The Provincial Secretary was responsible for the administration of grants to public hospitals, and later regulation of the the hospitals, until the Hospital Insurance Service was established as the third branch of the Department of Health and Welfare in 1948. At that time the regulation of hospitals became the responsibility of the Hospital Insurance Service Branch. This collection is comprised of 6 series of records relating to the administration of the public hospitals of B.C.: files for individual public hospitals relating to special grants (1915-1947), annual reports of the public hospitals (1921-1933), correspondence of the Provincial Secretary and the Deputy Provincial Secretary with the public hospitals (1921-1933), a card series detailing monthly grants to the individual hospitals (1923-1941), a card series entitled "Liquor profits to hospitals" (1922-1929) and a card series detailing grants to orphanages and other charitable institutions and organizations (1890-1934). The series are not all complete. While there are annual reports of the hospitals for the years 1921-1937, the only complete sets are for 1921, 1923-1925, 1934 and 1936. Annual reports of public hospitals in British Columbia

These records comprise annual reports of public hospitals in British Columbia for 1969. The information contained in these reports was normally published by the British Columbia Government as the Report on Hospital Statistics and the Administration of the Hospital Act. The report was not published for 1969 so these records have been retained as the only source of the information.

In 1948 the "Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. The British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. During its early years the BCHIS experienced many difficulties, particularly in collecting premiums. This difficulty was solved in 1954 when the government amended the Hospital Insurance Act abolishing premiums and providing that the Service be financed from consolidated revenue. An additional 2% was added to the sales tax effective April 1, 1954. These records illustrate the difficulties of collecting premiums, and other aspects of the work of the fledging BCHIS.

This accession is a small part, A - I, in an alphabetical series, of the Hospital Insurance Services' general office files. It includes material relating to the Liability and Adjustment division, the Inspector of Hospitals, the Hospital Advisory Council, as well as the executives, L.F. Detwiller (Commissioner) and D.M. Cox (Assistant Commissioner). The bulk of the files relate to the premium collections work, including correspondence with delinquent rate payers. The last part of this series, J-Z, did not arrive with this accession; its whereabouts, and whether it still exists, are unknown.

Correspondence and reports from Department of Provincial Secretary

This series contains miscellaneous correspondence and reports. These records were originally a part of the Provincial Secretary's central registry but, for reasons unknown, became separated from the department's main files. A wide variety of subjects are addressed in these records.

Many of the records in this unit concern investigations carried out under the authority of the Departmental Inquiries Act and the Public Inquiries Act. Many relate to conditions in public institutions and activities of government employees. Many inquiries relate to hospitals and schools in the province, including Vernon Mental Hospital, Tranquille Sanatorium, the Canadian National Institute for the Blind and Provincial Mental Hospital at Essondale. Other inquiries and Commissions include bribery of the Liquor Control Board, the Beban Mine disaster, Royal Commission on Dominion Provincial Relations, Inquiry into the death of John Meredith Sweeney and the state and management of the Quartermaster Stores of the Provincial Police Force.

The records also relate to child welfare programs, including the general management of the Provincial Industrial School for Boys and to the Girls' Industrial School, ca. 1930-1945. Additional documents in this collection relate to subjects such as squatters' claims at the Granville Townsite [Vancouver (1887)], to the Fraser River Flood Relief programme (1894), applications for seed, the Victoria Consolidated Hydraulic Mining Co., government perquisites, legislation, estates, and to proposed sites for the University of British Columbia (1910). "Anti-Oriental" petitions and voting returns of the 1924 beer-by-the-glass plebiscite also included.

Deputy Minister of Health executive records

The series consists of executive records documenting the activities of the Deputy Minister of Health’s office from 1987-1989 (mainly Deputy Minister, John Noble). These records provide evidence of the deputy minister office’s role: advising the minister and supporting the following ministry operations and programs: institutional services, community care/family health, and preventative health. They also document the ministry’s mandated/legislated relationship with health-related commissions (Medical Services, Emergency Health Services) and various associations. Deputy minister correspondence and subject files demonstrate the office’s advisory/supporting role in delivering effective health services across the province. Ministry of Health executive committee meeting materials provide evidence of the management of programs, policies, and people in the ministry. These records were created under legislation administered by the Ministry of Health such as: Ministry of Health Act (RSBC 1996, c. 301), the Hospital Act (RSBC 1996, c. 200), and Medical Service Plan Act, 1981 (RSBC 1979, c. 18).

This record series is generally arranged alphabetically by subject. Most of the subject files are either health-related topics or the names of health organizations and regional health care facilities in the province. The files also contain an internal file code. Records include incoming and outgoing correspondence between the Deputy Minister of Health, Minister of Health, and other government executive members, the public, and regional health care facilities and organizations. The series also includes memoranda and reports, briefing notes, meeting materials, and other records documenting ministerial activities. The records are covered by the Executive Records schedule (schedule 102906). Routine administrative records were destroyed.

Division of Tuberculosis Control operational records

This series consists of records of the Division of Tuberculosis Control, including files relating to Pearson Hospital, the B.C. Files of J.W. Mainguy and P.M. Breel. Mainguy was the manager of the Consultation and Inspection Division of the BCHIS, later the Assistant Deputy Minister in charge of Hospital Insurance, 1972-1975. He was the original chairperson of the Planning Group, which was responsible for planning health care development in B.C. This accession includes his Planning Group files, 1966-1974, and the minutes of the Planning Group, 1965-1974. Breel was the Director of the Hospital Consultation and Inspection Division before being appointed Senior Director of Hospital Programs in 1976. This accession includes his subject and hospital files, 1974-1978.

Within the Planning Group files, the files for each regional hospital district include correspondence of the ministry with the local hospital board, letters from citizens, and intergovernmental memos.

Facility construction project case files

The series consists of records created between 1949 and 1995 by the Facilities Planning and Construction division of the Ministry of Health, and its successor divisions, the Design and Construction division and the Facilities Construction division. The majority of the records date to the 1980s and 1990s. The series consists of meeting minutes, requests for proposal, agendas, contract documents, change orders, financing approvals, and planning reports for the construction and alteration of hospitals and health care facilities across the province in accordance with the Hospital Act (RSBC 1996, c . 200), Hospital District Finance Act (RSBC 1996, c. 203) and the Building Safety Standards Act (RSBC 1996, c. 42).. The records document all aspects of health facility planning, construction, and renovation across the province. Some early files include complete inventories of ward equipment and many files contain long-range plans for health care facility development.

The series is covered by ORCS 50700-20. Files are arranged alphabetically by location within each accrual. Due to the fact that records arrived at the Archives in multiple accruals, files relating to a single facility or project can be found throughout the accession in several different boxes .

The series consists of files created by the Dept. of Health Services and Hospital Insurance, Office of the Minister relating to the Hospital Insurance Service Branch. The records were created between 1959 and 1965 and while the bulk of the files relate to specific hospital construction projects, there are also files relating to provincial infirmaries, legislation and other subjects.

Hollywood Hospital fonds

There are two series of files: MS-3092 consists of 510 case files for patients treated with hallucinogenic drugs at Hollywood Hospital, with opening file dates from 1957 to 1968. As some patients returned for later treatments some of the material may date from the early 1970's. These files were kept in a separate series from Hollywood's other patient case files.

Most of the files contain correspondence and an autobiography recording answers to questions about early childhood, family relations, sexual history, mental health issues and problems with addictions. A standard file would also include a Minnesota Personality Profile, an analysis by a psychiatrist, a medical report on overall health, and a detailed log of the drugs that were administered and the patient's behavior while undergoing the hallucinogenic experience. Patients were also encouraged to prepare a report on their experience after the session, and to evaluate its benefit.

The case files are arranged in ascending order by patient case file number. Box 1 of MS-3092 contains index cards, filed alphabetically by patient name. Based on this index, more than 800 patients were treated with hallucinogenic drugs at the Hollywood Hospital, but only two thirds of the files have been located and transferred.

MS-3093 contains alphabetically-arranged index cards (Boxes 121 and 122) and selected patient case files for Hollywood Hospital patients who were NOT treated with hallucinogens (10 boxes). The majority of the patients were treated for alcoholism. MS-3093 patient files were created between 1944 and 1975.

The files consist mainly of Patient Identification Sheets, Physician's Orders and Progress Notes, Clothing and Article Lists, Laboratory Reports, History and Physical Examinations, Admission-Separation Records, and Consent for Treatment forms. Approximately 8% of the original 15,000 files were selectively retained, based on their year of file closure.

Hollywood Hospital (New Westminster, B.C.)

Hospital constitutions and bylaws

The series consists of correspondence, memos, annual reports, draft bylaws, procedures, short reports, constitutions, certificates created under the Societies Act, and small booklets, usually pertaining to a hospital society’s constitution and bylaws. The records provide evidence of the process of developing and amending constitutions and bylaws for hospital societies across British Columbia. Hospital societies appear to have been governed under both the Hospitals Act and the Societies Act, and the Revised Statutes of British Columbia has noted that “notwithstanding the Society Act, a society that owns or operates a hospital shall not exercise any of the borrowing powers conferred by the Society Act without the prior approval of the minister.” (RSBC 1979, c. 176) Under later iterations of the Hospitals Act, a society could not change its constitution or bylaws without ministerial approval. In many cases, however, amendments appear to have been made to the consitutions and bylaws in this series in order to comply with changes made to the Societies Act.

Records in this series are arranged alphabetically by institution name. The BC Cancer Foundation has been filed under “c” for “Cancer Foundation,” and the Mount Waddington Hospital Society was filed under “P” for Port McNeill.

Some of the files originally had records on both the left and right side of the file folder. The metal clips holding these records in place have been removed for preservation purposes. Records that were originally on the left side of the file can be found on the top of the records and are face down. Records that were originally on the right side of the file are on the bottom of the pile, and are face up.

This series consists of files of the Hospital Consultation and Inspection Division of the BC Hospital Insurance Service. Records have been divided into a subseries relating to individual public and private hospitals, and a subseries of various subject files.

In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare to administer the premium payment plan. The plan provided hospital care benefits for acute illness at the standard ward level to residents of the province. At that time the Inspector of Hospitals was transferred from the Department of the Provincial Secretary to the Hospital Services Division of the new BCHIS. The name of the Division was changed in 1951 to the Hospital Consultation and Inspection Division. The division had both a Vancouver and a Victoria office. These appear to be records of the Victoria office.

The files relating to individual hospitals contain inspection reports, notes regarding communications with hospital personnel, correspondence with hospital managers or representatives, and internal memoranda regarding the hospital. They sometimes also include floor plans of the facilities and other types of reports. The subject files include a wide variety of materials, including correspondence.

These records are from the office of the Director of Hospital Construction and Inspection Division. They include minutes of the Planning Group (1974-1975), the BCHIS Management Group (1971-1974), Functional Program Review Committee (1970-1971), and the Radiological Advisory Council and Committee (1976-1979). The indexes to the Equipment Committee and the Rate Board minutes are included although the minutes are not.

Earlier minutes of the Planning Group (1965-1974) are catalogued under GR-2651.

Also included is outward correspondence of H.R. McGann, the Director of the Construction and Inspection Division (1976-1977) and the Minister of Health (1976-1978).
