Deputy Minister of Health executive records

The series consists of executive records documenting the activities of the Deputy Minister of Health’s office from 1987-1989 (mainly Deputy Minister, John Noble). These records provide evidence of the deputy minister office’s role: advising the minister and supporting the following ministry operations and programs: institutional services, community care/family health, and preventative health. They also document the ministry’s mandated/legislated relationship with health-related commissions (Medical Services, Emergency Health Services) and various associations. Deputy minister correspondence and subject files demonstrate the office’s advisory/supporting role in delivering effective health services across the province. Ministry of Health executive committee meeting materials provide evidence of the management of programs, policies, and people in the ministry. These records were created under legislation administered by the Ministry of Health such as: Ministry of Health Act (RSBC 1996, c. 301), the Hospital Act (RSBC 1996, c. 200), and Medical Service Plan Act, 1981 (RSBC 1979, c. 18).

This record series is generally arranged alphabetically by subject. Most of the subject files are either health-related topics or the names of health organizations and regional health care facilities in the province. The files also contain an internal file code. Records include incoming and outgoing correspondence between the Deputy Minister of Health, Minister of Health, and other government executive members, the public, and regional health care facilities and organizations. The series also includes memoranda and reports, briefing notes, meeting materials, and other records documenting ministerial activities. The records are covered by the Executive Records schedule (schedule 102906). Routine administrative records were destroyed.

Hospital Programs executive records

The series consists of correspondence and other records of the executive director’s office, Hospital Programs, Ministry of Health. The correspondence is between members of the Health Programs executive team (executive director, regional directors, Assistant Deputy Minister, Deputy Minister, and Minister of Health) and regional hospitals or health care facilities in British Columbia. The correspondence documents routine business activities relating to hospital reviews, hospital programs, staffing levels, hospital expansion, hospital expenditures, operating budgets and other financial/funding issues, hospital complaint files, hospital annual reports, and regional hospital district matters. The records were created by the Ministry of Health’s Hospital Programs division and Hospital Insurance Service between 1974-1989. These records were created under the Hospital Act (RSBC 1996, c. 200), Health Act (RSBC 1979, c. 161), and Health District Act (RSBC 1996, c. 202).

The records are arranged alphabetically by hospital or facility name and by ministry file code. They consist of incoming and outgoing executive correspondence, accompanying reports, hospital publications, data and statistics, memoranda, briefing notes, agendas and minutes, and annual reports. The records are covered by the Executive Records schedule (schedule 102906).

Federal-Provincial cost sharing agreements

This series consists of federal-provincial cost sharing agreement histories for services provided by the provincial Ministry of Health, Ministry of the Attorney-General and Ministry of Human Resources. Agreements were between the federal government and the relevant ministry from 1976-1985.

The records document the development and operation of a variety of health and social services, including the Canada Assistance Plan (CAP), Vocational Rehabilitation of Disabled Persons (VRDP) program, and the Young Offenders Act (YOA) agreements. These programs provided social and medical supports, including mental health services and drug and alcohol treatment programs.

Records include meeting agenda, minutes, audit reports, correspondence, paylists, policies, procedures, draft agreements, legislation, treasury board submissions, cabinet submissions, financial records, and subject files relating to direct services funded agencies. The subject files in boxes 9 and 10 are arranged by the name of the agency or group that provided the funded services, then by year. Subject files are organized with separate sub-folders for related records of approval, working papers, backups, and claims and “form M”.

Minister of Health executive records

The series consists of the executive records of Peter Albert Dueck (Minister of Health 1986-1989). The records document a broad range of administrative and operational activities of the Minister of Health’s office in 1989. Some of the subjects covered include the province of BC’s responses to abortion and AIDS; the Medical Services Commission issuance of the new CareCard; services for seniors; public/community and family health; regulation of health professions; health care administration; board and committee appointments; health related accolades and complaints; and monitoring of, and requests for infrastructure development funding from regional health care facilities in BC.

This record series is arranged alphabetically by subject. Most of the subject files are either health-related topics or the names of health organizations and regional health care facilities in the province. Records include incoming and outgoing correspondence between the Minister of Health and other government executive members, the public, health colleges, boards and commissions, health professionals, and regional health care facilities. The series also includes memoranda and reports; policy papers; briefing notes, speaking notes, and meeting materials; treasury board submissions; and other internal records on branch activities. Records of the Director of Administrative Services, BC Hospital Insurance Service

This series consists of records creating and revising agreements, legislation and regulations related to hospital insurance and the provision of medical services in British Columbia, from 1946-1987. These records are the administrative and operational records of the Director of Administrative Services (previously Senior Administrative Officer) of the BC Hospital Insurance Service. The files are almost exclusively those of Director K.G. Wiper, but also include those of his successor J.D. Herbert and of the Deputy Ministers D.M. Cox and W.J. Lyle.

These records document the Director's functions as well as files on issues, policy, legislation and the operation of the Hospital Insurance Act from its inception to 1987. The majority of records consist of draft amendments and revisions to regulations, orders-in-council (OICs) and legislation, proposed legislation and Federal-Provincial agreements. Records related to health insurance, the accreditation of hospitals, and the provision of medical treatments or services, including mental health treatments. Records include correspondence, drafts, and final copies of legislation.

Response to the Royal Commission on Health Care records

This series consists of responses to the Royal Commission on Health Care from the Royal Commission Response Office of the Ministry of Health, 1979-1992.

The series includes records received from various healthcare related associations and organizations, such as hospitals, nurses, midwives, acupuncturists, podiatrists, optometrists and others. These include their submissions to the Commission, responses to the Commission’s final report or general information about the professions and issues impacting their work.

Records created by the Ministry address specific recommendations from the Commission to improve Ministry of Health policies and practices. Issues were divided into the following working groups:

Working group 1 (W1): better management
Working group 2 (W2): regionalization
Working group 3 (W3): governance of professions & financing

These files include correspondence, reports, planning documents, policy documents, meeting minutes, statistics, maps, journal articles, newspaper clippings, work plans, and agendas. Issues addressed in the file include managing health information, immunization, sexually transmitted diseases, and healthcare regionalization and governance models. Records culminated in responses to the Commission’s recommendations and a series of discussion papers.

Note that some files have been removed by the Ministry for tobacco litigation.

Aboriginal Health Association of BC records

This series consists of the records of the Aboriginal Health Association of BC, under the Aboriginal Division of the Ministry of Health. Consists primarily of records of the Northeast, Northwest, Thompson Okanagan Kootenay, and Vancouver Island and Central Coast Aboriginal Health Councils. These regional councils were funded by the Aboriginal Health Association of BC to provided services and resources to individuals in their regions. These records include correspondence, meeting minutes, operating guidelines, annual reports, service agreements, funding agreements, contracts with service providers, newsletters, and other informational material. Files address providing information and resources related to tobacco use, mental health, addictions, The Red Road HIV/AIDS network and many other issues.

The series also contains administrative and operational records of the Aboriginal Health Association of BC, including health handbooks, annual reports, strategic plans, correspondence, and records documenting work with the First Nations Summit, Aboriginal Health Council Forum, Vancouver Aboriginal Council, United Native Nations, Association of Friendship Centres and Aboriginal Peoples Council.

Aboriginal Healthy Living records

This series consists of records of the Aboriginal Healthy Living group and related records created from 1993-2010. Records include committee files, executive records, treaty negotiation records related to health issues, and aboriginal health education and research files.

Committee files include correspondence, presentations, terms of reference, records of decision, and other records. Committee files relate to the Provincial Aboriginal Social-Economic Strategy, Aboriginal Health Transition Fund Adaption Committee, Aboriginal Health Leads Committee, Aboriginal Health Network, Aboriginal Health Transition Fund Workshop Subcommittee, and Aboriginal Reference Group Meetings.

Executive records include briefing notes, referral replies and issues records.

Treaty negotiation case files relate to the negotiation of health related agreements with First Nations outside of the B.C. Treaty Commission process and the negotiation of formal pre and post treaty agreements. Records may relate to the identification and negotiation of the Ministry's responsibilities for the delivery and provision of certain health programs and services, the definition of new authorities for First Nations over the design and delivery of health programs and services, and the establishment of inter-ministerial and/or inter-governmental agreements. Files relate to Nisga’a pre-treaty agreements related to MSP and treaty negotiations, as well as the ʔaq̓am (St. Mary’s Indian Band) Community Care Home interim agreement and Maa-Nulth First Nations Treaty Society negotiation.

There are also Aboriginal health research project files on: First Nations Chief Health Committee Terms of Reference, the Special Cabinet Meeting on August 17, 2002 with First Nations Summit, and Status Indian Health Utilization database.

Ministry of Health executive records. This collection includes the files of J.W. Mainguy (Deputy Minister of Health 1975-1978), W.J. Lyle (Deputy Minister of the Hospital Insurance Service 1972-1975 and Deputy Minister of Medical and Hospital Programs 1975-1977), and Chapin Key (Deputy Minister of Health 1978-1981). It also contains files of outgoing correspondence of Dennis Cocke (Minister of Health 1972-1975), and R.H. McClelland (Minister of Health 1975-1979).
