The file consists of a notebook (covers removed) by Elsie Turnbull titled "Reminiscences written by Elsie G. Turnbull regarding hospital insurance act." The notebook details the work of her husband Alexander Douglas Turnbull, who was the Minister of Health and Welfare from 1950 to 1952.
