This series consists of range management records transferred from the 100 Mile House Forest district in the Cariboo Forest Region, 1923-2000. This series may contain records created by the 100 Mile House, Kamloops, Cariboo, Williams Lake and Clinton Forest Districts and/or Grazing Districts. Note that the names and boundaries of districts and regions varied over the years.

Records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act, including issuance, amendments, transfers, billing, monitoring, policy administration, and plans specific to tenures, such as Grazing System Plans. Also includes records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures. Records include tenure application forms, grazing plans, authorized livestock, correspondence, maps, records determining range boundaries and use, and information on range improvements and clearing.

The series consists of cutting permits and other timber tenure records. These records were created from 1973-2006 by the 100 Mile House Forest District, a division of the Cariboo Forest Region. Files include cutting permits, forest licences, timber sale licences, timber sale harvesting licences, woodlot licences and licences to cut. Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures. This series consists of resource management plans and procedures from the 100 Mile House Forest District, 1970-2005. The 100 Mile House Forest District is part of the Cariboo Forest Region. Note that their exact boundaries may have changed over the years.

The majority of files relate to the development of Integrated Resource Use Plans which are designed to resolve resource use conflicts in specific areas at the local level. Each file includes records relating to data concerning a specific area - usually a watershed or other distinct resource management unit. The series consists of timber sale harvesting licences (TSHL) from the 100 Mile House Forest District. Timber sale harvesting licences were first introduced in 1967 and provided individuals and businesses with a permit to cut a volume of timber. This series documents the Government’s administration of timber licences during the period of 1963-1990.

Each file contains correspondence, reports and may also contain maps of the cutting area. The files also contain the TSHL application, cutting permit, timber value appraisals and reappraisals, stumpage rate notices, cutting plan maps, charts, clearance status inquiries, and inspection reports. The files are numbered with the licence number and, in many cases, a cutting permit number.

This series consists of accommodation planning as-built drawings and records regarding buildings solely used by the Ministry of Forests, 1990-2006. Much of the planning was conducted by or with the BC Building corporation.

Records regard the planning, construction, addition and renovation of buildings used by the Ministry of Forests across the province. This includes plans to upgrade or modify existing buildings, organizational moves, space transfers and accommodation re-planning to accommodate organizational change from Ministry restructuring and delineate surplus space. Each file relates to a particular location of satellite offices, Forest District offices, field offices, headquarters, warehouses and other buildings used by Forestry staff. All buildings are no longer in use and have been sold or had their leases terminated.

Records include project specifications, invitations to tender, blueprints, whiteprints, architectural drawings, project briefs, building requirements, sketches, site information, photos, building permits, correspondence, financial records, accommodation proposals, and information on staffing numbers and their required space in particular offices.

The records have been classified as ARCS number 510-02. Files are arranged in the order as they were received by the Ministry.

This series contains approved plans, studies and terms of reference produced as part of land use planning in British Columbia, particularly Land and Resource Management Plans. The records document the initial scopes of the plan and provide the framework and ground rules to which all plans adhered. The records provide evidential and informational value in regard to scope and mandate of the plans, as well as planning teams’ participant roles, responsibilities and authority.

Types of records in this series include the actual approved plans and terms of reference from different planning regions, as well as publications of planning strategies. Records also cover specific topics such as biodiversity and timber impacts, completion studies, and project feasibility studies that would impact the planning process.

This series currently contains records from the Fort St. John, Kamloops, Lillooet and Okanagan-Shuswap LRMP tables. The records from the associated accession(s) cover all types of land use and resource planning, including landscape unit plans, sustainable resource management plans, land and resource management plans, local and regional resource use plans, and other land and/or resource use plans as they were all part of a greater land-use strategy.

This series consists of a variety of operational records created by the Campbell River Forest District, a division of the Vancouver Forest Region, from 1990-2001. This includes land and resource management records, range tenures, and procedure files.

The series includes the following types of records:

Records relating to Land and Resource Management Plans (LRMP) consider all resource values within a given area of land. This area of land can consist of a TSA, a forest district, or other areas as designated. Each plan is prepared by an Interagency Planning Team in consultation with the public. These plans can be further subdivided into resource units and resource management zones. The participants in the planning process may build scenarios that include a set of resource management objectives and strategies both for the entire planning area and for each of the smaller units it contains. This primary includes the development, monitoring and review and amendment of plans for specific areas, and input from the public. The series includes terms of reference for the establishment of LRMPs.

Records relating to Local Resource Use Plans (LRUPs) to resolve resource use conflicts in specific areas at the local level. Includes records relating to data concerning a specific area - usually a watershed or other distinct resource management unit.

Utilization records regard the guidelines followed by the Ministry of Forests concerning the harvesting of timber
and the resulting affects on fish habitat. Includes guidelines, audits of licensees to ensure compliance with
guidelines, action/assessment plans.

The series also includes one district inventory program file and a range tenure file. There are also procedures related to engineering, road damage, forest service roads, district program planning, nurseries silviculture obligations and silviculture treatments.

This series consists of silviculture records from 1996-1998 by the Campbell River Forest District, a division of the Vancouver Forest Region. The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Silviculture audit and assessment files regard the audits and assessments made by the Ministry to ensure silviculture is carried out in accordance with the regulations and approved silviculture prescriptions as detailed in the Forest Practices Code of British Columbia Act. Audits include records concerning a formal examination of the approved silviculture prescription document and the related area to evaluate whether or not there has been compliance with the regulations, the silviculture prescriptions are suitable to attain the objective stated therein, and there is acceptable progress towards achievement of silviculture objectives stated in the approved silviculture prescription. Silviculture prescription audits are carried out on areas under both major licences and areas under the Small Business Forest Enterprise Program (SBFEP) with approved silviculture prescriptions. Types of audits and assessments included are pre-approval assessments and post-approval audits. Records can include correspondence, inspection forms, reports, and compliance reports for soil conservation, regeneration, and free growing obligations. These records cover major licencees and woodlot licnces.

This series consists of timber tenures from 1955-2007 by the Campbell River Forest District, a division of the Vancouver Forest Region. The majority of the records are Tree Farm Licence (TFL) cutting permits.

TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years. The records relate to TFL 2, TFL 7, TFL 19, TFL 22, TFL 25, TFL 36, TFL 39, TFL 45 and TFL 47. Over the years, TFL boundaries and rights holders may have changed. There are also two cutting permits for forest licence A19233.

Other types of timber tenures in this series include: replaceable forest licences, licences to cut, timber licences, replaceable timber sale licences, non-replaceable timber sale licences, special use permits, and woodlot licences.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures. This series consists of silviculture records from the Cariboo Forest Region and its predecessors, 1950-2005. The region has included a variety of different forest districts over time. Records may regard the following Forest Districts: Williams Lake, Horsefly, Chilcotin, Likely, Cariboo and 100 Mile House. Note that the names and boundaries of districts and regions varied over the years.

The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Most files consist of silviculture opening records which document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings. These files regard changes in the forest cover, changes in prescriptions, cut boundaries, changes in site prescriptions and records involving impacts on silvicultural treatments. Files may contain a wide variety of record formats including textual records, photographs and maps. The textual records include computer printouts, photocopies, cards, reports and correspondence.

Most files are quite small. They usually consist of a map of the area and a computer printout titled the History of Crop Establishment and Tending which provides a history of use and information regarding prescriptions, site preparations, reforestation and stand tending.

There are also larger files that contain a variety of other documents. These include prescription documents, which provide the management plan for the area; stand tending cards and reports, which show completed forest treatments; traverse sheets, which provide location information; pruning examination cards and printouts; planting reports; final harvesting reports; site plans; site preparation reports; and logging inspection reports.

Opening files are arranged in several numerically ordered groups by a classification number. The first six digits (ex. 93A 001) corresponds with the National Topographic System location codes and the last three digits consist of a sequential number applied to each file. File titles may also include the related forest tenure number or other information for that parcel of land.

Silviculture audit and assessment files regard the audits and assessments made by the Ministry to ensure silviculture is carried out in accordance with the regulations and approved silviculture prescriptions as detailed in the Forest Practices Code of British Columbia Act. This series consists of silviculture records from the Chilliwack Forest District, 1972-1995. The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

The location of the silviculture plot can be identified by the alphanumeric classification number in its file title. The first six digits (ex. 92H033) correspond with the National Topographic System location codes and the last two digits, separated by a space or a dash, consist of a sequential number applied to each file.

The series is divided into two sub-series:

1. Project files. Project files document contracts for stand tending and tree planting projects. Records include contracts, reports, summaries, correspondence, maps and survival cards. Survival plot cards and summaries track tree growth in reforested areas. There are also includes cash flow sheets tracking project expenses and information on the 1979 herbicide program. These records were likely created before the standardization of silviculture opening files from 1972-1979.

2. Silviculture opening records were created after 1980. These document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings. These files regard changes in the forest cover, changes in prescriptions, cut boundaries and records involving impacts on silvicultural treatments. Files may contain a wide variety of record formats including textual records, maps and photos. The textual records include computer printouts, photocopies, cards, reports and correspondence.

All opening files include maps or site plans, a forest attribute cover form and other documents related to the opening. Additional documents commonly found in files includes various survey or assessment forms; computer printouts titled the History of Crop Establishment and Tending which provides a history of use and information regarding prescriptions, site preparations, reforestation and stand tending; prescription documents, which provide the management plan for the area; stand tending cards and reports, which show completed forest treatments; and various reports.

The series includes the following types of records:

The series contains records relating to consultations conducted as part of the Land and Resource Management Planning process. These consultation case files include interactions with different agencies of the provincial government, local governments and the general public. Provincial government files mainly pertain to statements of interest from different ministries (in relation to natural resources and land use). Local government files include municipalities, regional boards and district representatives discussing their interests, concerns and how the land and resource management plans affect them (e.g. in relation to water systems, landfills, roads, park and rec programs, sewer, insect and weed control, zoning and drainage). Public consultation files consider the concerns of non-profit groups (e.g. wildlife protection groups), companies and local businesses as well as the general public.

The records include news releases and publications announcing the start of the planning process and calling for participants. The records include correspondence between public servants and others setting up meetings and open house dates. There are a number of refusal and agreement letters from prospective participants.

Throughout the files are various materials meant to inform discussions about land use and resource management. These include government reports for considerations as well as copies of legislation. There are also guideline books to help public servants with their duties and to explain the consultation process to all types of participants.

The records also include draft goals, presentations, meeting notes, status reports and reviews from those involved in the coordination of the consultation process. Finally, there are letters received from various activist groups, companies and members of the public explaining their interests in the land and resources of the region.

The records from the associated accession(s) cover all types of land use and resource planning, including landscape unit plans, sustainable resource management plans, land and resource management plans, local and regional resource use plans, and other land and/or resource use plans as they were all part of a greater land-use strategy.

The records in this series document the development of Land and Resource Management Plans and provide evidence of the nature and evolution of the planning process.

The records are mainly organized by topic and region. They cover discussions on specific areas and subjects of concern, such as wildlife, tourism, recreation and conservation. Many of the files include discussions about existing legislation to guide plan development. The records also include other reference material such as documents related to the Protected Areas Strategy with summaries of different forest districts, literature reviews, studies, reports (particularly those about the Protected Areas Designation Process) and interim management direction statements from BC Parks. Many files relate to the LRMP table discussing possibilities to designate new protected areas through land use planning. The records also include various working group plans and recommendations, framework plans for a coordinated approach to planning, as well as guidelines to help participants write these plans.
There are also several folders organized by Resource Management Zone (RMZ) with printouts of maps depicting the area, as well as separate files for interests submitted by the Ministry of Environment, Lands and Parks, Ministry of Forests, BC Assets and Land Corporation, and Ministry of Transportation and Highways.

The records are arranged according to the Resource Management Operational Records Classification System (schedule 144100) using the following primary numbers:

The series consists of cutting permits for forest licences and timber sale harvesting licences. The records were created by both the Chetwynd Field Office and the Dawson Creek Forest District. These offices were part of the Prince George Forest Region. Each office maintained their own files and, in most cases, both files have been retained.

The ministry created multiple files for administering the permit process. These include a central file as well as individual files for each cut block. Since this series also contains files from two offices, there are often duplicate central and block files for each permit. Both are numbered identically but they are differentiated by the acronyms CFO for the Chetwynd office and DDC for the Dawson Creek office.

All files contain a variety of correspondence, reports, maps, and forms. The central file is split into two parts. The first part contains a copy of the cutting permit, final harvesting reports, permit extension documentation, and stumpage fees. The second part contains preliminary inspections by Forest Service staff, appraisal analysis documentation and correspondence.

The records were classified as 19500-45 in the Forest Operational Classification System (ORCS).

The series consists of forest licence development plans from the Port McNeill Forest District. The majority of the forest licences are from the Kingcombe Timber Supply Area and Central Coast of BC. The records were created between 1991 and 2000.

The ministry required a copy of a development plan before the forest licence holder could harvest the timber in that area. The series contains five year development plans created by the licence holder as well as ministry correspondence with the licensee about the plan and future plans for developing the area.

The development plans contain photographs and maps inside the reports. There are also many oversize maps that have been removed from the reports and stored separately.

Each file is identified by the forest licence number, the name of the licence holder, the location of the cutting block, and the years covered by the development plan.

The series contains the following forest licence files: A19238, A19242, A19243, A19244, A32687, A53812. There is also a file for timber licence T0860. The companies that hold licences n this series include: Canfor, International Forest Products Ltd., MacMillan Bloedel, Mill & Timber Products Ltd., Richmond Plywood Corporation Limited, Scott Paper Ltd., Shushartie Log Sales Ltd., Timfor Contractors Ltd.

This series is classified as 19500-55 in the Forest ORCS.

Series consists of correspondence between members of the public and the Ministry of Forests between the years 2000-2004. The majority of the correspondence consists of letters from the public sent to the Minister of Forests. The letters deal with multiple subjects including forestry policy, forestry companies, employment, the impact of forestry on the environment and other subjects. The original letters were mailed to the ministry from members of the public, forestry companies and other businesses and interest groups. There are also numerous form letters amongst the correspondence.

When the ministry received these letters, the Correspondence Branch registered a unique number to each letter in the ministry’s correspondence tracking database called Cliff. The branch would then research the issue, request information from ministry staff and draft a response. The draft responses were then forwarded to the minister’s office who would review the letter and either sign it or return it to the branch for further revisions.

The records cover the years 2000-2004, however, there are no records from 2003. The letters are arranged numerically by the registration number. There are large gaps in the records in terms of the correspondence numbers. The ministry placed documents in each box that show which individual letters were transferred. These are stored in the individual boxes.

The files contain the letter from the public, notes and registration forms by the ministry, draft replies and a copy of the final response. Some letters were accompanied with attachments such as reports, photographs, and videos. There are some letters, such as form letters, and information brochures, that the ministry did not reply to. These are stored in “FYI” files.

This series consists of a variety of range management and recreational land use records created from 1982-2001 by the Fort Nelson Forest District, a division of the Prince George Forest Region. All files were managed as part of the Fort Nelson Forest District when the files were closed and transferred to the archives.

The series includes the following types of records:

Range management records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act. This includes their issuance, amendment, transfer, billing, monitoring, policy, and administration. This may include records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures. Records may include tenure application forms, grazing plans, range use plans, correspondence, maps, photos, surveys, reports, and use, and information on range improvements and clearing. Improvements can include infrastructure such as fences, gates and improving access to water sources for livestock through water licences.

The other records relate to the use and management of natural resources in the area, as well as recreation resources in Provincial forests. This includes trails and sites with value for tourism or other recreational uses, such as snowmobiling, dog mushing and skiing. The records document the location, creating, management, and use of such sites.

Forest Service project site/trail files relate to the routine maintenance, rehabilitation and development of Forest Service recreation sites and trails. Includes records relating to the planning, designation, assessment, design and construction of recreation sites and trails. Types of records can include correspondence, reports, studies, published material, photos, and maps. There is also a file regarding the Small Business Forest Enterprise Program.

This series consists of records created by the Fort St. James Forest District from 1960-2007. The majority of records are related to timber tenures such as forest licences, timber sale licences, timber sale harvesting licences, woodlot licences, cutting permits, free use permits, burning permits, special use permits, and tree farm licences. Licensees were required to apply for a forest licence or similar tenure and cutting permits in order to harvest timber. Records may regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures.

The files may consist of records such as applications, ministry approvals, copies of the permit or licence, revisions, correspondence, legal documents, annual reports, operations information, development plans, charts, procedures, audits, reviews, photos, development plans, timber cruise compilations, stumpage rates, appraisals, cruise cards, survey notes, photos, and maps.

Other records unrelated to timber tenures include road permits, hay cutting permits, range use permits, fire prevention and control records, and tree planting.

Series consists of a freedom of information request received by the Williams Lake District Office of the Ministry of Forests in 1996. The l request was for copies of cutting permits and road permits for the years 1995-1996. Following a complaint, the Information and Privacy Commissioner’s Office acted as a mediator between the ministry and the applicant.

There are 21 files in the series. Files 1 and 21 consist of correspondence between staff and the applicant, correspondence between ministry staff, a copy of the original application to view records, and photocopies of the requested pages which have been severed. Files 2-20 consist of copies of the requested pages.

The series has been classified with a file number that includes the year followed by a sequential number. The file has also been assigned the number 292-30 in the Administrative Records Classification System (ARCS). Although the ministry’s centralized Information and Privacy Branch assigned these numbers to all requests, it was the responsibility of regional offices to respond to the applicant.

This series consists of public meeting records of the Haida Gwaii Forest District, 1995-2001. These are records relating to the efforts of the Ministry of Forests to involve the public in the process of planning for the future uses of Provincial Forest resources.

All records regard the Islands Stability Community Initiative (ISCI) Community forestry issues meetings. This group included a variety of community members and assisted in the planning of the utilization of forestry resources on Haida Gwaii. Records include meeting minutes, newspaper clippings, resumes, agendas and correspondence.

This series is classified under ORCS number 12080-20 of the Ministry of Forests schedule (881261).

This series consists of reports and studies created as part of the planning of forest resources, often as part of planning timber sale areas (TSAs). Most files were created between 1990 and 2003. Most reports are prepared by private contractors hired by the Ministry. Culturally modified tree (CMT) reports were conducted by the Haida Nation.

Files are arranged in the order received by the Archives. Most files relate to studies done for a particular TSA or other area. Files may include additional types of reports related to the same area, even if not specifically listed in the file title, or a similar type of report for multiple locations.

The series contains studies such as: terrain stability assessments, reconnaissance studies, wildlife surveys or studies, culturally modified tree surveys, site plans, stream classification, hydrology studies, geological studies and engineering reports for site access construction projects.

Many files are layout studies which plan how an area will be used, including, cut block boundaries, harvest method, access routes, site plans, silviculture prescriptions and impacts on nearby bodies of water.

There are also reports utilized in the Haida Land and Resource Planning program (LRMP) process; these files include documents regarding creation of reports and background information used in workshops and consultation.

Records include final reports, photos, aerial photos, maps, correspondence, statistics, field notes, tables, land profiles, and floppy disks containing electronic records. One file contained a sample of tree cores.

The series contains records pertaining to the implementation and monitoring of strategic land use plans, including the development of such procedures.

The records cover a range of activities, from advisory committees, public gatherings, monitoring tables, member appointments and invitations, as well as inventories on range, wildlife, old growth forests, habitats and archaeological sites among other topics. Records particularly pertain to feedback received on approved plans prior and during implementation in order to identify issues and suggest amendments. Many of these comments come from Open House sessions with the general public. The series also includes a copy of a Implementation and Monitoring Framework as well as Terms of Reference for monitoring table duties.

The series also includes Protected Area Orders for areas chosen and approved to be protected areas under the Park Act. These orders are accompanied by maps of the area in question.

Types of forest tenure records in this series include non-replaceable timber sale licences (TSLs), including licences issued under the Small Business Forest Enterprise (SBFEP) program and BC Timber Sales Program.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation and extension of forest tenures under the Forest Act.

Records include correspondence; licences; logging plans; log hauling and harvesting contracts; preharvest silviculture prescriptions, reviews and amendments; harvest inspection reports and appraisals; stumpage calculations; records related to right of ways and Forest Service Road permits; reports; maps; and photos.

The series also includes legal documents for cutting permits for replaceable forest licences and tree farm licence (TFL) 35. These files may include some of the records described above, but primarily contain records related to silviculture prescriptions and surveys.

This series contains records relating to land use management in various parts of the province. The records document the creation and activities of various committees established by the planning region to address specific projects as needed.

The records represent the work of committees dedicated to the management of planning teams, emergency and disaster responses, information sharing, consultation guidelines, information management, safety, construction projects and communications.

Part of the series includes the Vedder River Management Committee which was chaired by the Water Management Branch. Other members included representatives from the Engineering Section of the Water Management Branch, Fisheries and Oceans, Fish and Wildlife Management, Inspector of Dykes, Ministry of Agriculture and the District of Chilliwack.

The records from the Peace Managers concern land management committees in the Northern Interior region as well their sub-committees. The records come from the office of Don Roberts of BC Parks; Peace Liard District who was the chair of Peace Managers (IAMC) and the Peace Manager's Oil and Gas Committee. Andy Ackerman, Manager of Environmental Stewardship, later succeeded him as chair.The Omineca Peace Interagency Management Committee's role oversees and guides the implementation of Cabinet approved Land Resource Management Plans and government corporate land use policies. There are representatives from various provincial agencies including : Ministry of Forests, BC Environment, Ministry of Energy and Mines, BC Parks, Ministry of Agriculture and Food, BC Assets and Lands Corporation, Oil and Gas Commission, Ministry of Transportation and Highways, Land Use Coordination Office and Muskwa-Kechina (Program Manager).

The Deputy Minister's Committee on Drought was established in 2003 following a severe drought in British Columbia that put pressure on many water resources. This multi-agency committee and task force conducted studies on precipitation, temperature and ground water conditions in addition to proposing several action plans and programs to help with water conservation. Their records relate to presentations and tours on water conservation, proposals and a list of options for consideration, as well as update reports. The committee disbanded in 2005 however many of the programs continued to be monitored.

The records in this series also show other forms of land management including projects to build dykes, remove gravel, establish campgrounds, restore natural habitat (particularly for salmon species), build infrastructure and grant land leases for farming, public works and other initiatives. Records include memos, meeting minutes, lease guidelines and copies, maps, blueprints, correspondence, expense reports, approvals, invoices and project reports.

Another part of the series includes committees established to encourage and maintain meaningful consultation with various First Nation groups during Land and Resource Management planning. These records include the grants for funding, protocols, strategic plans, work plans and meeting minutes.
