Bureau of Mines, Mineral Survey and Mineralogical Branch photographs

The series consists of photographs (negatives and a small number of prints) created by the offices of the Bureau of Mines and the Mineral Survey between 1895 and 1937, and by the Mineralogical Branch between 1937 and 1945.

The series includes a 1938 memo which indicates that selected photographs were to be used or had been used in the department's published bulletins and in its Annual Report of the Minister of Mines. Photographers include the following government mineralogists, geologists, and mining engineers (followed with dates of photographs): William Fleet Robertson, Provincial Mineralogist, (photos 1898-1908); Herbert Carmichael, Assistant Mineralogist (1901-1904); F.W. Valleau, Gold Commissioner and Mining Recorder in the Omineca Mining District (photo 1901); Harold T. Nation (photos 1903-1926); Newton W. Emmens (1914); Joseph T. Mandy, provincial government resident mining engineer for the Atlin district (photos 1926-1945); Douglas Lay, Resident Mining Engineer (photos 1906-1940); Matthew S. Hedley (photos 1936-1939); Stuart S. Holland (photos 1939-1941); J.S. Stevenson (photos 1938-1942); H.S. Sargent (photos 1936-1941); R. Maconachie (1938-1940) and John D. Galloway, Provincial Mineralogist.

A small number of photographs were collected from private sources, including professional photographers. Some are attributed to the British Columbia Provincial Police. Approximately 50 per cent of the photographs are not attributed to a photographer.

Subjects include: mines, collieries, quarries, mineral veins and specimens; mining crews, equipment and operations; prospectors and placer mining activities; coke ovens, mills, smelters, concentrators and cement works; towns, modes of transportation; topographic features such as mountains, lakes, rivers, creeks. The photographers also captured a very wide range of subjects concerning British Columbia cultural and social history. Examples of this are First Nations activities and culture, including graveyards and bridges built by First Nations. The numbering system runs from 1 to 993. A single number may represent a series of photos on the same subject (for example: 1a, 1b, 1c, 1d).

The series also includes an additional 38 glass lantern slides from the 1920s with their own numbering system. Most of these slides were made of photographs taken by Edgar Fleming for the Bureau of Mines but also include some slides of maps and technical drawings.

Photographs and other visual material

This series consists of photographs, negatives, slides and architectural drawings created by various provincial mental health institutions from 1901 to 2002. These records regard the following institutions: New Westminster Provincial Asylum (later Public Hospital for the Insane or Provincial Hospital for the Insane), Essondale (later Riverview), Home for the Aged Coquitlam (later Valleyview), Home for the Aged Terrace (later Skeenaview), Home for the Aged Vernon (later Dellview), Crease Clinic, Colony Farm, Colquitz, Woodlands School, Tranquille and other medical facilities. Most records were created by the Essondale or Riverview Hospital Audio Visual Department.

Photos, negatives and slides cover a broad range of subjects which may overlap with or relate to other series of mental health photos at the archives. There are three broad categories of subjects: photos of institutions, pathological photos, and staff and patient photos. Images from these categories may all be intermingled together and specific subjects may be duplicated over multiple media types.

Photos of institutions include interior and exterior images of the buildings, facilities and grounds. This includes the construction and renovation of facilities. Most publicly operated mental health facilities in the Province are represented, as well as some additional medical facilities.

Pathological photos include images of adults and children with various mental and physical conditions or injuries, including full body shots and close ups. This includes close ups of human anatomy, dissections and brain samples. There are also images demonstrating various medical treatments patients underwent.

Staff and patient photos cover many aspects of daily patient and employee life. Many of the images document public events at the hospitals such as sports days, parties, dances, parades, graduations, opening ceremonies and other events. Additional subjects include patient leisure activities; recreational therapy; occupational therapy such as woodworking and sewing; patient care; hospital services such as laundry, food series, pharmacy and dentist; a variety of patient and volunteer programs; patients working at colony farm; staff demonstrating their work; passport style headshots of patients and staff; and group photos of staff from as early as the opening of the hospital.

Each media type is organized separately. They are represented by the following subseries:

  1. Photographs. Most photos date from the 1940s to 1970s, though altogether they range from the early 1900s to early 2000s. Almost all photographs are black and white, but some later ones are in colour. There are duplicates and copies of some images throughout the collection.

Each photograph will include varying amounts of information on its back. Some photos are unlabeled and include no information. Photos may be labelled with numbers, descriptions and/or dates. Many are stamped with Audio Visual Department, Mental Health Services, Essondale or Riverview. Some photos indicate the folder they were originally stored in and are labelled with an item number. These numbers likely relate to the organizational structure used by the Audio Visual Department and may correspond with the organization of other Mental Health Services photographs in the Archive’s holdings. It appears that when, or before, these photos were collected by the Riverview Historical Society they were removed from this organizational system and filed alphabetically by subject. The files are currently arranged alphabetically in two groups (one for each accession number).

  1. Large format photographs and albums. There are some large format prints and framed photos which were on display in the hospitals or Historical Society building. These photos are of patients and staff, including an early group photo of staff. These may be prints of older photos. There are also large scale prints of furniture sketches for the for the "Provincial Mental Hospital Mount Coquitlam", likely the Male Chronic Building.

Of the photo albums, three of them include similar photos of the interior and exterior of the Male Chronic Building, the first hospital built at Essondale, around its opening in 1913. The fourth album includes early portraits of patients labeled as having been diagnosed with Dementia Praecox, the original name given to Schizophrenia Kraepelin.

  1. Negatives. Most negatives are stored in their original envelopes, unless they required rehousing. Envelopes contain images related to a specific topic and may be labelled with a title, date and four digit number. Negative envelopes are arranged chronologically by this number up to number 3160. Many envelope numbers are missing. Negatives in container 972114-0009 were transferred separately but appear to have numbers which fit into this numbering system. Some envelopes are unlabeled or are missing some information. Envelopes may also include some associated photographic prints.

  2. Slides. Slides date from 1949 to the 1980s. They have been arranged into several groups based on the numbers written on individual slides. Slides are arranged chronologically by this number, or their date if they were not numbered. Note that there may be gaps in numbering. Slides in file boxes 3 and 4 have a variety of numbering systems, no numbers or only contain a date. They contain similar subject matter to A, B and P slides in the other file boxes. Numbers with A and B prefixes include images of institutions, staff and patients. Numbers with P prefixes document pathological images.

  3. Architectural plans. Plans date from 1920 to the 1980s. They cover Crease Clinic, Valleyview and other buildings on the Riverview/Essondale site at various points in time. There is also a master list of the Provincial Mental Hospital cemetery.

There are also memoranda prepared for the Provincial Secretary and reports and requests for information from the Provincial Police, Government Agents, District Engineers and other groups.

Hospital construction and equipping cost statements

Election records from Victoria

This series consists of poll-books, voters' lists, and correspondence relating to two landmark elections in British Columbia: the election of 1871 of representatives to the provincial legislature, and the election of 1872, called to elect provincial members to the Dominion House of Commons - respectively the first provincial election and the first federal election held in B.C. These records document B.C.'s last "open voting" elections (i.e. a secret ballot was not used). Compiled by A.F. Pemberton, Chief Returning Officer for Victoria, the records pertain to Victoria City, Victoria District, Esquimalt and Metchosin.

The election of 1871 was held in various parts of the province between October and December. It was conducted in accordance with the Colonial Election Regulation Act [34 Vic., No. 13, a statute which affirmed the practice of open voting (as opposed to the secret ballot). Thus, the poll books in this collection show the names of electors and the candidates for whom each elector voted. Voter's qualifications were determined by the colonial Qualification and Registration of Voters' Act [34 Vic., No. 156]. To qualify for the franchise, a voter had to be male, a loyal British subject, over twenty-one years of age, literate (at least able to write his name), and a resident in B.C. for no less than six months. In addition, qualified electors had to meet one of the following criteria: occupy premises with an annual rent of $40 or more; own freehold property having an assessed value of at least $250; have a pre-emption claim of 100 acres or more; possess a free-miners' license.

The Dominion election of 1872 was held under the authority of two federal statutes: the Interim Parliamentary Election Act of 1871 [34 Vic., c.20] and the Act to Re-adjust the Representation in the House of Commons, 1872 [35 Vic., c.13]. The first statute made provisions for holding a federal election in B.C.; the second confirmed the number of MPs to be elected from B.C. [6] and established federal electoral boundaries. 2 MPs were elected from the district of Victoria; 1 MP from the district of Vancouver (i.e. Vancouver Island north of Victoria and adjacent to the Gulf Islands); 1 MP for each of the districts of New Westminster, Yale, and Cariboo. Section 5 of the Interim Parliamentary Elections Act declared that the laws already in force in B.C. would apply to the election of 1872. Accordingly, polling for the province's first federal election was carried out under colonial legislation noted above. The Dominion election was also carried out in accordance with B.C.'s Corrupt Practices Prevention Act [34 Vic., No. 158], a colonial statute which stipulated that candidates had to declare all expenses incurred during their campaign. Hence the documents in Box 1, files 6 & 7 of this collection.

The records in GR-1667 relate solely to the Victoria electoral district. For elections to the provincial legislature, the riding included areas within the city's limits. Federally, however, the electoral district of Victoria embraced the City of Victoria and adjacent areas of Saanich (Victoria District), Esquimalt and Metchosin. A.F. Pemberton was the district's chief Returning Officer in both elections. In the provincial election -- held on 16 October 1871 -- Pemberton established the district polling station at the Police Barracks in Bastion Square. In the Dominion election -- held on 2 September 1872 -- he established six polling stations. The polls were open from 9:00 a.m. to 5:00 p.m. Three candidates contested the two Victoria seats: Amor DeCosmos, Henry Nathan and Robert Beavan. DeCosmos, and Nathan were elected. The results of the election, and returns from each of the polling stations, were published in the Victoria Daily Colonist (3 Sep 1872).

Ray Orchard interview

Orchard discusses: his childhood and education, the role of Lawrie Wallace on his life, going to Vic High, driving across Canada, working in radio and plays in England, getting married and moving back to Canada. Orchard then turns to his role in the 1971 centennial, and working for the Ministry of the Provincial Secretary. Discusses changes in the civil service when the NDP took over in 1972. Clare Copeland selling the provincial government time on the radio station CFAX. Ron Worley, an aide to W.A.C. Bennett, suggested Orchard be the voice of the government in the radio commercial. Commercial was called "Ask Your Provincial Government"; ran 5 times a day on Saturdays and Sundays. Difficulty in editing ministers responses; Orchard wanted the commercials to be informative, not just advertisements for the Social Credit Party. TRACK 2: Orchard continues discussing his role in the Ministry of the Provincial Secretary: Lawrie Wallace retained as deputy minister; Orchard's "Ask Your Provincial Government" was ended; duties he was responsible for as director of public information and personnel. Orchard says he has always been a generalist, so he liked the challenge of doing different things in the ministry. Discusses working with Mrs. McCarthy, Wayne Currie; satisfaction with the eventual split between the public information and the personnel roles; the new Socred government. (End of interview)

Films and videos

This series consists of films and videos held by the Provincial Mental Hospital, Essondale (later Riverview Hospital). Film dates range from 1930-1963 and videos as late as 1994, though many are undated. The majority of films seem to have been created by the hospital as records of operations and events, or as visual aids for medical studies. There is little to no information about the creation of these films or their contents. A few films have sign out cards in their cannisters, indicating staff were able to check them out and view them. All films have titles and some have dates or additional technical information. There may be multiple short films on a single reel or tape; each part has been identified with it's own title in the item list when possible.

Many films cover hospital events, such as patient dances, carnivals, graduations, parades, sports days and the opening of the Crease Clinic. There are films recording the Essondale grounds and building construction. There are also films regarding pathology, some of which are recorded in the GR-3420 index of pathological photographs. These films record various physical or mental conditions. They were generally filmed for particular doctors studying a condition or patient.

The series also includes a few commercial films likely used by the hospital for instructional purposes, and a copy of the National Film Board documentary titled "Breakdown".

Many of the films have video copies which may be more easily accessible. Films were not reviewed by archives staff. The existence of a video copy for particular films is estimated based on film descriptions and the contents of videos. Possible copies are indicated in the item list.

Correspondence and reports from Department of Provincial Secretary

This series contains miscellaneous correspondence and reports. These records were originally a part of the Provincial Secretary's central registry but, for reasons unknown, became separated from the department's main files. A wide variety of subjects are addressed in these records.

Many of the records in this unit concern investigations carried out under the authority of the Departmental Inquiries Act and the Public Inquiries Act. Many relate to conditions in public institutions and activities of government employees. Many inquiries relate to hospitals and schools in the province, including Vernon Mental Hospital, Tranquille Sanatorium, the Canadian National Institute for the Blind and Provincial Mental Hospital at Essondale. Other inquiries and Commissions include bribery of the Liquor Control Board, the Beban Mine disaster, Royal Commission on Dominion Provincial Relations, Inquiry into the death of John Meredith Sweeney and the state and management of the Quartermaster Stores of the Provincial Police Force.

The records also relate to child welfare programs, including the general management of the Provincial Industrial School for Boys and to the Girls' Industrial School, ca. 1930-1945. Additional documents in this collection relate to subjects such as squatters' claims at the Granville Townsite [Vancouver (1887)], to the Fraser River Flood Relief programme (1894), applications for seed, the Victoria Consolidated Hydraulic Mining Co., government perquisites, legislation, estates, and to proposed sites for the University of British Columbia (1910). "Anti-Oriental" petitions and voting returns of the 1924 beer-by-the-glass plebiscite also included.

Indian Reserve Commission records

The records in this series consist of correspondence and reports inward to the Provincial Secretary from the Joint Indian Reserve Commission (Alexander Caulfield Anderson, Dominion Commissioner, Archibald McKinlay, Provincial Commissioner, and Gilbert Malcolm Sproat, Joint Commissioner) which was agreed to in principle by the governments of British Columbia and Canada in November, 1875, and officially established by federal orders-in-council 444 and 779 of 1876. The records include minutes of decision; census of Indian population, livestock and acreage of reserves; and two memoranda dated 1869 by J.W. Trutch regarding disputes about Indian lands in Cowichan district.

Copies of correspondence inward to the Lieutenant Governor from the Commissioners and certain correspondence with Dominion Officials is also included in the record. The records are as originally filed. In most cases, the original Provincial Secretary's file number may be seen on the first document in a file, eg., for file 3 the number is 664/76.

Helmcken family papers

Papers of J.S. Helmcken and members of his family, including correspondence, 1848-1920, account books, 1871-1903, deeds, contracts, certificates, 1825-1890, medical notebooks, case books and account books, 1845-1890, notes and papers concerning the Beacon Hill Park Bowling Club, 1898-1914, rough notes and drafts for articles in newspapers, speeches, and reminiscences. Account books pertaining to the estate of Arthur Thomas Bushby, 1875-1901. Papers of Harry Dallas Helmcken, 1866-1894, and William Ralph Higgins, 1890-1903. J.S. Helmcken's confederation diary and reminiscences are also on microfilm. John Sebastian Helmcken was born in Spitalfields, London on 5 June 1824, the fourth child and eldest son of Claus Helmcken and Catherine Mittler. After attending St. George's German and English school from 1828 to 1839 Helmcken apprenticed himself to Dr. W.H. Graves as a chemist and druggist. On 2 October 1844, Helmcken registered as a student at Guy's Hospital, London, and in March 1848 was admitted as a Member of the Royal College of Surgeons. Two months later he was serving as surgeon aboard the Malacca until, on 12 October 1849, he received an appointment from the Hudson's Bay Company as surgeon and clerk for a five year term. Helmcken arrived at Esquimalt on 24 March 1850 and was first posted to Fort Rupert before being ordered to return to Fort Victoria in December 1850. On 27 December 1852 he married Cecilia Douglas, eldest daughter of Governor James Douglas. In 1856 Helmcken was elected to represent Esquimalt and Victoria District in the Legislative Assembly of Vancouver Island and served as Speaker of the Assembly until union with British Columbia in 1866. Governor Musgrave appointed Helmcken to the Executive Council of British Columbia in December 1869 while he was also serving as a member of the Legislative Council of B.C., and in the summer of 1870 he travelled to Ottawa as one of three confederation delegates from the colony. With the entry of British Columbia into Confederation in 1871, Helmcken retired from active politics. Helmcken also served as president of the Board of Directors of the Royal Hospital, remained physician to Victoria's jail until 1910, and contributed numerous articles on the early history of Vancouver Island in his later life. Dr. Helmcken died on 1 September 1920. The records include the papers of J.S. Helmcken and members of his family: correspondence, 1848-1920, account books, 1871-1903, deeds, contracts, certificates, 1825-1890, medical notebooks, casebooks and account books, 1845-1890, notes and papers concerning the Beacon Hill Park Bowling Club, 1898-1914, rough notes and drafts for articles in newspapers, speeches and reminiscences. There are also account books pertaining to the estate of Arthur Thomas Bushby, 1875-1901, and papers of Harry Dallas Helmcken, 1866-1894, and William Ralph Higgins, 1890-1903. J.S. Indian Advisory Committee files

The series consists of general files created by the Indian Advisory Committee and the Director, Indian Advisory Act, between 1947 and 1979 and consist of correspondence, committee member files, minutes, reports and subject files on various organizations and events relating to Indigenous people in the province.
The earliest files, 1947 to 1969, date from the time the Committee, often called the "Indian Inquiry Committee" or the "Provincial Advisory Committee" reported to the Minister of Labour via the Director, Indian Advisory Act. By 1957 the name of the Committee was established as the "Indian Advisory Committee" and by 1962 it was reporting to the Provincial Secretary.
The files contain correspondence, memorandums, news clippings, photographs, publications, maps and other records.

In addition there are files from 1969 to 1983 about the First Citizens' Fund, including meeting minutes and general files around projects supported by the Fund. These include ca. 325 photographs from 1970 to 1983, which were originally part of First Citizens' Fund project files (removed from the files before destruction in 1993) which have been maintained under their original project titles.
