The fonds consists of Lowe's photographs of local Coast Guard operations and his amateur film footage depicting construction of radio masts, buildings, and lighthouses, and general scenes on the west coast of B.C. The films also depict commercial and leisure activities in Victoria such as parades and water-sport events.

The majority of the fonds consists of records generated by the Victoria office of the Dept. of Transport. The fonds also includes copies of reports of formal investigations into shipping accidents submitted to the Dept. of Transport. The fonds includes documents filed in support of registration of ships and copies of investigation reports. Types of records include correspondence, declarations of ownership, registered court documents, bills of sale, ship registration forms, certificates of survey and inspections, and reports. Records include material from the offices of the Mercantile Marine Shipping Office of Vancouver, B.C. including ships articles, log books, statement of engineers fees from the steamboat inspector and a minute book from the ship Pollalloch (1888-1952); records from the Carmanah Point lighthouse including lightkeepers diaries, lightkeepers journals, diaries of the engineer, engine room diaries, engine room detailed reports, fog signal operating reports, fog signal operating reports, quarterly returns of stores, a notebook containing weather statistics (1891-1965); and a diary from the Fiddle Reef lighthouse (1903-1940).

Records from Mercantile Marine Shipping office (Vancouver)

The series consists of records created by the Federal Department of Marine and Fisheries (Vancouver Office) between 1888 and 1952. It includes agreements and accounts of crew, 1890-1952; and log books and other miscellaneous records, 1888-1938.

The following government ministries were responsible for the Mercantile Marine Shipping Office during the period that the records were created: Dept. of Marine and Fisheries (1888-1930), Dept. of Marine (1930-1936) and Dept. of Transport (1936-1952).

British Columbia Telephone Company fonds

The fonds consists of correspondence and telegram messages created by the Telegraph Creek telegraph office agents from 1949 to 1962. From 1949 to 1954 the Telegraph Creek office was run by the Government Telegraph and Telephone Service. From 1954 to 1961, the office was managed from the Vancouver office of the North-west Telephone Company. When North-west joined the British Columbia Telephone Company in 1961, the running of the exchange was managed by the British Columbia Telephone Company. The first file contains correspondence (1949-1956) between the Telegraph Creek agent and the supervisor either of the Government Telegraph and Telephone Service or the North-west Telephone Company regarding office facilities, supplies, payment, work duties etc. The rest of the files are arranged by month and year (1958-1962) and consist of telegram messages sent out and messages received in at the Telegraph Creek office.

Transaction Registers for ships registered at Victoria 1867-1908 and Vancouver 1891-1898 and 1917-1945. The reels also contain Registers for various Ontario, Quebec, Nova Scotia and New Brunswick ports 1841-1950. Among details to be found are where and when ship was built; owners; builders; number of decks, masts, details of rigging etc.; length, breadth, depth; tonnage; details of engines; changes of ownership and final fate of ship (i.e. reason for being taken off Registry). Some Victoria volumes are indexed.

Records of the Registrar of Shipping (Victoria)

This series contains the records of the Registrar of Shipping, Customs Office, Victoria, B.C. The records include documents filed in support of registration of ships consisting of correspondence, declaration of ownership, registered court documents, bills of sale, ship registration forms, certificates of survey and inspections, etc.

Transaction registers for ships registered at the Port of New Westminster, 1880-1889 (reel B09868), and 1889-1913 (reel B09869). The reels also contain Registers for various ports in Ontario, Quebec, the Maritimes, and for Aklavik in the N.W.T. Among details to be found are where and when the ship was built, owners, builders, number of decks, masts, details of rigging, etc., length, breadth, tonnage, details of engines, transactions relating to ownership and reason for being taken off registry. Carmanah Lighthouse records

This series consists of a variety of records related to the administration of the Carmanah Lighthouse from 1891-1965. The series includes 16 volumes of Lightkeeper's diaries; 12 volumes of Lightkeeper's journals; 9 volumes of Diaries of the engineer; 26 volumes of Engine room diaries; 6 volumes of Engine room detailed reports; 4 volumes of Fog signal operating reports; 9 volumes of Quarterly returns of stores; a Notebook containing weather statistics; and a published work on signals by the Great Britain Board of Trade "The international code of signals for the use of all nations" published in London by Spottiswoode and Company Ltd., 1911. Records are arranged chronologically by type of record.
