Ministry of Health educational slide shows

The series consists of educational slide shows created by the Ministry of Health and its predecessor body, the Dept. of Health between 1974 and 1979. The slide shows cover a variety of topics including: food handling, meat cutting, dishwashing, vegetable preparation, poisonous plants, heroin treatment, home care, pregnancy and childcare. The series also includes an incomplete set of printed scripts designed to be read out while showing the slides, and audio cassette tapes that accompany file 9, Life in the inner sea, and file 10, Eating for a baby.

Hospital Consultation and Inspection Division records

These records are from the office of the Director of Hospital Construction and Inspection Division. They include minutes of the Planning Group (1974-1975), the BCHIS Management Group (1971-1974), Functional Program Review Committee (1970-1971), and the Radiological Advisory Council and Committee (1976-1979). The indexes to the Equipment Committee and the Rate Board minutes are included although the minutes are not.

Earlier minutes of the Planning Group (1965-1974) are catalogued under GR-2651.

Also included is outward correspondence of H.R. McGann, the Director of the Construction and Inspection Division (1976-1977) and the Minister of Health (1976-1978).

Records of the Continuing Care Division

Records of the Continuing Care Division, a successor of the Long Term Care program. The Long Term Care program became effective 1 January 1978. It was designed to meet the needs of persons who could not live without help because of health-related problems which did not warrant care in an acute care hospital. The Ministries of Health and Human Resources were jointly responsible for the program. In 1983, the program's official designation was changed from Home Care/Long Term Care to Continuing Care Division, Institutional Services.

Dental service project files

The series consists of surveys, studies, reports, news releases, correspondence, budget submissions and cabinet submissions relating to a variety of dental care initiatives between the 1950s and 1980s. The records were created by the Ministry of Health's now-defunct Dental Health office and provide evidence of the functions of that office. They later passed into the custody of the Community Health division. The series consists of records relating to discussions about a proposed universal dental care system in British Columbia that would have provided varying levels of dental insurance for children, adults, and institutionalized individuals across the province. This scheme was presented to the public in 1980 under the Honourable Rafe Mair.

The series also consists of a variety of reports and surveys, including a dental health survey of Canadian provinces, a survey of British Columbia, and several reports relating to dental care of American Indigenous populations. It is unclear whether these records were created by a predecessor to the Ministry of Health, or if they were retrieved during the 1970s during a planning and research phase for the provincial dental care plan.

Midwifery policy development records

The series consists of correspondence, issue papers, briefing notes, and reports from other provinces, and was created between 1980 and 2002. The records document the development of midwifery services in British Columbia. The series also consists of photocopied news files relating to midwifery issues, and correspondence from private citizens voicing their opinions on midwifery. The series also consists of midwifery newsletters. The series includes records that discuss the practice of midwifery in Aboriginal cultures, as well as the BC Reproductive Care Program and various midwifery committees.

The series is covered by ORCS by 25800-30. The series is arranged by issue.

Records of the Assistant Deputy Minister, Institutional Services

This series consists of the records of the Assistant Deputy Minister, Institutional Services of the Ministry of Health from 1982-1990. This Assistant Deputy Minister position existed from 1976-1991, and was succeeded by the Assistant Deputy Minister, Care Services from 1991-1993. The Assistant Deputy Minister, Institutional Services provided direction and leadership to the programs that administered hospital care and continuing care. These programs included the Office for Seniors, BC Ambulance Service, Continuing Care Division, Facilities Planning and Construction Division, Hospital Programs Division, Institutional Management Resources Division, and Emergency Medical Assistants Licensing Branch.

The series includes administrative records showing the day to day operations of the office and depicts changes and directives to related programs.

Records include the ADM’s daily correspondence; files on relevant acts and legislation; correspondence and other material from related health associations and societies; government committee and commission files, including the management committee and Assistant Deputy Minister Management Job Evaluation Committee; cooperation and liaison with other BC government bodies, other provincial governments and the federal government; subject files; files on related plans and programs; budgets; reports and statistics; treasury board submissions; and other administrative records.

Records are arranged roughly by date, then by file code number, except for some records from 1982 which are arranged alphabetically by file title.

Federal-Provincial cost sharing agreements

This series consists of federal-provincial cost sharing agreement histories for services provided by the provincial Ministry of Health, Ministry of the Attorney-General and Ministry of Human Resources. Agreements were between the federal government and the relevant ministry from 1976-1985.

The records document the development and operation of a variety of health and social services, including the Canada Assistance Plan (CAP), Vocational Rehabilitation of Disabled Persons (VRDP) program, and the Young Offenders Act (YOA) agreements. These programs provided social and medical supports, including mental health services and drug and alcohol treatment programs.

Records include meeting agenda, minutes, audit reports, correspondence, paylists, policies, procedures, draft agreements, legislation, treasury board submissions, cabinet submissions, financial records, and subject files relating to direct services funded agencies. The subject files in boxes 9 and 10 are arranged by the name of the agency or group that provided the funded services, then by year. Subject files are organized with separate sub-folders for related records of approval, working papers, backups, and claims and “form M”.

Forensic Psychiatric Institute : staff orientation

The item consists of one training video of an orientation program for staff starting work at the Forensic Psychiatric Institute and Colony Farm. The role of the institute is discussed, and its wards, department and facilities are profiled. A number of staff members are introduced, and talk about the work they do and their interactions with patients. The video is a copy of a slide-tape presentation.

Provincial Child Care Facilities Licensing Board records

In 1969 the Community Care Facilities Licensing Act replaced the Welfare Institutions Licensing Act regulating private care facilities in the province. The following year responsibility for the supervision and administration of the Act was transferred from the Department of Rehabilitation and Social Improvement to the Health Branch of the Department of Health Services and Hospital Insurance, as was the Chief Inspector and his staff.

The Provincial Child Care Facilities Licensing Board was instituted about 1976, when the Community Care Facilities Licensing Board was split into the Adult Care and the Child Care Boards. Members on the board included staff of the Department of Health, Department of Human Resources, Department of Education as well as community representatives.

These records consist of files created and received by the Provincial Child Care Facilities Licensing Board (previously the Community Care Facilities Board). They include correspondence with universities and colleges in B.C. relating to the topic of early childhood education and day care supervision courses. They also contain general correspondence with school districts and health units.

Provincial Child Care Facilities Licensing Board administrative records

In 1969 the Community Care Facilities Licensing Act replaced the Welfare Institutions Licensing Act in regulating private care facilities in the province. East Kootenay Infant Development program records

The series consists of meeting minutes, agendas, correspondence, expenditure lists, reports, news releases, guidelines and statistics created by East Kootenay Health Unit 1 between 1978 and 1982. The Infant Development program was established in 1979 to provide home-based services for developmentally delayed infants up to the age of 3. The series consists of records documenting the organization and functions of committees within the Development program and includes records from the program’s nascent years. By extension, these records also document the establishment of the Development program itself. Also included in the series are short consultant reports and newsletter-style annual reports. The series also includes early news releases and briefs regarding the program..

Records in this series are arranged by committee. The series is covered by ARCS 200-20 (Committee files).

Hospital constitutions and bylaws

The series consists of correspondence, memos, annual reports, draft bylaws, procedures, short reports, constitutions, certificates created under the Societies Act, and small booklets, usually pertaining to a hospital society’s constitution and bylaws. The records provide evidence of the process of developing and amending constitutions and bylaws for hospital societies across British Columbia. Hospital societies appear to have been governed under both the Hospitals Act and the Societies Act, and the Revised Statutes of British Columbia has noted that “notwithstanding the Society Act, a society that owns or operates a hospital shall not exercise any of the borrowing powers conferred by the Society Act without the prior approval of the minister.” (RSBC 1979, c. 176) Under later iterations of the Hospitals Act, a society could not change its constitution or bylaws without ministerial approval. In many cases, however, amendments appear to have been made to the consitutions and bylaws in this series in order to comply with changes made to the Societies Act.

Records in this series are arranged alphabetically by institution name. The BC Cancer Foundation has been filed under “c” for “Cancer Foundation,” and the Mount Waddington Hospital Society was filed under “P” for Port McNeill.

Some of the files originally had records on both the left and right side of the file folder. The metal clips holding these records in place have been removed for preservation purposes. Records that were originally on the left side of the file can be found on the top of the records and are face down. Records that were originally on the right side of the file are on the bottom of the pile, and are face up.

Alternative Payments program files

The series consists of applications, reports, forms, correspondence, printouts from government databases, and budget information received, maintained and created by the Ministry of Health and its successors. The records were created between 1968 and 2011 for the Alternative Payments program. The series documents the provision and monitoring of Medical Services Plan (MSP) funding for physician and health care practitioner services through alternative payment agreements to regional health authorities. The functions of the Alternative Payment program were controlled by the Physicians’ Compensation branch.

The Alternative Payments program is a method of funding physician services by the Medical Services Plan through means other than the fee-for-service method. The program is designed to secure sufficient access to care in situations where fee-for-service arrangements may not guarantee physicians the financial support or stability to be able to provide needed care, such as in teaching hospitals or community-based services in rural areas. There are two models for alternative payments : service agreements and sessional arrangements. Service agreements consist of a contract between the Ministry of Health and a Health Authority which retains physicians under contract or direct employment. Sessional arrangements are based on contracts between a Health Authority and a physician.

Records consist of alternative payment agreement accountability records case files. Records regard reviewing applications from regional health authorities for funding for programs within their geographic areas of responsibility; developing and monitoring agreements with regional health authorities; monitoring programs funded by alternative payments methods; and processing payments to regional health authorities in accordance with approved agreements. The series also include some files with related policies, procedures and forms.

Continuing Care Division executive records

The series consists of policy, program, and committee files from the executive director’s office, Continuing Care Division, Ministry of Health, 1979 to 1987. These records document the division’s core function of administering continuing care programs (Home Nursing Care, Community Physiotherapy, and Long-Term care) that enable individuals with health-related problems to maintain personal independence as much as possible. The records demonstrate how the division supports personal, family, and community involvement in the planning and provision of care for these individuals. Examples include: community physiotherapy, home nursing care, and long-term care (from home support to residential care). The records were created by BC’s Ministry of Health under the Community Care Facility Licensing Act (RSBC 1979, c. 57) and the Hospital Act (RSBC, c. 176).

Executive records of the Assistant Deputy Ministry, Community and Family Health

This series consists of the executive records of the Assistant Deputy Ministry (ADM), Community and Family Health, 1987-1990. These records document the creation of the Community and Family Health division which was the amalgamation of the previously separate Preventative and Community Care Services in 1988. The new division included all Public Health promotion and protection programs delivered through health units across the province and the BC Centre for Disease Control, and programs operated or funded by Mental Health Services, Forensic Psychiatric Services, and Services to the Handicapped. Examples of records documenting these activities include the advisory committee on health promotion and wellness (Preventative Services), vocational rehabilitation of disabled persons (Services to the Handicapped), and child and youth mental health services (Mental Health Services). Records also include program specific reports, correspondence on restructuring the Community and Family Health division, program specific briefing notes, cooperation and liaison files documenting significant program specific relationships (Associated Boards of Health), and other related committee activities such as the hospital and community partnership program committee and the interministerial committee on strengthening the family. These records were created and received by the Ministry of Health in BC under the Health Act (RSBC 1996, c. 179) and other applicable legislation such as the Forensic Psychiatry Act (RSBC 1979, c. 139), and the Mental Health Act of British Columbia (RSBC 1996, c. 288). The series consists of executive records documenting the activities of the Deputy Minister of Health’s office from 1987-1989 (mainly Deputy Minister, John Noble). These records provide evidence of the deputy minister office’s role: advising the minister and supporting the following ministry operations and programs: institutional services, community care/family health, and preventative health. They also document the ministry’s mandated/legislated relationship with health-related commissions (Medical Services, Emergency Health Services) and various associations. Deputy minister correspondence and subject files demonstrate the office’s advisory/supporting role in delivering effective health services across the province. Ministry of Health executive committee meeting materials provide evidence of the management of programs, policies, and people in the ministry. The series consists of executive correspondence and committee records created and received by the division responsible for strategic policy, legislation, and intergovernmental relations of the Ministry of Health Services (2001-2005) and the Ministry of Health from 1988-2001. The executive correspondence provides evidence of the interaction between the public and ministry executive regarding significant health service issues. The correspondence was sent by members of the public to Ministers, Deputy Ministers and Assistant Deputy Ministers; drafts were prepared by ministry staff for executive review and approval. This series also documents the functions and activities of major cross-jurisdictional committees such as the Advisory committee on Health Services, the Federal/Provincial/Territorial conference of the Ministers of Health, the Advisory committee on Population Health and Health Security, the Health Council of Canada, and the Minister's Advisory committee on Ethical Issues in Health Care. These records provide evidence of the ministry's role in these committees and its position on national health service delivery issues.

Some hospital records include additional files relating to special subjects such as disaster plans or controversial issues.

Facility construction project case files

The series consists of records created between 1949 and 1995 by the Facilities Planning and Construction division of the Ministry of Health, and its successor divisions, the Design and Construction division and the Facilities Construction division. The majority of the records date to the 1980s and 1990s. The series consists of meeting minutes, requests for proposal, agendas, contract documents, change orders, financing approvals, and planning reports for the construction and alteration of hospitals and health care facilities across the province in accordance with the Hospital Act (RSBC 1996, c . 200), Hospital District Finance Act (RSBC 1996, c. 203) and the Building Safety Standards Act (RSBC 1996, c. 42).. The records document all aspects of health facility planning, construction, and renovation across the province. Some early files include complete inventories of ward equipment and many files contain long-range plans for health care facility development.

The series is covered by ORCS 50700-20. Files are arranged alphabetically by location within each accrual. Due to the fact that records arrived at the Archives in multiple accruals, files relating to a single facility or project can be found throughout the accession in several different boxes .
