The format of the general correspondence files varied considerably over time. In some instances, correspondence was arranged on a chronological basis only. At other times, it was a combination of a chronological-numerical system. The correspondence series is not complete.
Correspondence between the Provincial Game Warden and the various Deputy Game Wardens was originally part of the central filing system. That system had already been significantly disrupted in the past, so the value of maintaining it in its original form was lessened. For convenience, correspondence and reports from Deputy Game Wardens has been generally removed from the correspondence run and filed separately in this collection (Part C) but some of the Deputy Game Warden material, as well as other separately filed records, may be found in the general correspondence files.
Correspondence re: firearms licences
Part of Provincial Game Warden records
For the most part, these files contain correspondence and other documentation relating to the issuing and sale of gun licences. This was a fairly straightforward transaction in which agents of the government sold the relevant types of licences and received a 10 per cent commission as payment for their services. Licences were sold and issued by Government Agents, Deputy Game Wardens (DGWs), Police Constables, Justices of the Peace (J.P.), and sometimes even by citizens with no other official position, but who had been appointed by the Provincial Game Warden.
The bulk of the records are financial in nature, documenting the categories and volumes of licences sold, but some deal with the larger issues. General firearms licensing was newly introduced to British Columbia in 1913 and met with considerable resistance from some segments of the population, particularly those in rural areas. Additional correspondence on the general issue and problems associated with enforcement may occur in the general correspondence files or in the Deputy Game Warden files.
