Papers of J.S. Account books pertaining to the estate of Arthur Thomas Bushby, 1875-1901. Papers of Harry Dallas Helmcken, 1866-1894, and William Ralph Higgins, 1890-1903. J.S. Helmcken's confederation diary and reminiscences are also on microfilm. John Sebastian Helmcken was born in Spitalfields, London on 5 June 1824, the fourth child and eldest son of Claus Helmcken and Catherine Mittler. After attending St. George's German and English school from 1828 to 1839 Helmcken apprenticed himself to Dr. W.H. Graves as a chemist and druggist. On 2 October 1844, Helmcken registered as a student at Guy's Hospital, London, and in March 1848 was admitted as a Member of the Royal College of Surgeons. Two months later he was serving as surgeon aboard the Malacca until, on 12 October 1849, he received an appointment from the Hudson's Bay Company as surgeon and clerk for a five year term. Helmcken arrived at Esquimalt on 24 March 1850 and was first posted to Fort Rupert before being ordered to return to Fort Victoria in December 1850. On 27 December 1852 he married Cecilia Douglas, eldest daughter of Governor James Douglas. In 1856 Helmcken was elected to represent Esquimalt and Victoria District in the Legislative Assembly of Vancouver Island and served as Speaker of the Assembly until union with British Columbia in 1866. Governor Musgrave appointed Helmcken to the Executive Council of British Columbia in December 1869 while he was also serving as a member of the Legislative Council of B.C., and in the summer of 1870 he travelled to Ottawa as one of three confederation delegates from the colony. With the entry of British Columbia into Confederation in 1871, Helmcken retired from active politics. Helmcken also served as president of the Board of Directors of the Royal Hospital, remained physician to Victoria's jail until 1910, and contributed numerous articles on the early history of Vancouver Island in his later life. Dr. Helmcken died on 1 September 1920. The records include the papers of J.S. This series includes miscellaneous land sale vouchers, issued at Victoria, B.C. by Joseph D. Pemberton, Colonial Surveyor. It includes vouchers pursuant to the sale of fur trade lands of the Hudson's Bay Company and vouchers signed by various Vancouver Island treasury clerks.

This series consists of 14 pages of photocopied minutes of meetings of heads of departments with the Governor of Vancouver Island, including the Attorney General, Colonial Secretary and Surveyor General. The records are dated between 12 August 1861 and 14 March 1864 and were photocopied around 1977.

This series consists of a variety of records related to the Colony of Vancouver Island Treasury from 1853-1866. The majority of the records are various receipts, expenditures, estimates and financial statements of accounts. Accounts relate to a wide variety of government expenses, particularly those of the Land Office and transactions with the Hudson's Bay Company.

Other records include: a 1859 return of officers submitted to the Legislative Assembly detailing all employees of the colony, including their names, title, salary and remarks; an 1860 index of letters outwards including the date and subject; and a copy of the 1866 budget act with associated schedules.

This series consists of cash books used by the Colony of Vancouver Island treasury from 1859-1866. Cash books list receipts and payments in date order and are used to determine total assets at any given time. transactions are divided into receipts (debits) and payments (credits). Information is entered under the following headings: date of receipt or payment, number of voucher; from who received; name of the person or department making or receiving the payment; description of the receipt item or service; amount received or paid; and the waste book page number.

This series consists of financial journals used by the Colony of Vancouver Island treasury from 1859-1864. Journals are a type of financial record used in double entry book keeping to separate transactions into debits or credits. They are an intermediary record used to reorganize the chronological entries in rough day books or waste books into specific accounts, before they are ultimately copied into a ledger book. Information is entered under the following headings: amount, associated ledger folio number, associated waste book page, date, a description of the transaction, and if the transaction was a debit or credit. The end of each year includes a sheet summarizing the balances for various accounts.

This series consists of financial ledgers used by the Colony of Vancouver Island treasury from 1859-1865. Volume 1 covers 1859-1861. Volume 2 covers 1862-1865.

Ledger books are financial records in which each transaction is entered under a particular account or subject as a debit or a credit. The information may have been copied from a related daybook or journal before being sorted and copied into the ledger. Accounts can include anything that is a source of government income or expenditure, such as: salaries, rent, licences, postage, lighthouses, military, mining fees, roads, etc. Account names may be indexed.

Information may be entered under the following headings: date, related journal page, description of the transaction, and the amount. Debit transactions are recorded on the left side of a folio and credits on the right side.

This series consists of one financial waste book volume used by the Colony of Vancouver Island treasury from 1859-1860. Waste books are rough account book in which transactions are recorded as they occur. Waste book entries are often transferred to day books prior to summary in journals and ledgers. These transactions are entered chronologically by date and are arranged under various accounts. Information may be entered under the following headings: date, related journal page, head or service or a description of the transaction, amount and total.

This series consists of one receipt stub book for liquor licenses sold by the Colony of Vancouver Island in 1867. The stubs list the number of the licence, date, name of the applicant, and the amount paid. Only a portion of the book has been used.
