Colonial correspondence : correspondence of the Government of the Colony of Vancouver Island, 1849-1866 and of the Government of the Colony of British Columbia, 1858-1871

GR-1372 is an artificial series, created by the Provincial Archives of British Columbia in the 1920s and 1930s from records of the governments of the Colony of Vancouver Island (1849-1866), the Colony of British Columbia (1858-1866) and the United Colony of British Columbia (1866-1871). The records, consisting of correspondence inward to and among officials and departments, were originally organized more or less chronologically as records of the department or agency to which they were sent, e.g. Colonial Secretary, Attorney-General, Commissioner of Land and Works, etc. Letters when received were logged into a register and assigned sequential numbers with the last two numbers of the year appended, creating the file number, e.g. 105/62. Some of these registers still exist, e.g. GR-0625. The correspondence was often accompanied by enclosures such as reports, sketches and maps which were considered part of the file.

Sometime during the 1920s and 1930s, Archives staff undertook to re-organize these records into a single alphabetical series organized primarily by the name of the originating office or sender (road tolls and petitions are notable exceptions). Formerly separate records were intermingled and the original order was lost. The records were indexed using new file numbers assigned for that purpose. These are the F numbers written in red crayon on the records. Starting with the number 1, each folder of records in the new alphabetical sequence was assigned a number as well as the individual files (items) within that folder, e.g. F33/1.

It appears that later insertions into the alpha sequence, after the initial assignment of numbers, were dealt with by using letters (e.g. F85a, F85b), or a number in parentheses (e.g. F79(1), F80a(1)). When an F file required more than one folder, either letters were added to subsequent folders, (e.g. F102, F102a, F102b) or numbers in parentheses were used (e.g. F142b(1), F142b(2)). The F numbers on the documents, however, were not affected by the change in numbering as they formed one continuous sequence (e.g. F102, files 1-9; F102a, files 10-22; F102b, files 23-30b).

Some of the correspondence was transcribed by Archives staff. These typed transcripts are either in the file folders together with the originals or in a separate file folder following the file folder with the originals. Most of the transcripts were not microfilmed and consequently do not appear on the microfilm reels. The records were microfilmed 1978-1980.

This series contains official reports and correspondence accumulated during the administrations of Premiers Tolmie, Pattullo, Hart, and Johnson. It includes Departmental, General, and Federal files, plus separate series of documents on Pacific Great Eastern Railway (1917-1945). It also includes applications for employment, petitions, press releases, speeches, and vouchers.

The records which comprise this unit were stored for many years in a maintenance shop adjacent to the Parliament Buildings. Storage conditions were less than ideal and in 1982 arrangements were made with the Premier's Office' to transfer the records to the Provincial Archives. It was a signal event, for the records provide documentation on virtually all facets of provincial life over a thirty-five year period. Additionally, the documents which make up GR-1222 provide a valuable record of the administrations of Premiers Tolmie (1928-1933), Pattullo (1933-1941), Hart (1941-1947) and Johnson (1947-1952). The records fall into three main categories or series, namely Departmental files, Federal files, and General files.

The series consists of records collected by Clarence Reser during his employment in the Office of the Legislative Internship Programme, and includes manuals, reports and correspondence.

The Program was established in January 1976, patterned after the Parliamentary Internship Program introduced in the Canadian House of Commons in 1969, enabling Canadian university graduates to supplement their academic training by observing the daily workings of the Legislature first-hand and by providing Members of the Legislative Assembly with additional assistance during the parliamentary session. The Program is sponsored by the Speaker of the Legislative Assembly of British Columbia.

The fonds also includes photographs depicting legislative interns, circa. 1979, the B.C. Legislature and Members of the Legislative Assembly. Also included is a ceramic trivet depicting the Legislative Assembly buildings and commemorating the 23rd Commonwealth Parliamentary Association Conference, British Columbia tour, September 1977.

British Columbia Farmers' Institutes records

The series consists of B.C. Farmers’ Institutes records of several different types, including: records of Farmers’ Institute districts; records concerning the reporting of local institutes to the Registrar of Companies and the Dept. of Agriculture; correspondence of the Superintendent of Farmers’ Institutes (in the Dept. of Agriculture); and records of the Farmers' Institute Advisory Board ca. 1961-1967.

The series includes files regarding local Farmers' Institutes. These records document the function of the B.C. Registrar of Companies and subsequently the B.C. Dept. of Agriculture in their responsibility for B.C. Farmers' Institutes. The records document how each local institute registered as a society, carried out its annual reporting, and was dissolved. These files may include: a declaration of desire to form a society under the Societies Act, the certificate of incorporation as a society, constitution and by-laws, a list of first directors, the annual reports which include the institute's annual financial statement, and a memo to file regarding the local institute being struck off the corporate register and dissolved. Files may also include minutes and correspondence. A Declaration of Association includes the names, occupations and address of the local people who wished to form the association.

The annual reports include: a financial statement listing receipts and expenditures, balances, and names of auditors. It also includes the membership numbers, and names and occupations of officers and directors. Annual reports also consist of remarks, sometimes lengthy, about the nature of the local institute and its activities during the past year.

Records of Farmers’ Institute districts date from ca. 1961 through 1967 and from 1968 to 1980. These files include minutes of and resolutions from meetings and annual conventions, correspondence, and financial statements.

The series also includes miscellaneous correspondence ca. 1961-1963, in-going and out-going, from the office of the Superintendent of Farmers’ Institutes of the Dept. of Agriculture.

Where file codes exist on the files, these codes were created based on the number assigned to that institute at the declaration of association.

Annual reports and other corporate records were submitted first to the B.C. Registrar of Companies and subsequently to the B.C. Dept. of Agriculture. Prior to 1956, the Farmers’ and Women’s Institutes were administered under the Institutes Act and Societies Act, and they reported to the Registrar of Companies (the Corporate Registry). Registry files created by the Registrar of Companies documented the registration, corporate history and dissolution of all companies, societies and co-operatives that operated in British Columbia, and were dissolved between 1860 and 1993. Companies, societies and co-operatives that carried on business in British Columbia were required to register with the Registrar of Companies and regularly submit reports and other records to the registry office. For this reason, prior to 1956, Farmers’ and Women's Institute records were held by and in the provenance of the office of the Registrar of Companies. In 1956 the B.C. legislature passed a new “Farmers’ and Women’s Institutes Act” (an act initially dating from 1936). The 1956 act placed the institutes entirely under this act instead of being administered under the Institutes Act and Societies Act, and the institutes were now the responsibility of, and reported to, the Dept. of Agriculture.

Many records of the institutes initially held by the Registrar of Companies were transferred to the Dept. of Agriculture, and the Dept. of Agriculture continued to create records after 1956. Those records transferred to B.C. Archives from the Dept. of Agriculture and its successor, the Ministry of Agriculture, make up the records of GR-0505. Some Farmers’ and Women's Institute records remained with the Registrar of Companies and were transferred directly from that office to B.C. Archives. These records are located in series GR-1526 - Corporate registry files.
