeer was Minister of Universities, Science and Communications (1979-1986). They consist of the records of educational committees, associations, and councils such as the University Council of BC (UCBC); correspondence with universities such as University of British Columbia (UBC), Simon Fraser University (SFU), and Trinity Western University. The records in this series were created and received by the aforementioned ministries in British Columbia between 1974-1987. Records prior to these dates consist mainly of reference materials.

The series is arranged alphabetically by subject. The records consist of correspondence files, reports, meeting materials, new clippings, studies, research materials, and program, policy, and project files. The records in accession 87-0853 were processed under one- time schedule 870346, General Office files of Pat McGeer, former Minister of International Trade, Science, and Investment in 1987. They were reprocessed under the Executive Records schedule (102906) in 2005. Accession 87-0512 was transferred to the BC Archives under the Minister's office records (schedule 860678).

Records of the Young Voyageurs Program

The series consists of the records of the provincial coordinator of the Young Voyageurs Program. The records relate to the participation of BC high school students in the federal government of Canada’s Young Voyageurs Program. This federal-provincial program started in the 1960s to provide an opportunity for groups of students to travel to another part of Canada. These records, documenting various student exchange trips from BC to other provinces between 1961-1976, were created and maintained by the Ministry of Education, Student Services Program. Records include subject files documenting the program’s administration and operation; program reports; student reaction sheets and reports of the Young Voyageur groups; and a card file listing all Young Voyageurs groups to participate in British Columbia’s program, the geographic area they represented, and the number of students that attended.

The series is arranged alphabetically and some files have an alpha-numeric file code. The records consist of correspondence, subject files, reports, bulletins and published material. The records were transferred to the BC Archives without a records schedule.

Records relating to the establishment of the Marine Training Centre

This series consists of records relating to the establishment of the Marine Training Centre. Records include correspondence, briefs, reports, minutes of meetings, memoranda, etc. relative to the establishment of the British Columbia Marine Training Centre in 1976. The marine college was developed by expanding on existing marine training facilities at Vancouver Community College and Vancouver Vocational Institute, but was established as an independent institution.

The bulk of this collection covers the period 1973-1977 although some files extend as far back as 1965. The series includes the following subseries: Marine Training Programmes and Facilities Advisory Committee, Marine College Development, Marine Training Advisory Council, Marine Training Centre - Miscellaneous, Committees, Navigation Training, Marine Training Conferences, Ottawa, Vancouver Vocational Institute, Courses and Programmes, Proposed Courses, and Miscellaneous.

United World College scholarships

The series consists of records relating to the United World College scholarship and document the awarding of the United World Colleges Scholarship to British Columbia high school students, as well as policy decisions for awarding scholarships. The scholarship is awarded annually to grade 11 (age 16-17) students in British Columbia to attend a United World College for two years, resulting in an international baccalaureate (equivalent to the final year of secondary school and the first year of university). The majority of successful applicants within this series attended the Lester B. Pearson United World College of the Pacific (Pearson College UWC) located in Metchosin (Victoria), British Columbia.

The scholarships are funded through the Student Services Branch and staff from this branch sit on the selection committee. Scholarship recipients are selected by an independent committee comprised of representatives of the ministry, public post-secondary institutions, and united world college graduates and former staff.

The records include correspondence regarding policy decisions, award recipients, and general administration. The records also contain applications and reference letters from students across BC, and consideration of these applications.

Information regarding these records has been sourced primarily from Student Services ORCS Schedule No. 117457, United World College Scholarships 40020-05.

Also included in this series is a file of records relating to the development of the One World Scholarship Program. This consists of a proposal made to the Irving K. Barber British Columbia Scholarship Society (IKBBCSS) by the British Columbia Ministry of Advanced Education in 2006. The scholarship was intended for post-secondary students and is not related to the United World College Scholarship.
