The fonds consists of Gordon Dubberley's photographs of the wood processing plant, of employees, and of community activities at Woodfibre, B.C. The photographs were taken between 1948 and 1958.

The collection consists of films and sound recordings accumulated or created by James M. Bogyo in his work with Rayonier Canada and the British Columbia Power Commission. The films depict logging on Vancouver Island and the activities of the BC Power Commission. The sound recordings include speeches about the Columbia River Treaty at Northwest Power Convention meeting in Victoria, April 1962; an interview on the building of Bella Coola road; and interviews with Hugh Keenleyside and Jim Cordy.

Predecessor companies, textual records

The series consists primarily of textual records of the companies which previously owned and operated the assets purchased by Western Forest Product Ltd. in 1980.

Record types include: correspondence; maps; scrapbooks; accounts and shareholder ledgers and accounts books; cash books; company bylaws; crown grants; financial statements; general ledgers; indenture records; letters patent records; logging estimates; management licenses; memorandum and articles of association; minute books including minutes of directors and shareholders meetings; annual meeting records; annual reports to shareholders; notices of incorporation; pulp leases; pulp licenses; share certificates and receipts; registers and ledgers regarding shareholders; stock books; stock registers; cruise and timber reports, estimates and licenses. The files include a small number of photographs which are integrated with the textual records.

The series is made up of two accessions. The records of accession MS-1996 are predominantly those of Whalen Pulp and Paper Mills Ltd. dating from 1917 to 1923, and include records of Whalen’s predecessor companies. The series consists of records of the following companies (including but not limited to): British Columbia Sulphite Fibre Company Ltd., Colonial Lumber and Paper Mills Ltd., Empire Pulp and Paper Mills Ltd., Canadian Puget Sound Lumber and Timber Company, and Trans-Pacific Lumber Company Ltd.

Accession MS-1996, on its arrival at the archives, included approximately 600 photographs. At that time, the photos were separated from the textual records; these photographs can now be found in the series MS-3216 -- “Predecessor companies photographic records.”

The records of accession 89-1392 predominantly represent the activities of the Alaska Pine Company Limited and its wholly-owned subsidiaries: Jones Lake Logging Co. Ltd (incorporated June 17, 1942); Alaska Pine Trading Limited (incorporated March 4, 1946); and Great West Lumber Co. Ltd. The accession also includes records of Universal Lumber & Box Company Limited and its wholly-owned subsidiaries: Alaska Pine Sales Ltd. (incorporated February 28, 1946); Empire Machinery Limited (incorporated March 1, 1947); Alaska Pine Purchasing Limited (incorporated January 24, 1947).

Accession 89-1392 also includes records of: Alaska Pine Lumber Toronto Ltd. (incorporated September 9, 1949); Island Logging Company, Limited; Island Wharf & Dock Co. Ltd. (incorporated October 29, 1951); Emory Creek Logging Co. Ltd. (incorporated October 17, 1942); L & M Machinery Co. Ltd. (incorporated December 28, 1949); Marine Transport Limited (incorporated February 27, 1946); Northern Universal Lumber Company; Pioneer Timber Company (incorporated October 3, 1933); Quatsino Logging Ltd. (incorporated June 30, 1960); Southern Enterprises Ltd. (incorporated June 18, 1949); Totem Shingles (1951) Ltd. (incorporated August 1, 1951); Vancouver Island Towing Company Limited (incorporated May 31, 1911); Vancouver Milling and Grain Co. Limited; Shelly Logging Ltd.; Canadian Puget Sound Lumber and Timber Co. Note that this list is not exhaustive.

Note that PR-0109, Vancouver Milling and Grain Company fonds, was donated to BC Archives by Western Forest Products Ltd. and may be of interest as it compliments these records.

The series includes files on the corporate history of British Columbia Pulp and Paper Company Ltd., Whalen Pulp and Paper Mills Ltd. and predecessor companies; it also includes a company history of Rayonier Canada Limited.

The records of accession 89-1392 have been maintained in the order in which they arrived at BC Archives, according to a provided box list.

The Ballad of Jim Cordy

RECORDED: [location unknown], [1978?] SUMMARY: An interview with 89-year-old Jim Cordy, who has lived in the Cape Scott area since 1927.;

SUMMARY: Contents unknown. Both discs have printed labels that read: "An Al-Mac Recording / Alan Macey Sound Co. / Studio / 823 Broughton Street / Victoria, B.C. / Phone 2-8332", but the section for title/cont;ent information has not been filled in. Considering the donor's connection with the B.C. Power Commission and with Rayonier, these discs may contain radio spots for one or the other.;

Western Forest Industries Ltd. fonds

The fonds consists of company business records which relate to the full range of its activities in logging, lumber and shingle production, and marketing of its products. Most of the records concern the plant at Honeymoon Bay, the logging camp at Gordon River, and the facilities and residences built for employees at those locations.

The fonds includes records of predecessor companies (records created prior to the founding of Western Forest Industries Ltd. in 1946). It also consists of records of the companies that had majority ownership of Western Forest Industries Ltd., including Alaska Pine and Cellulose Ltd. and Rayonier Canada (B.C.) Limited, (and the owner of the latter, after 1968, ITT Rayonier Incorporated).

The fonds consists of general office files, in four different series, dating primarily from ca. 1949 to 1981. These records were created by the following departments and offices: the manager, accounting, sales and production co-ordinator, boom department, powerhouse, forestry/engineering, electrical, logging division, mill superintendent, and personnel.

The fonds also consists of technical and architectural drawings, blueprints, maps and plans; these are in two different series: CM/ES4 and MS-1333.K. Most of the maps and plans relate to land, timber holdings, and logging and forestry issues. The technical drawings and blueprints relate to mills and mill equipment, and to buildings and facilities for the worker communities at Honeymoon Bay and Gordon River. Some of the maps, plans and drawings were created by predecessor companies prior to 1946.

The fonds also consists of ca. 900 photographs (colour and black & white), including prints, slides, and negatives. (Many of the latter are undeveloped). The images include the Honeymoon Bay plant, townsite and environs, workers, equipment and logging locations.

Western Forest Industries Ltd.

Western Forest Products Ltd. fonds

The fonds consists of records transferred to BC Archives by Western Forest Products Limited, and is divided into two series: MS-3216 - Predecessor companies, photographs, and, MS-1996 - Predecessor companies, textual records. The records were inherited by Western Forest Products Ltd. when it acquired the B.C. holdings of Rayonier Canada Limited in 1980. These inherited records therefore represent the activities of predecessors of Western Forest Products Ltd., including Rayonier Canada (B.C.) Limited, Whalen Pulp and Paper Mills Ltd., British Columbia Pulp and Paper Company Ltd., Alaska Pine Company Limited (later, Alaska Pine and Cellulose Ltd.) and Universal Lumber and Box Company Ltd., formerly Universal Box Company Ltd. The fonds includes the records of many other smaller predecessor companies dating back to the early 20th century. These companies were the early owners and operators of assets such as the pulp mills at Woodfibre and Port Alice, which passed to WFP in 1980.

It can be assumed these records were in the possession of Western Forest Products Ltd., whether used or not, in the period 1980 to 1985. It is also assumed that prior to that, they were in the possession of the immediate predecessor to WFP, Rayonier Canada (B.C). Limited.

BC Archives received two transfers of records at different times. In 1984, James Buttar, President, Western Forest Products Ltd., Vancouver, presented records (accession MS-1996). On its arrival at the archives this accession included photographs; these photographs and the textual records were then separated. Photographs were transferred to Visual Records accession 198403-001. The textual records received the series identification MS-1996.

On 1985-04-25, BC Archives received accession 89-1392, (originally accessioned as 85-041). These were donated by Ray Collins, Manager, Western Forest Products, Lost Lake Seed Orchard, Victoria.

In 2015, rearrangement was done by BC Archives. The textual records of accession MS-1996 and 89-1392 were combined in one series. This was done because of the common nature of the records (these textual materials all were donated by Western Forest Products Ltd., had been inherited by them, and were originally created by the same predecessor companies.

In the other aspect of the archival rearrangement, the nearly 600 photographs which had been separated from accession MS-1996, and had become Visual Records accession 198403-001, were re-integrated into the arrangement at the fonds level. They have not been re-merged with the textual records of MS-1996, but have been added as a new series, “Predecessor companies, photographs,” MS-3216.

Western Forest Products Ltd.

Western Pulp Ltd. Partnership fonds

The fonds consists of the records of Western Pulp Ltd. Partnership, mainly pertaining to the company’s Woodfibre pulp mill near Squamish, B.C. A very small number are records (mainly photographs) which pertain to the company’s pulp mill at Port Alice on northern Vancouver Island.

Most of the records date from after 1983, the year Western Pulp Ltd. Partnership was formed. However the fonds also consists of pre-1983 records which were inherited from the previous owners of the Woodfibre and Port Alice operations. Of the pre-1983 records, the majority date from the 1960s and were created by Rayonier Canada Limited.

A mill had been in operation at Woodfibre since 1912, when the British Columbia Sulphite Fibre Company Ltd. began pulp production at Mill Creek (the community was renamed Woodfibre in 1921). In 1917 ownership of the mill passed to Whalen Pulp and Paper Mills Ltd., who, in the same year, began operations at Port Alice. In 1925, these assets were purchased by the British Columbia Pulp and Paper Company Ltd., who operated the mills until 1951. At that time, the Alaska Pine Company Ltd. (owned by the Koerner family of Vancouver) joined Toronto-based Abitibi Power and Paper Company Ltd. to purchase the British Columbia Pulp and Paper Company Ltd. When the purchase was completed the combined properties of Alaska Pine Company Ltd. and the British Columbia Pulp and Paper Company Ltd. were merged. On April 25, 1951 the British Columbia Pulp and Paper Company Ltd. became Alaska Pine and Cellulose Ltd., with ownership split between the Koerner interests and Abitibi. This company now owned the pulp mills at Woodfibre and Port Alice, and employed 4,950.

In 1954 the Koerners sold their controlling interest in Alaska Pine and Cellulose Ltd. to Rayonier Inc. of New York. Alaska Pine and Cellulose Ltd. continued, now controlled by Rayonier. By 1959 Rayonier had purchased the balance of the stock, and on September 16, 1959 the Alaska Pine and Cellulose Ltd. name was changed to Rayonier Canada Limited. A second company, Rayonier B.C. Limited, was also incorporated, and in 1961 the name of that company was changed to Rayonier Canada (B.C.) Limited., who owned and operated the pulp mills until 1980.

Under Rayonier, in the 1960s, the houses in the Woodfibre townsite were demolished and families moved to Squamish and other Howe Sound communities.

It is not possible to state with certainty the function and activities which generated the records. However, a very large proportion of the records are photographs of construction projects in the mid-1980s; it appears the company intended to document the major mill modernization program of that period at Woodfibre.

In the pre-1983, inherited records, there is a particular emphasis on water-related subject matter. This includes: water supply, water licenses, water power, storage and water system infrastructure, dams, and water and precipitation data recording. Other significant subject matter of the pre-1983 records includes the mill’s appraised value and viability, property and land surveys, and historical writing about Woodfibre.

The archivist did not discover any original classification system. The archivist established artificial series based on: (1) whether the records were created by the company after 1983, or whether they were created by predecessor companies before 1983; and (2) the type of physical form and the creator’s rough organization. For example, the creator assembled most of the photographs generally in chronological order, mounted in photo albums.

Photographs are the predominant documentary form, including prints, negatives and 35mm slides. To a lesser degree, the fonds includes textual material, maps, plans, diagrams, and technical drawings. In the textual records, reports and studies (for example, by engineers and appraisers) are prominent. There are also company annual reports, year-end reviews, company newsletters and collected publications. There is a relatively small amount of correspondence and memoranda.

Note that by 2004, the term “Partnership” no longer appears in the company title, and the term “Woodfibre” was not officially used; therefore, records may refer to “Western Pulp Limited -- Squamish Operation” (or “Squamish Division”).
