Northern Interior resource management plans and aboriginal liaison files

This series consists of resource management plans (RMPs) and aboriginal liaison files from the Northern Interior and surrounding region. Most records date from 1999 to 2010. These records document the creation of various kinds of land and resource management plans, as well as the government’s related consultation and relations with Indigenous groups. Many files relate to Old Growth Management Areas (OGMAs) and other forestry resources.

This series includes a wide variety of types of records and subjects. Each records type has been assigned an ORCS number from the Resource Management ORCS (schedule 144100). This number is included at the beginning of each file code in the finding aid. These are the file numbers used by the creator. In order to search for a particular file type, try searching for all or part of the ORCS number in the finding aid. The following types of files are included in the series:

Aboriginal liaison case files document the government’s resource management involvement with First Nations groups and consultation with respect to resource management plans. Each file documents consultation and communication with a particular First Nation, Tribal Council or other Indigenous group regarding a variety of issues and practices related to resource management and use. Many files document the creation and finalization of various kinds of agreements between the Ministry and First Nations groups. Files also include the planning and execution of joint projects, workshops and meetings to consult First Nations about the creation of resource management plans or to address specific resource management issues. Classified under ORCS number 17020-20.

Resource management plan referral case files relate to the review of plans submitted by organizations outside government, such as industry, First Nations, non-profit groups, and other government bodies. Classified under ORCS number 17490-20.

Land and Resource Management Plans (LRMPs) are sub-regional integrated RMPs. They are large scale and cover a number of resource sectors (a discrete natural or social resource such as tourism, forestry or mining). Regions are divided into smaller management areas called sub-regions. Records may relate to the development, including research, consultation with interested parties and creating terms of reference; implementation; monitoring to determined if the plans objectives are being met; and amendment of LRMPs over time. Similar steps are used for all RMPs in this series. Includes LRMP files for Mackenzie, Prince George, Fort St. James, Vanderhoof, and Kalum. Classified under ORCS numbers 17550-02, 17550-25, 17550-50 and 17550-60.

Landscape unit plants relate to the development, implementation, monitoring and amendment of landscape unit RMPs. Landscape unit plans often result in a set of legally binding resource management goals called 'landscape unit objectives'. These objectives are measurable goals defined by a geographic area, a specific timeframe and an individual resource or use of a resource. Classified under ORCS numbers 17580-55, 17580-25 and 17580-03.

Sustainable resource management plans (SRMPs) cover a relatively small area (usually under 100,000 hectares), referred to as a landscape unit, and address multiple resource management issues in the area. An SRMP is divided into chapters, with each chapter providing the planning for a specific resource value. Records relate to the development, implementation, monitoring and amendment of sustainable resource management plans (SRMPs). This series includes records related to the Fort St. James, Mackenzie, South Trench, Prince George Timber Supply Area, Interior Cedar Hemlock Biodiversity Project, McBride Valemount, Robson Valley and Slim/Dome SRMPs. Classified under ORCS numbers 17730-02, 17730-20, 17730-25 and 17730-30.

Many files relate to a particular Indigenous group, mostly from the Northern Interior region of BC. Kootenay District resource management plans

This series consists of resource management plans created primarily by the Kootenay-Boundary Inter Agency Management Committee (IAMC), from 1994-2010. IAMCs coordinate and direct all aspects of the development of resource management plans, as well as coordinate the implementation of the plan. This work can involve a variety of different government Ministries and stakeholders.

Resource management plans include regional land use plans (RLUP). RLUPs span large geographic regions and generally provide: broad land use zones defined on a map; objectives that guide management of natural resources in each zone; and strategies for achieving the objectives.

The majority of files in this series are specifically related to the protected areas strategy (PAS) and caribou management. Protected areas are set aside in order to protect the province’s natural features and diversity, including rare and endangered species, critical habitats, and outstanding or unique botanical, zoological, geological, and paleontological features, as well as outstanding or fragile cultural heritage features and recreational features such as trails. Records relate to planning, conducting studies of the area, consulting with interested parties and creation of the strategy. Records include correspondence, maps and reports. There are also meeting minutes and other records from the Southern Rocky Mountain Advisory Committee.

This series is classified under ORCS numbers 17670-30 and 17730-30 of the Resource Management ORCS (schedule 144100).

Approved resource management plans for the Cariboo region

This series consists of approved resource management plans (RMPs) primarily from the Cariboo and surrounding region, from 1969-2006. These records document the creation of the approved, published versions of the ministry’s various kinds of resource management plans and terms of reference.

Ad hoc RMPs are developed as necessary to fulfill unusual or unexpected planning needs. Files include issue specific plans for protected area strategies and road access plans. The majority of these files are lakes classification files which record the characteristics and uses of specific lakes.

Approved lake classification files may contain maps, photographs, aerial photographs, copies of fishing licenses, fish analysis, meeting minutes, reconnaissance surveys, reconnaissance lake inventories, and a brief report describing the size, shape, location, and uses of the lake. Most files list the uses of the lake and immediate area for timber, silviculture, range, engineering, fishing, recreation, commercial use, wildlife use, and First Nations use. Any commercial interests on the lakes such as traplines, guides or resorts may be listed. Files may also include correspondence regarding lake classification from government employees or interested third parties.

Ad hoc coordinated access management plans allow for the construction of roads and other infrastructure to increase access to wilderness areas. Files include letters from interested third parties impacted by the plan, alongside maps, reports, meeting records, and comments on draft plans by members of the public.

Sustainable resource management plans (SRMPs) cover a relatively small area (usually under 100,000 hectares), referred to as a landscape unit, and address the specific resource management issues in the area. This series includes records related to the 100 Mile House SRMP, including terms of reference and planning team documents used in drafting the plan.

Local resource use plans (LRUPs) were replaced by SRMPs between 1999 and 2003 and functioned similarly. The series includes LRUPs for several areas. Files may include planning team records, final approved plans, and a variety of other records which may document the creation of plans, the annual review of plans by community members and stakeholders, and the execution of the plan. Files address issues such as the construction of infrastructure, land management and various kinds of land use in the areas, particularly managing grazing land through the use of burning and fence construction.

The series includes two water use resource management plans, one for Clinton Creek and another for Michelle Creek near a Nazko Indian Reserve.

The series also includes a coastal RMP for Kyuquot Sound, a copy of the Thompson-Nicola Regional District regional growth management strategy, a regional land use plan (RLUP) for the Cariboo Chilcotin land use plan (CCLUP) and two higher level RMPs, one for the CCLUP and one for Kamloops.

It is unclear exactly which Ministries may have been responsible for the creation of these records before the 1990s. The likely Ministries responsible for the creation of this series, and their dates of the responsibility, are:

Aboriginal liaison and First Nations consultation case files for the Cariboo Region

This series consists of Aboriginal liaison and First Nations consultation case files, primarily for the Cariboo region, from 1985-2008. These records document the Ministry of Environment and its successors' resource management involvement with First Nations groups and consultation with respect to resource management plans. Each file documents consultation and communication with a particular First Nation, Tribal Council or other Indigenous group regarding a variety of issues and practices related to resource management and use. File may be related to land claims, land use planning, the creation of sustainable resource management plans (SRMPs) and sub-regional area plans, or specific resource management and land management issues, including forestry, water rights, wildlife management and hunting, mining, protection of parks and cultural sites, and the creation of roads.

The files in this series were titled and organized in most instances as case files, based on the name of the First Nation involved in the consultation process. Many files document the creation and finalization of various kinds of agreements between the Ministry and First Nations groups. Files also include the planning and execution of joint projects, workshops and meetings to consult First Nations about the creation of resource management plans or to address specific resource management issues.

Files may include correspondence, reports, memorandums of understanding, agreements, financial records, business records of the relevant indigenous group, consultation protocols, maps, and newspaper articles and government responses to them.

Agriculture policy committee meeting files

This series contains records relating to policy and legislation development, specifically the development of a National Food Policy Framework and the Next Generation of Agriculture and Agri-food Policy. The committees were made up of representatives from the federal government and officials from each province and territory. Meetings are typically divided between Ministers, Deputy Ministers and Assistant Deputy Ministers. There are also a number of meeting files from various working groups on specific topics on the agriculture sector meant to inform policy. The folders are arranged into folders by meeting date.

Types of records that can be found in this series include meeting agendas and supplementary documents such as presentation copies, proposals, backgrounders, correspondence and reports. Specific topics that the series covers includes discussions on food policy as it relates to science, innovation, renewal, business risk management, globalization, safety, quality and the economy.

Agriculture risk management executive files

This series contains records from the Risk Management and Competitiveness Division of the Ministry of Agriculture and Lands, and later the Strategic Industry Development Branch. More specifically, these records originated in the office of Harvey Sasaki who was Assistant Deputy Minister in that division.

The records cover a variety of executive functions, notably committee work, correspondence, and briefing notes. Within committee and group work, the series contains Strategy meeting agendas and meeting minutes. These files concern agricultural issues, fisheries issues and minister’s issues. The files are accompanied by copies of presentations, technical reviews, action items, notes and reports. There are also a significant amount of files from the Canada-British Columbia Agricultural Framework Implementation Agreement Management committee, Executive/Directors meetings, Executive Committee of the Investment Agriculture Foundation. MAFF chapter leads meeting and Competitiveness Circle meetings. Please note that meetings regarding policy discussions and recommendations related to an agricultural framework for Canada can be found in GR-3894.
There are also a small number of files dealing with executive issues. These files are arranged into folders by issue and contain meeting minutes, reports, financial statements, correspondence and memos from ad-hoc groups tasked with discussing these issues. This includes topics such as the Orchard Replant Program and disaster planning, among other topics.

Briefing notes in this series cover topics related to the Risk Management and Competitiveness division and are typically destined to the attention of the Deputy Minister or Minister. Briefing notes are divided by tabs and folders contain a cover page listing a table of contents with information such as CLIFF number, issue title, date, tab number and the originating branch that sent the briefing note.

Correspondence files contain letters written by the ADM Risk Management and Competitiveness Division or letters on which the ADM was copied to. Letters are mainly replies to inquiries sent from other government agencies to Sasaki or his associates. There are also letters addressed to agricultural foundations, courts, agriculture councils and industry members.

LRMP financial records

This series contains financial records pertaining to land and resource planning programs and initiatives. The records cover business expense approvals, accounts payable invoices, budget allocations, journal and travel vouchers, copies of contracts, transfer payments, payroll reports and credit card statements. Some files are accompanied by correspondence to give context to the financial records.

Integrated Land Management Bureau executive issues

This series contains subject files from the Integrated Land Management Bureau (ILMB) of the Ministry of Agriculture and Lands and its predecessor bodies including the Ministry of Sustainable Resource Management. Classified under ARCS number 280-40: Executive issues, these records are a collection of information on issues being dealt with by the Bureau.

Most files pertain to First Nations groups as the date of the majority of the records coincide with a period in which the strategic land and resource management program was directed to complete outstanding LRMPs through negotiations with affected First Nations who had not participated, or who did not agree to support the LRMP table recommendations. The ILMB was an important agent in addressing land and resource issues with First Nations and facilitating First Nations decision-making and consultation capacities. Some files deal with broader issues such as mining, power projects and the Protected Areas Strategy (PAS). The records document which issues were being monitored and handled by the Bureau.
The files contain a variety of records on selected topics. Most records are arranged into files by First Nations group or by topic, however there are also general First Nations issue files. Types of records that can be found are correspondence, presentation slides, briefing notes, meetings, agreements, agenda, minutes, plans, guidelines, frameworks, workshop materials, and copies of project charters. The main topics that are covered in the records are land use on traditional First Nations territories and terms of consultations.

Contaminated Sites Branch records

This series contains records from the Crown Contaminated Sites Program. The Program was under the administration of different offices depending on the year. The records in this series originate from the Crown Contaminated Sites Branch of the Ministry of Agriculture and Lands and its predecessor in the Ministry of Sustainable Resource Management.

The series contains committee files, correspondence, briefing notes and executive issues files relating to the contamination of lands and their surrounding environment.

Committee files include various records of committees and subcommittees tasked with inquiring into and making recommendations to remediate contaminated areas. The records stem from the office of the Director of the Crown Contaminated Sites Program of the Ministry of Sustainable Resource Management.

The series contains briefing notes addressed to the Deputy Minister of the Ministry of Sustainable Resource Management on topics related to remediation of contaminated sites. Correspondence files cover the same topics and include correspondence between agencies, non-profits and the general public.

The series also includes a series of files related to the remediation project at the Britannia Mine Site. Filed under executive issues, the records relate to the clean-up of the mine and the resulting dispute with Copper Beach Estates. Types of records include mine safety inspection plans, proposed work plans and their evaluations, Memoranda of understanding and records related to cost-sharing of the clean-up, correspondence, infrastructure program application forms, investigations, tests and monitoring analyses, removal options, reports and selected minutes from the Britannia Steering Committee.

The records are arranged according to the Administrative Records Classification System (schedule 100001).

Legislative programs

This series contains legislative programs from the Ministry of Agriculture and Lands and its predecessors. The records stem from the Policy and Legislation Branch of the ministry and includes historical summaries of Acts, backgrounds into issues, letters from the minister to the premier regarding the ministry’s strategic priorities, requests for legislation, regulatory criteria exemption forms, overview notes for Acts/repeals, certificates of readiness, House Binder briefing notes, excerpts of minutes from cabinet meetings, memoranda and accompanying correspondence. Some files also include information on the legislation process and drafting instructions.
Note that some files also contain proposals and information notes from other ministries that directly affect the Ministry of Agriculture and Lands. These were kept for informational purposes.

First Nations land use planning agreements

This series contains various types of final agreements between the Province of British Columbia and First Nations related to land-use planning. The records come from the Integrated Land Management Bureau (Strategic Initiatives). Types of agreements include general protocol agreements, contribution agreement letters, strategic land use agreements, land use planning agreements and agreements-in-principle, and operational land use planning memoranda of understanding.

Agreements concern the two parties’ cooperation in identifying an overall approach for government-to-government discussions to finalize land use planning and implementation and to enhance First Nations participation in the economy.

Each file is titled with name of the First Nations group involved in the agreement, except in cases where many groups have signed collectively as was the case with the Coastal First Nations joint agreement and the KNT First Nations.
Coastal First Nations include Haida Gwaii, Gitga’at, Haisla, Heiltsuk, Kitasoo/Xaixais, Metlakatla, Wuikinuxv.
KNT First Nations include Mamalilikulla-Qwe’Qua’Sot’Em, ‘Namgis, Tlowitsis, Da’naxda’xw Awaetlatla, Gwa’sala-‘Nakwaxda’xw, We Wai Kai, We Wai Kum, Kwiakah, Quatsino, Kwakiutl, Comox, Tlatlasikwala.

Some files also have copies of correspondence and decision notes signed by the minister to approve or ratify agreements.

Species at Risk Co-ordination Office records

This series contains miscellaneous records from the Species at Risk Co-ordination Office (SARCO), part of the larger Integrated Land Management Bureau responsible for coordinating changes to land and resource use management plans. SARCO worked with government to protect endangered species and ecosystems at risk. They were involved in determining which species were at rick and making recommendations based on science as to what could be done to help protect and recover population numbers.

Currently this series contain files related to Mountain Caribou. Presently there are only committee files and publication files.

Within the series are records from the Cariboo-Chilcotin regional resource committee which contain general wildlife measures and recommendations for the Cariboo-Chilcotin land use plan. There are also records from the Mountain Caribou Science Team meetings which include information on business expenses, meeting agendas and correspondence.
The publication files in this series relate to news releases, such as the Forest Practices Board’s Mountain Caribou report and related responses. These files contain correspondence with feedback from members, as well as official news releases and new clippings.

Integrated Land Management Bureau correspondence referral replies

This series contains correspondence referrals and replies from the Integrated Land Management Bureau. Currently, this series contains the records from two offices that reported to the Bureau, the Species at Risk Co-ordination Office (SARCO) and Strategic Initiatives Division. The files contain letters received from the public about species at risk, notably mountain caribou, spirit bear and spotted owl, and the public’s desire to protect those species. Some correspondence also addresses actions taken to protect species, such as closures of snowmobiles areas. Other files group correspondence from a variety of topics, from land use recommendations, BC Parks recreation and conservation, First Nations consultations, appointments and budgets.

Correspondence files contain the original letter received by government, a referral slip asking the concerned office to draft a reply or to keep a copy of the correspondence for informational purposes. Files appear to be arranged by topic and then by referral number. Some files are arranged by geographic location for letters received from outside the province.

The files are classified under the Administrative Records Classification System (Schedule 100001) under the primary and secondary numbers 280-30: Executive correspondence referrals. One file possibly misfiled alongside the other records belongs to 280-40 : Executive issues and includes reports from the Coast Sustainability Trust.

Approved plans, studies, and terms of reference

This series contains approved plans, studies and terms of reference produced as part of land use planning in British Columbia, particularly Land and Resource Management Plans. The records document the initial scopes of the plan and provide the framework and ground rules to which all plans adhered. The records provide evidential and informational value in regard to scope and mandate of the plans, as well as planning teams’ participant roles, responsibilities and authority.

Types of records in this series include the actual approved plans and terms of reference from different planning regions, as well as publications of planning strategies. Records also cover specific topics such as biodiversity and timber impacts, completion studies, and project feasibility studies that would impact the planning process.

The records are arranged according to the Resource Management Operational Records Classification System (schedule 144100) using the following primary numbers:

Policy and procedures

This series assembles records related to the development of policies and procedures for all aspects of Land and Resource Management Plans. Currently the series contains the following policies and procedures:
-TSA (Timber Supply Area) landscape unit plans which outline policies to establish wildlife treepatch requirements in the Kamloops TSA as described by Forest Practices Code and LRMP.

-Provincial policy for consultation with First Nations including a FAQ section, definitions of terms, procedures for the consultation process and consultation guidelines.

-Management, tenure administration and disposition of Crown Land.
-Commercial recreation on Crown Land policy.
-Crown land use planning enhancement program.
-South Okanagan regional growth strategy.

Socio-economic and environmental assessment review case files

This series includes records relating to the review of socio-economic and environmental assessments (SEEA). The records cover the development of policy and procedures for assessments and assessment analysis. They also document the reviews that have been performed in support of Resource Management Plans.
Every resource management plan requires socio-economic and an environmental assessment to confirm the objectives and viability of the plan. Typically a consultant is hired during the creation of a plan to perform the analysis which is then examined and reviewed to verify its accuracy and objectives.

The records in this series include various ministries’ comments on plans and requests for conservation and environmental protection measures in relation to proposed plans. Government produced documents also include notices of pending environmental certificates from developers, as well as briefing notes, news releases and announcements. The series also contains the records of related working groups and committees who were involved in facilitating workshops on assessing projects, organizing the process and analyzing the assessments.

The series contains records pertaining to the implementation and monitoring of strategic land use plans, including the development of such procedures.

The records cover a range of activities, from advisory committees, public gatherings, monitoring tables, member appointments and invitations, as well as inventories on range, wildlife, old growth forests, habitats and archaeological sites among other topics. Records particularly pertain to feedback received on approved plans prior and during implementation in order to identify issues and suggest amendments. Many of these comments come from Open House sessions with the general public. The series also includes a copy of a Implementation and Monitoring Framework as well as Terms of Reference for monitoring table duties.

The series also includes Protected Area Orders for areas chosen and approved to be protected areas under the Park Act. These orders are accompanied by maps of the area in question.

The records in this series document the development of Land and Resource Management Plans and provide evidence of the nature and evolution of the planning process.

The records are mainly organized by topic and region. They cover discussions on specific areas and subjects of concern, such as wildlife, tourism, recreation and conservation. Many of the files include discussions about existing legislation to guide plan development. The records also include other reference material such as documents related to the Protected Areas Strategy with summaries of different forest districts, literature reviews, studies, reports (particularly those about the Protected Areas Designation Process) and interim management direction statements from BC Parks. Many files relate to the LRMP table discussing possibilities to designate new protected areas through land use planning. The records also include various working group plans and recommendations, framework plans for a coordinated approach to planning, as well as guidelines to help participants write these plans.
There are also several folders organized by Resource Management Zone (RMZ) with printouts of maps depicting the area, as well as separate files for interests submitted by the Ministry of Environment, Lands and Parks, Ministry of Forests, BC Assets and Land Corporation, and Ministry of Transportation and Highways.

Land and Water British Columbia Inc. correspondence

The series contains the executive correspondence, including briefing notes, of Land and Water British Columbia Inc. (LWBC). LWBC was a Crown Corporation reporting to the Ministry of Sustainable Resource Management starting in 2002 when the previous British Columbia Assets and Land Corporation was renamed. In 2005, the functions and responsibilities of Land and Water British Columbia Inc. were transferred to the Ministry of Agriculture and Lands. As per the records in this series, the new Ministry continued to refer to the office responsible as LWBC during and for a time after the transition process.
Land and Water British Columbia were responsible for managing Crown land leases, tenure applications, grants and sales related to land owned by the Provincial Government. They also managed water resources, including water licenses and allocations. As such, the records in this series mainly deal with questions from developers, local governments, etc. regarding the process of their applications, the possibility to buy leased land, proposals for development, meeting requests or other related issues. There are also briefing notes and correspondence between the Corporation/BC Government and First Nations groups regarding the consultation process in relation to their land title rights.

Ministry correspondence and briefing notes

The series contains the executive services records of the Ministry of Sustainable Resource Management and its successor the Integrated Land Management Bureau (ILMB). Records include briefing notes for distribution (including information notes and decision notes) to executives of the Ministry regarding a variety of topics related to land use planning and implementation while ILMB records have a strong focus on First Nations issues as they relate to land use planning. Records also include executive correspondence and referral replies. Correspondence is between the Ministry and the public or organizations/associations and covers mostly the same topics as in the briefing notes.

The records are classified according to the Administrative Records Classification System (ARCS) schedule 100001. The records are arranged for the most part by year and then by topic.
The majority fall under ARCS primary number 280: Executive Services. The primary numbers -20 and -30 correspond to Executive Briefing Notes and Executive Correspondence Referrals respectively. There are however a very small number of documents from accession 95-9631 that were filed alongside executive services documents that are included in this series as misfiles. These records may also be closely related to the correspondence files and complement the detailed responses from the Ministry in regard to matters concerning LRMPs in the region. Records from accession 95-9631 relate to the monitoring process of the Skeena Region following the approval of its Land and Resource Management Plans (LRMP). The majority of the records come from the Regional Director’s office of the Ministry of Sustainable Resource Management in Smithers, B.C. Earlier records came from the Kispiox Forest District of the Ministry of Forests who chaired the implementation and monitoring process of the region’s LRMP prior to those responsibilities being transferred to the Ministry of Sustainable Resource Management in 2001.
Furthermore, these records document the creation of the LRMP monitoring committees and the Ministry’s involvement with monitoring and making changes to the Skeena Region’s Land and Resource Management Plans. Committee files include terms of reference, presentations and a series of invitations, nomination forms, recruitment letters, newspaper ads and contributions, correspondence, meeting minutes and draft recommendations.
There are also a small number of plans and programs for the region proposed by the Ministry, which include resource inventory, resource assessments, habitat mapping, recreation opportunities, timber, environmental assessments and other related data studies. Records relating to agreements surrounding these projects detail appointments, contracts and funding provided by the ministry.

The records cover at least the following programs: Whole Farm Insurance Program, Agricultural Income Disaster Assistance, Canadian Agricultural Income Stabilization, Calf Set-Aside Program and the Bovine Spongiform Encephalopathy (BSE) Recovery Program.

Records in the series include financial records (administrative costs journal vouchers, audit reports, inventory price lists), organization charts, records related to federal and inter-ministerial agreements and/or committees, executive services (briefing notes and correspondence referrals), advertising projects, media releases, reports and other similar records.

Reference maps

The series contains a collection of maps used as reference in office of the Integrated Land Management Bureau and its predecessors from various ministries responsible for lands. These particular maps were transferred from the Ministry of Agriculture and Lands, Lower Mainland office in Surrey, B.C. The maps were produced by the surveys and mapping branch of the Ministry or its predecessors and cover a variety of areas in British Columbia.
The maps detail many features including roads, trails, railways, powerlines, reserved lands, surveyed lands, boundaries, campgrounds, mines, historic monuments, lighthouses, survey control stations, Forest Service lookouts, communications towers, customs offices, airports and airstrips, heliports, seaplane landings, buildings, elevations, dykes, contour swamp/marsh, intermittent lake/seasonal inundation, mud, sand, gravel, glaciers and icefields. Some maps also detail telephone lines, wells, falls, rapids, dams, cliffs, mile posts, orchards and even land lots.
The dates the maps were published do not necessarily coincide with when the data was collected to create those maps. Usually this information is present in the publication information at the bottom or top of each map. The maps would have held important reference information to Ministry workers and were probably consulted frequently. Several maps have annotations marking plots of land, new features, and other notes. Many of the maps are part of composites which can be placed next to each other to create larger maps. It is for this reason that it is believed that some duplications of the maps in this series exist. Most of the maps are topographical; however there are a few maps detailing lots and land registration as well as a few water source maps from the Water Management Division. Maps are printed on paper except for a few which are on Mylar. Maps do not appear to be arranged in any discernable order.

Land and resource management planning teams

The series contains records relating to the development, implementation, monitoring and amendment of land and resource management plans (LRMPs). LRMPs are sub-regional integrated resource management plans that are large scale and cover a number of resource sectors (tourism, forestry, mining, etc.). There may be one to a half dozen LRMPs for each region of the province. Regions are divided into smaller management areas called sub-regions.
The records were produced by Interagency Planning Teams whose aims were to initiate and implement the management plans. This included preparing terms of reference, conducting research and assessments, compiling and analyzing data, consulting with interested parties, writing plan drafts and making changes prior to their approval. Types of records included in this series include meeting minutes, glossaries of resource planning terms, interest statements, working group documents, draft plans and comments, regional studies, briefing notes, correspondence, training materials, presentations, reports and other accompanying documents.
Accession 95-6853 contains records related to the Northern Region’s land and resource management plans. They include documents from several sub-regions including Dawson Creek, Fort St. John, Fort Nelson, Prince George region and Peace region. These particular records were produced and accumulated by planning team members from the Ministry of Forest. Accession 96-7598 contains records from the Lillooet, Kamloops and Okanagan-Shuswap planning teams.

The records are arranged according to the Resource Management ORCS (Schedule 144100) and fall under the primary number 17550 : RMP – Land and Resource Management Plans and the secondary number -60 (planning teams).

These records are different to the series Land and Resource Management Committees (GR-3793) which are classified under ARCS Schedule 100001 and primarily deal with records relating to the overseeing and implementing Land and Resource Management Plans following approval from Cabinet.

Executive correspondence and briefing notes

The series consists of correspondence referral replies and briefing notes from the various offices of the Ministry of Agriculture, Food and Fisheries and its successor the Ministry of Agriculture and Lands.

To date, the series contains the records of the Southern Interior Regional Office located in Kelowna, B.C., the Resource Management Branch located in Abbotsford, B.C., the Ministry office in Abbotsford, B.C, and the Strategic Industry Development Division. The correspondence mainly consists of Ministerial correspondence which includes letters that the office was meant to reply directly to, draft for the Minister to sign, or letters that the office was copied on for informational purposes. The records include both incoming and outgoing correspondence with the public, municipal governments, non-profit organizations, and other groups. There are also a number of briefing notes regarding various decisions and discussions within the ministry that were sent to offices for informational purposes. Correspondence from the Abbotsford office appear to be related to food safety and quality. Files from the Strategic Industry Development Division include records and presentations from the Federal/Provincial Steering Committee on Investment.

Many of the records were previously housed in large binders which have been removed for preservation purposes. The records are arranged chronologically by date received and to an extent by referral ID number. Some records created after 2002 have tabs with the ID number written on them for ease of use. Files are also accompanied by a summary sheet at the beginning detailing where the letter is being directed to, what the action is and a brief description of the topic.

The records are primarily filed under ARCS 280-20 and 280-30.

Vet lab pathology reports

The series consists of reports, test results and related records created by the provincial veterinary laboratory from 1956-2011. The lab was operated by various branches of the Ministry and Agriculture over the years, including the Animal Health Branch, Animal Industry Branch and Animal Health Centre. Test results are used to monitor the prevalence and incidence of animal disease in the province and relate to a wide variety of animal species from livestock to pets to exotic or zoo animals.

Animal test specimens are sent to the Veterinary Laboratory from livestock producers, farmers, feed representatives, companion animal owners, veterinarians, animal shelters, wildlife centres, universities and other government agencies for disease analysis. The lab's examination generally includes a post mortem examination of the animal, and selection of tissues for further study and analysis. Tests may include toxicology, virology, histopathology or bacteriology.

The resulting reports are the end product of the Animal Health Centre's diagnostic investigation of the testing completed on the specimens. The format of the reports evolved over the years. Records from 1956-1985 are bound ledger books summarizing the results of the specimen submission. Later records include specimen reports, case reports and test results. These documents summarize which pathological tests were conducted by the veterinarians at the Centre.

The reports may contain information such as the name of submitter, owner of the animal, specimen(s) being tested, species, breed, age, sex, feed type, vaccinations and sometimes a diagnosis. Some reports also contain a summary of the animal’s history and symptoms. Lab results are often attached to the reports. Results and final comments may include recommendations for disease treatment, prevention and control.

Land and resource management committees

This series contains records relating to land use management in various parts of the province. The records document the creation and activities of various committees established by the planning region to address specific projects as needed.

The records represent the work of committees dedicated to the management of planning teams, emergency and disaster responses, information sharing, consultation guidelines, information management, safety, construction projects and communications.

Part of the series includes the Vedder River Management Committee which was chaired by the Water Management Branch. Other members included representatives from the Engineering Section of the Water Management Branch, Fisheries and Oceans, Fish and Wildlife Management, Inspector of Dykes, Ministry of Agriculture and the District of Chilliwack.

The records from the Peace Managers concern land management committees in the Northern Interior region as well their sub-committees. The records come from the office of Don Roberts of BC Parks; Peace Liard District who was the chair of Peace Managers (IAMC) and the Peace Manager's Oil and Gas Committee. Andy Ackerman, Manager of Environmental Stewardship, later succeeded him as chair.The Omineca Peace Interagency Management Committee's role oversees and guides the implementation of Cabinet approved Land Resource Management Plans and government corporate land use policies. There are representatives from various provincial agencies including : Ministry of Forests, BC Environment, Ministry of Energy and Mines, BC Parks, Ministry of Agriculture and Food, BC Assets and Lands Corporation, Oil and Gas Commission, Ministry of Transportation and Highways, Land Use Coordination Office and Muskwa-Kechina (Program Manager).

The Deputy Minister's Committee on Drought was established in 2003 following a severe drought in British Columbia that put pressure on many water resources. This multi-agency committee and task force conducted studies on precipitation, temperature and ground water conditions in addition to proposing several action plans and programs to help with water conservation. Their records relate to presentations and tours on water conservation, proposals and a list of options for consideration, as well as update reports. The committee disbanded in 2005 however many of the programs continued to be monitored.

The records in this series also show other forms of land management including projects to build dykes, remove gravel, establish campgrounds, restore natural habitat (particularly for salmon species), build infrastructure and grant land leases for farming, public works and other initiatives. Records include memos, meeting minutes, lease guidelines and copies, maps, blueprints, correspondence, expense reports, approvals, invoices and project reports.

Another part of the series includes committees established to encourage and maintain meaningful consultation with various First Nation groups during Land and Resource Management planning. These records include the grants for funding, protocols, strategic plans, work plans and meeting minutes.

These records include correspondence, reports, notices, memos, and draft changes to legislation and regulations. The series also contains a small number of discussions, drafts, correspondence and other records related to agreements between the Provincial Ministry and its Federal counterpart, inter-ministry agreements, agreements with other bodies.

Executive correspondence

The series consists of the executive’s records of the Ministry of Agriculture and Lands. There are also a small amount of records from the ministry’s predecessor, the Ministry of Agriculture, Food and Fisheries. They cover the years 1996-2009.
The records relate to various administrative services for and by the ministry executive, mainly correspondence and briefing notes. A large portion of the series contains incoming and outgoing correspondence referrals. These letters and emails respond to the questions and concerns sent by citizens and corporations related to the agricultural sector in Canada and are referred to an office in the ministry for reply, such as the Minister, Deputy Minister or Assistant Deputy Minister. Each of these letters typically includes a tracking slip indicating to whom the letter was forwarded and what action was ultimately taken.
Other correspondence in the files includes the collection of information on current issues the Ministry was involved in. A lot of this correspondence is supplemented with pamphlets, booklets, copies of news clippings and other documents. There is also a copy of the book ‘The End of Food’ by Thomas. F. Pawlick (Greystone Books, 2006).
The executive correspondence referral replies appear to be arranged by referral number and to some extent by date. Depending on the topic concerned, some letters took longer to reply to and therefore the chronological order is not always maintained in accordance to the referral number. During some years, they were also organized by the first letter of the sender’s last name. Some files of correspondence may also be arranged to some extent by the person replying to the letter. Correspondence and accompanying documents relating to special topics issues of interest are organized by subject.

The series contains records pulled from the office of Ken Baker, Assistant Deputy Minister of the Resource Management Division, Ministry of Sustainable Resource Management. In 2005, the functions of this office were moved to the Strategic Initiatives Division of the Integrated Management Bureau, Ministry of Agriculture and Lands. These Records were used to inform the executive of current issues being dealt with by the ministry.
The records in this series mainly deal with important issues relating to Land Use Plans in land management areas. The records contain mainly briefing notes and correspondence sent to the executive explaining changes to Land Management programs, terminology, as well as updates on the progress with First Nations (mainly Haida) consultations and treaty negotiations related to land use planning. The records also contain numerous subject files on executive issues including several topics related to conservation, sustainable resource management plans, and plans for resource development such as mining, water, oil and gas. These files mainly contain correspondence, updates from committees, backgrounders, briefing or information notes, minutes of conference calls, presentations about land management/land use planning and assessment reports.

LRMP First Nations consultation case files

The series consists of records relating to the development of land and resource management plans (LRMPs) vis-à-vis the consultation that occurred with First Nations during the planning process. Land and Resource Management Planning was developed in British Columbia in the 1990s as an integrated, sub-regional, consensus-building process to produce plans for review and approval by government. The plans established direction for land use and specified broad resource management objectives and strategies. LRMPs covered a number of resource sectors -- natural or social resources such as tourism, forestry or mining. The process included development, implementation, monitoring and the amendment of land and resource management plans.

The files in this series were titled and organized in most instances as case files and based on the name of the First Nations involved in the consultation process.

The records relate to the development of the consultation process between ministries and First Nation groups for LRMPs which included preparing terms of reference, conducting research and assessments, compiling and analyzing data, consulting with interested parties, presenting plan drafts, taking the proposed plan through the approval process, and monitoring after implementation.

Record types include correspondence, memoranda, recommendations including legal advice, discussion papers, draft agreements for discussion, presentations, community meeting records, maps, plans, drafts of agreements between the Province and First Nations, briefing notes prepared for the Minister and Deputy Minister, forest company information, among numerous other types of records.

The Archives has retained these records because they provide evidence of provincial policy advice and direction for the management of public lands and resources, and evidence of the consultation that occurred with First Nations groups during the resource planning process.
