Sisters of St. Ann, St. Joseph's Province fonds

This fonds consists of records created by The Sisters of St. Ann over the approximately 160 years that they have operated in the West.

St. Joseph’s Province, as an organizational structure, was formed in 1891 and incorporated by the Province of British Columbia in 1892. Prior to that, the governing body of the Sisters of St. Ann in the west was primarily the Vicariate, and the Vicariate’s records and functions were absorbed by the Provincial Administration within St. Joseph’s Province. The Province encompassed all the western provinces and the two territories of Canada as well as Alaska and Washington State. The Administration was composed of the Provincial Superior or Leader, her secretary and Councilors, the Provincial Bursar or Treasurer, the Provincial Archivist, and at one time, the Prefect of Studies, Prefect of Music, Mistress of Novices, and Directress of Juniorate. In 2004 co-leadership roles were established, with two Sisters as co-leaders in 2004 and a triumvirate created in 2017. In 2019, St. Joseph’s Province was suspended and a new Local Community was founded.

As it was an intermediate form of government, the Provincial Administration raised issues with the General Administration on behalf of the local houses, but was free to act on its own within the constraints of the Constitution and Rules of the Sisters of Saint Anne, particularly with regard to dispensations, permissions, finances, and establishment or closing of ministries. The Provincial Administration of St. Joseph's Province has always been maintained in Victoria, B.C., as a separate juridical entity and until 1974, was housed at St. Ann's Academy in Victoria. After the closure of the school and the sale of the buildings, the administration was moved to Begbie House at 1550 Begbie Street, Victoria, B.C.

Recording activities, transactions, and persons has always been a policy with the Sisters of St. Ann and these are found in ledgers, registers, and forms throughout the fonds, particularly in the context of schools. There are files of correspondence relating to certain subjects or activities, reports and copies of reports made to counterparts in the General Administration and vice versa, minutes of meetings, chronicles (house journals), journals of official visitations, school records, records of Sisters' studies, and a great deal of miscellaneous reference, "orphaned", or ephemeral material.

Missionary Oblates of Mary Immaculate fonds

The fonds consists of records relating to the missionary work of the Missionary Oblates of Mary Immaculate (OMI). Most records were created and accumulated by the administrations of various OMI provinces that have operated in British Columbia: St. Peter’s Province, St. Paul’s Vice-Province, St. Paul’s Province, and OMI Lacombe Canada. Additionally, the fonds contains some records created by the administration of the Vice-Province of Whitehorse. Other records pre-date the establishment of OMI provinces in Canada. Materials mostly relate to Oblate missionary work in British Columbia and the Yukon, but the fonds also includes some records pertaining to Oblate work throughout Canada, as well as records pertaining to foreign mission work (such as materials related to the OMI’s Provincial Delegation of Peru).

The fonds consists of records created and compiled by the Victoria Sewage Treatment Alliance (VSTA) and document the organizations efforts to raise awareness about the need for sewage treatment in the greater Victoria area. The VSTA, formed in 2005, is a volunteer organization with the goal of attaining sustainable and affordable sewage treatment for Victoria and the Capital Regional District (CRD).

The records consist primarily of a collection of reports, meeting minutes, and media coverage, as well as some audiovisual materials and photographs. The involvement of Mr. Floatie, the highly visible mascot of the campaign, is well documented in the photographs.

Gerald Smedley Andrews fonds

The fonds consists of records generated by Gerald Smedley Andrews in Victoria and other parts of British Columbia and Canada, and overseas, in pursuit of his personal, wartime, professional and volunteer activities from about 1903 to 2005.

These activities include those of teacher; lecturer; researcher; author; historian; geographer; traveler; artist; photographer; genealogist; linguist; surveyor; engineer; forester; expert in aerial survey photography, mapping and photogrammetry and member of numerous amateur and professional associations and organizations.

The fonds consists predominantly of personal records but also includes records from Andrews' positions with the British Columbia government, including Chief Engineer of the Air Surveys Division, and Surveyor General and Director of the Surveys and Mapping Branch. The records cover a wide range of subjects but particularly relate to surveying (including aerial survey photography, mapping and photogrammetry) and surveyors, and the history and geography of British Columbia. The fonds include correspondence, research notes, lists, publications, newspaper articles and clippings, over 14,000 photographs, financial records, legal documents, tax assessments, membership cards, membership directories, nominal rolls, newsletters, minutes, financial reports, by-laws, annual reports, texts of speeches, questionnaires, memoranda, a patent application, invitations, resumes, graphs, diagrams, calculations, manuals, technical information, programmes, essays, manuscript drafts, grant applications, job applications, orders of service, texts of speeches, essays, drawings and other artwork.

The fonds also includes three videotaped cable television interviews with Andrews (1982-1985). a home video interview with Andrews and over 300 maps and plans.

Mathew Sherwood Hedley fonds

The fonds consists of over 2000 b&w and colour photographs created by Mathew Hedley between 1938 and 1984. The photographs are predominantly images of family and friends, landscapes and trees but there are also photographs of mining activities within British Columbia.

There are four negative albums: A, B, C and D (1013 negatives) and two albums of contact prints made from the negatives and glued onto lined paper and identified as being from negatives albums A, B, C or D (945 prints). The missing prints tend to be duplicate images or poor quality negatives. These photographs were taken between 1938 and ca. 1963 and document both the public and private activities of Mathew Hedley. Included with the prints is some index information supplied by Ian Hedley in 2012.

There are also three files of colour slides taken between 1961 and 1984. The files are entitled "Victoria & Vancouver" (59 slides), "B.C. Interior" (28 slides) and "Best pics" (95 slides). The images depict family, landscapes and trees. Most of the slides are numbered and many have place and date information. There are two lists created around 1984 by Mathew Hedley which provide some details about the slides, the lists are arranged by subject and roughly by slide number.

The records also includes four compact discs created by Ian Hedley in 2012. The discs contain selected images from the albums and slides. Not all the material represented in these discs has been donated to the BC Archives, so these are provided for reference purposes only.

John Mar fonds

The fonds consists of records created by John Mar that document both his professional and private life. Mar's professional work is documented in his research notes and other public records of his work on the Canadian Alouette Satellite program. Of particular value is a laboratory notebook Mar kept, with photographs documenting his research on the Allouette Satellite Program. There are also two 16 mm films and one video cassette concerning the creation and launch of Canadian satellites and three video cassettes relating to his time working on the Norman Wells pipeline.

Mar's private life is represented by a significant genealogy of the Mar family reaching back centuries. There is also a small volume of personal correspondence with immediate family members and other records.

The fonds consists of records of the British Columbia Historical Federation (BCHF), including records dating from the founding of the organization in 1922 under its original name, the British Columbia Historical Association (BCHA).

Prior to 2016, records were received by BC Archives in numerous accruals; these were arranged and described by archivists at different times. As a result, these records were not integrated into one cohesive fonds. Instead, these groups are now series whose contents overlap. In particular, MS-2736 and MS-2779 should be used in conjunction with each other.

In addition to correspondence, minutes and photographs, the record types include, but are not limited to: addresses, annual meeting reports, attendance registers, branch reports, by-laws and constitutions, committee reports, convention materials, essay contest records, financial reports, membership lists , reports of BCHA branches, membership receipt books, monographs, lists of officers (executive), scrapbooks, subject files, and records pertaining to projects including pioneer reunions and Blanshard Day. The fonds also consists of records pertaining to publications of the association, including its journal and newsletter.

These series consist of some mixing of records of the parent body with those of local branches (sometimes called “sections”). Most notably these series include some records of the Victoria section. Records of the Victoria section are also held at BC Archives in a separate fonds, PR-2251.

While there existed a separate series for minutes (MS-2946) there are also minutes in series MS-2736 and MS-2779. Furthermore, In 2016, minutes in accessions at BC Archives that had been previously unprocessed, including a 2015 accrual, were added to series MS-2946.

In 2016, when a backlog of unprocessed records was arranged and described, the following new series were added to the fonds:

The fonds consists of copies of documents concerning Spanish exploration, settlement and missionary work collected by Freeman Tovell for research purposes. This material was microfilmed around 1987. The fonds also includes research material compiled by Freeman Tovell during the research and writing of his book "Far Reach of Empire", a book about the Spanish exploration of British Columbia's coast. The records contain multiple drafts of the book as well as research material, including photographs and maps, articles and subject files ca. 1987 to 2011. In addition the fonds includes 30 cm of Freeman Tovell's correspondence files.

Phillip Borsos fonds

The fonds contains motion picture elements, files, scripts, and other materials relating to films made by Borsos or considered for production by Borsos and his companies. The film projects chronicled include the documentary shorts "Cooperage", "Spartree", "Phase Three", "Nails", and "Racquetball", and the features "The Grey Fox", "One Magic Christmas", "Bethune", and "Far from Home: The Adventures of Yellow Dog." The fonds consists of the records of the Watt family from ca. 1910 to 2009 and documents the family activities in Ontario, British Columbia and England. There are seven series in the fonds as follows:

George and Mary Watt files: These files consist of records created by George and Mary Watt while living in Wellington, Ontario and West Vancouver, British Columbia. They include family correspondence (including some audio letters), family photographs, pocket and travel diaries, Christmas card lists, scrapbooks and clippings from ca. 1910 to 2004.

Alison Logan files: These files consist of records created by Alison Logan (later Watt) during her childhood and young adulthood in London, England and her first years in Vancouver, BC. They include diaries, correspondence with friends and family (including an audio letter), school and university papers and certificates, programs, cards, photographs and travel diaries from 1952 to 1973.

Robert Watt files: These files consist of records created by Robert Watt during his childhood in Ontario and West Vancouver and young adulthood in West Vancouver and Ottawa. They include a baby book, notes and clippings, school and university papers and certificates, correspondence with family and friends, cards, photographs and diaries from 1945 to 1973.

Robert and Alison Watt files: These files consist of records created by Robert and Alison Watt during their married life in Vancouver, BC and Ottawa, Ontario. They include diaries, correspondence with family and friends, household papers and correspondence, wedding and travel files, cards, financial files, employment files, photographs, family heraldry information and files and West Vancouver High School reunion files. These files span the years 1971 to 2009. They also include family history files created by Robert during the research and writing of family history.

General heraldry files: These files consist of records created by Robert Watt during his life in Vancouver to manage Vancouver based heraldry projects and Heraldry Society of Canada activities. They include correspondence, publications, bibliographies, subject files, project files, certificates, photographs, video and audio recordings, artwork and convention files from 1971 to 1993.

Canadian Heraldic Authority files: These files consist of records created by Robert Watt in his capacity as Chief Herald of Canada from 1988 to 2007, based in Ottawa, Ontario. The files include correspondence, subject files, coats of arms and letters patent for individuals and institutions, travel and conference files, appointment books, photographs, video and audio recordings, framed certificates and other framed works from 1986 to 2008.

Nora Mary Baldwin fonds

The fonds consists of two leather bound photograph albums documenting the life of Nora Baldwin. The black album contains 78 b&w photographs of Baldwin’s professional nursing life at Royal Jubilee Hospital in Victoria, between the years 1942-1945. There is a handwritten document tucked into the album documenting some humours characteristics of infants. The red leather album contains 223 b&w images, some of which consist of Baldwin’s nursing career, however other photographs include travel in Western Canada, as well as photographs of friends and special events, between the years 1942-1966. Also included is a copy of the funeral program for Nora Mary Baldwin in 2009.

Also included among the records is a small collection of pins and name tags belonging to Nora Baldwin and relate to her career as a nurse.

The fonds consists of the operational records of the Archives Association of British Columbia (AABC) and its predecessor bodies the Association of British Columbia Archivists (ABCA) and the British Columbia Archives Council (BCAC). The files also contain copies of Sharon's published works and copies of reference publications relating to agriculture and garden history she used in the course of her work. Other files includes class work and research material relating to her studies at York University and other institutions ca. 1989-1994. The fonds also includes approximately 660 colour slides, 14 audio cassettes, four VHS cassettes and 1 minidv cassette that contain interviews with Sharon regarding the grist mill and other issues relating to heritage gardens, heritage seeds and food security.

Western Pulp Ltd. Partnership fonds

The fonds consists of the records of Western Pulp Ltd. Partnership, mainly pertaining to the company’s Woodfibre pulp mill near Squamish, B.C. A very small number are records (mainly photographs) which pertain to the company’s pulp mill at Port Alice on northern Vancouver Island.

Most of the records date from after 1983, the year Western Pulp Ltd. Partnership was formed. However the fonds also consists of pre-1983 records which were inherited from the previous owners of the Woodfibre and Port Alice operations. Of the pre-1983 records, the majority date from the 1960s and were created by Rayonier Canada Limited.

A mill had been in operation at Woodfibre since 1912, when the British Columbia Sulphite Fibre Company Ltd. began pulp production at Mill Creek (the community was renamed Woodfibre in 1921). In 1917 ownership of the mill passed to Whalen Pulp and Paper Mills Ltd., who, in the same year, began operations at Port Alice. In 1925, these assets were purchased by the British Columbia Pulp and Paper Company Ltd., who operated the mills until 1951. At that time, the Alaska Pine Company Ltd. (owned by the Koerner family of Vancouver) joined Toronto-based Abitibi Power and Paper Company Ltd. to purchase the British Columbia Pulp and Paper Company Ltd. When the purchase was completed the combined properties of Alaska Pine Company Ltd. and the British Columbia Pulp and Paper Company Ltd. were merged. On April 25, 1951 the British Columbia Pulp and Paper Company Ltd. became Alaska Pine and Cellulose Ltd., with ownership split between the Koerner interests and Abitibi. This company now owned the pulp mills at Woodfibre and Port Alice, and employed 4,950.

In 1954 the Koerners sold their controlling interest in Alaska Pine and Cellulose Ltd. to Rayonier Inc. of New York. Alaska Pine and Cellulose Ltd. continued, now controlled by Rayonier. By 1959 Rayonier had purchased the balance of the stock, and on September 16, 1959 the Alaska Pine and Cellulose Ltd. name was changed to Rayonier Canada Limited. A second company, Rayonier B.C. Limited, was also incorporated, and in 1961 the name of that company was changed to Rayonier Canada (B.C.) Limited., who owned and operated the pulp mills until 1980.

Under Rayonier, in the 1960s, the houses in the Woodfibre townsite were demolished and families moved to Squamish and other Howe Sound communities.

It is not possible to state with certainty the function and activities which generated the records. However, a very large proportion of the records are photographs of construction projects in the mid-1980s; it appears the company intended to document the major mill modernization program of that period at Woodfibre.

In the pre-1983, inherited records, there is a particular emphasis on water-related subject matter. This includes: water supply, water licenses, water power, storage and water system infrastructure, dams, and water and precipitation data recording. Other significant subject matter of the pre-1983 records includes the mill’s appraised value and viability, property and land surveys, and historical writing about Woodfibre.

The archivist did not discover any original classification system. The archivist established artificial series based on: (1) whether the records were created by the company after 1983, or whether they were created by predecessor companies before 1983; and (2) the type of physical form and the creator’s rough organization. For example, the creator assembled most of the photographs generally in chronological order, mounted in photo albums.

The fonds consists of the following series:

Photographs are the predominant documentary form, including prints, negatives and 35mm slides. To a lesser degree, the fonds includes textual material, maps, plans, diagrams, and technical drawings. In the textual records, reports and studies (for example, by engineers and appraisers) are prominent. There are also company annual reports, year-end reviews, company newsletters and collected publications. There is a relatively small amount of correspondence and memoranda.

Note that by 2004, the term “Partnership” no longer appears in the company title, and the term “Woodfibre” was not officially used; therefore, records may refer to “Western Pulp Limited -- Squamish Operation” (or “Squamish Division”).

Provincial Council of Women of British Columbia fonds

The fonds consists of the records of the Provincial Council of Women of British Columbia, which document the interests and activities of one of Canada’s oldest advocacy groups and largest women’s organizations. Records date back to the first local groups formed by women in British Columbia in the 1890s.

The records document the council’s core function: its development of policy through research and the creation of submissions and resolutions for advocacy at all levels of government.

The records were created by elected officers, including the president, vice president, corresponding secretary, recording secretary, treasurer and immediate past president. Records were also created by members of committees, including standing study committees dedicated to researching subject areas. The materials reflect the organization’s activities under this committee structure. For example, at one point (ca. 1950 to 1960) committees included: Arts and Letters, Economics, Laws, Extension, Education, Health, Home Economics, Immigration/Migration, and the Thrift campaign.

The fonds consists of meeting agendas and minutes; correspondence; issue files kept for reference; research reports; resolutions; briefs and submissions to government; annual reports; yearbooks; newsletters and journals; transactions of and reports from annual conferences; conference and other event programs; records related to the organization’s constitution and by-laws; ephemera such as leaflets and magazine and news clippings; scrapbooks; financial records; directories (regarding executives and members); photographs (primarily of participants at meetings and conferences); and published books, presumably held in an office library or personal libraries.

Due to the Provincial Council’s organization and structure, the fonds contains materials from associated organizations and “higher” (national and international) levels of the Council of Women. Records were created by or relate to affiliated groups, which include, for example: the Elizabeth Fry Society, the Imperial Order Daughters of the Empire, the Women's Auxiliary to the Missionary Society of the Church of England in Canada, the Progressive Conservative Women’s Association of British Columbia, Native Indian Service Council, and Business and Professional Women’s Clubs.

Some of the records were originally printed or published by the National Council of Women of Canada in Ottawa. This includes the National Council’s yearbooks (containing its annual reporting), in a nearly-complete set from 1939 through 1994.

Since members of the Provincial Council were often members of both that provincial body and their local group, records in the fonds include, for example, those of local groups such as the White Rock & District Council of Women and the University Women’s Club of White Rock.

The records were donated to BC Archives between 1974 and 2016 in five separate accessions. There was no consistency in the original order in which they came to BC Archives and the council did not have a classification system for its records. As a result, BC Archives created an arrangement structure, assigning records to the following series:

David Flaherty fonds

The fonds consists of the records of David H. Flaherty created throughout his professional and private life. They include project research files relating to his work with Canadian and international privacy issues during his time at the University of Western Ontario from 1972 to 1987; teaching and lecture files on early American history, and American and Canadian legal and constitutional history from his time at Princeton, the University of Virginia and the University of Western Ontario from 1963 to 1991; and his personal files including diaries, correspondence, photographs and subject files from 1949 to 2017, including those from his time as the Information and Privacy Commissioner of British Columbia. Within each series, the files are arranged roughly by date. The personal files have been divided by Flaherty into open and restricted files.
