Records of the Attorney General

This series consists of subject files, correspondence and other records from the Office of the Attorney General from 1945-1972, 1974-2001. The records document all aspects of the Attorney General's role, including: advice to Cabinet; political oversight of the ministry; and involvement in inter-ministerial and inter-governmental initiatives. Files relate to all branches and functions of the Ministry of Attorney General and many include an overview of the work conducted by various branches of the ministry.

The majority of records are annual subject or correspondence files documenting the Attorney General’s liaison with government ministries and other government bodies, such as BC Ferries and BC Hydro. For earlier records, this includes annual correspondence files with Members of the Legislative Assembly, Ministers, and a few members of the public such as concerned citizens, and representatives of various organizations or companies. These files may contain correspondence in and out, alongside related reference material. In later series outgoing correspondence may be filed separately as flimsies (outgoing correspondence sent by the Attorney General). Some of the flimsies reply to correspondence written by members of the public and subsequently forwarded to the Attorney General from various officials for a response.

In addition, many records are copies requiring review or approval by the Attorney General, such as requests for legislation, and orders in council (OICs) and related background information.

Other types of records vary over the years and may include: Police Board records, including minutes; settlement offers with First Nations; Police Services complaints commission records; Human Rights Tribunal records, including reasons for decision; annual reports; legal opinions; press releases; newspaper clippings; staff personnel records; newsletters; correspondence; statistics; reports; budgets; audits; Freedom of Information requests; Treasury Board submissions; newspaper clippings; court records; files related to sessions of parliament including Bills, notes and responses to questions; daily journals or agendas (these are the only records in the series covering the years 1945-1951); briefs submitted to Cabinet from interested third parties. Many records appear to be informational to keep the Attorney General informed about various issues or the progress of programs and projects.

The subjects included in these records are extremely diverse, as the Attorney General interacted with all branches of government. A few prominent subjects include: liquor control, Doukhobors, Policing, allegations of corruption and abuse of authority by government officials or police, horse racing, conferences, Royal Commissions, Bank of British Columbia, Columbia River Treaty and power development project, and Dominion Provincial Conferences.

The records include a VHS videotape providing an overview of Thomas R. Berger’s report addressing claims of sexual abuse at Jericho Hill School for the Deaf. The videotape also contains the Attorney General at the time, the Honorable Colin Gablemann’s ministerial statement tabling Berger’s report to the Legislature on June 28th, 1995.

Correspondence with regard to provincial gaols

The series consists of correspondence created by the Superintendent of Police from 1910 to 1912. The letters, both inward and outward, are about Provincial gaols (jails) at Kamloops, Nanaimo, Nelson, New Westminster, Burnaby (Oakalla) and Victoria. The subjects covered include personnel and staffing matters, rules for convicts, transfer of prisoners, tenders for services and supplies, uniforms, accounts and other matters. During these years F.S. Hussey and Colin S. Campbell held the position of Superintendent of the Provincial Police, which included the responsibility of the Inspector of Gaols.

Provincial Game Warden records

This collection is comprised of records relating to the development, implementation and administration of game management policies in British Columbia from 1905-1927. It includes correspondence, reports, vouchers and licences, as well as information regarding firearms regulation and prosecutions under game laws. Records were created by the Provincial Game Warden, Deputy Game Wardens and other related staff.

Researchers will find these records particularly useful for tracking the development and implementation of early provincial game management policies. General correspondence and reports from Deputy Game Wardens throughout the province contain information regarding the status of game in various areas over time. Difficulties in enforcing policies such as regulation of trophy hunters and the need for firearms licences are documented in these materials. Development of the game base as an economic resource through payment of licence fees, and international promotion of the province as a sportsperson's centre, were key components of A. Bryan Williams' approach to game management and the results of this can also be studied in these records. Conflicts between the provincial approach to the game resource and that taken by some Indigenous peoples can be studied in this collection. Additional subjects include fishing, fur farming, wildlife management and conflict between hunting with other forms and land and resource use. Many of the Deputy Game Wardens saw military service abroad during World War I and the records include some relevant correspondence.

Records of the Superintendent of Police

This series consists of a variety of administrative and operational records from the office of the Superintendent of the BC Provincial Police Force. The series includes records from 1861-1936, but records are predominantly from 1903-1936.

The wide variety of records have been arranged into 6 sub-series of records:

  1. Administrative : equipment, statistics and finances. Most files consist of forms, correspondence or reports and statistics submitted from police divisions, districts and stations across the province to the Superintendent’s office. Some of this information was compiled into various ledgers in the Superintendent's office. Records regard lockups and stations; car, launch and mileage reports; Gasoline Tax Act exemptions; monthly financial analysis; monthly crime analysis, revenue analysis and collections; monthly revenue analysis submitted to the Attorney-General; monthly and annual financial statements for provincial police expenses in each municipality; and inventories of government property or equipment.

  2. Administrative : personnel. Records include staff pay lists; lists of constables; and advances for constable expenses. This includes staffing data complied to answer questions asked of the Attorney General in the Legislative Assembly regarding staff who left police service and soldiers returned from World War I.

  3. Operational : licences. This includes correspondence regarding the issuing of licences and records regarding the applications and issuance of licences. Licences issued by the Superintendent of Police evolved over time and include firearm licences, retail licences, trade licences, wholesale licences, liquor licences, and licences to operate an employment agency. See sub-series 4 for motor vehicle licence and GR-0446 for additional records regarding firearm, fishing, hunting and game licences.

  4. Operational : motor vehicles licencing. Records regard the application, issuing, renewal and transferring of licences; payment and refund of licencing fees; accidents; as well as incidents related to the cancellation or suspension of licences throughout the province.

  5. Operational : miscellaneous correspondence. Relates to a variety of subjects such as Special Constables at Sooke Lake Reservoir, licence districts, Industrial School supplies, and other subjects.

  6. Operational : miscellaneous subject files and other records. Subjects include murders of August Carlson and Indigenous men Zelak and Kwa-zitl, Pinkertons investigations looking for wanted persons, a 1909 Cariboo stage coach robbery, hotel and liquor licence inspections, and the admittance of Lord Verney to a mental hospital. This subseries also includes some 1918 circulars and examples of cattle brands burned onto pieces of wood.

Skills development and fair wage investigation case files

The series consists of skills development and fair wage investigation case files created between 1992-2004 by the Ministry of Skills Development and Labour (2001-2005), and its predecessors: Ministry of Labour (1996-2001), the Ministry of Skills Training and Labour (1993-1996), and the Ministry of Labour and Consumer Services (1986-1993) in British Columbia. These records document the investigation of alleged non-compliance with fair wage legislation, which was enacted in 1993 and rescinded in 2001. The Skills Development and Fair Wage Act (RSBC 1996, c. 427) required that all privately contracted work on public construction be done by certified trades’ people who received a minimum standard of pay based on prevailing union rates. This function is no longer performed by the Employment Standards Branch.

The records consist of project report forms and supporting documents, site visit report forms, investigation status report forms, site closure forms, demand for employer’s records, audit records, determinations, compliance orders, violation tickets, appeal records, court documents, and copies of payment. The files are arranged by construction project name. A few of the files are arranged by topic. These records are classified under 72100-60 skill development and fair wage investigation case files of the Employment Standards ORCS (schedule 112971).

Included in the collection are miscellaneous records acquired from sources including the O'Reilly and Trutch families, Helmcken family, and the Supreme Court of British Columbia. The O'Reilly and Trutch records consist of family correspondence and records relating to Peter O'Reilly's career, particularly his work as the Commissioner of the Indian Reserve Commission. The Helmcken records include correspondence both made and received by John Sebastian Helmcken and James Douglas Helmcken, records relating to J.S. Helmcken's position in the colonial and provincial governments, and estate records. The Supreme Court records include correspondence of Sir Matthew Baillie Begbie, trial records, affidavits, bankruptcy files, estate files and other miscellaneous records. There are also miscellaneous records relating to a number of other notable personalities including the Mesher and Pauline families, J.A. McTavish, J.W. Bushby, W.R. Higgins, David McKean, William Manson, and Josephine Crease. Also includes records of organizations including the Victoria Jockey Club. Provincial Police records relating to the Victoria district

The series consists of records created by the British Columbia Provincial Police between 1877 and 1925. The records relate to the Victoria district and include the following: Police and gaol diary, 1877; Provincial Police record books, Jan. 1894 to Nov. 1898; office diaries, 1911 to 1914 and 1921 to 1924; report book, 1916 to 1925; files relating to informations, warrants and depositions, 1893 to 1909; and deposition case files from 1919 to 1923 and 1925.

The series also includes correspondence files from Otway Wilkie, Senior Police Constable, Victoria, dated 1922-1923. This position is also referred to as the Officer commanding “A” Division. “A” Division of the BC Provincial Police Force included subdivisions for the Victoria and Vancouver regions, but had its headquarters in Victoria. The Senior Constable may have been located in the same office as the Police Superintendent, which was responsible for the entire province. Many records are to or from the Superintendent or include stamps from the Office of the Superintendent. These records include circulars, correspondence, game reports, coroner inquisition records, reports on various crimes. Correspondence may be with other police officials or from public reporting or providing information on crimes.

There is also a scrapbook of newspaper clippings from the Vancouver Daily Province from 1927-1928 created by the Victoria Criminal Identification Department. The clippings relate to a variety of crimes reported in the paper. They are arranged by date and indexed by name of the individuals in the paper. The scrapbook was likely used as a reference for tracking repeat offenders.

The series consists of indexes to correspondence files relating to the administration of Crown lands and natural resources. The records were created in 1980 from a computer print-out of various departmental indexes and includes references to files created by various branches of the Dept. of Lands and Works (1872-1908), the Dept. of Lands (1908-1945), the Dept. of Lands and Forests (1945-1962), the Dept. of Lands, Forest and Water Resources (1962-1975) and the Ministry of Lands, Parks and Housing. It provides access to active, microfilmed and obsolete O series files and pre-1918 files.

The records consist of one subject index and two lists which can be used to identify and locate Lands Correspondence files. They are not comprehensive, as they do not cover all the correspondence files created between 1871 and 1986.

The index and lists may be used to locate a file number for a subject area of interest, or to determine the subject of a file when only the number of the file is known.

Note that a listing in these documents does not necessarily mean that the file is held at the BC Archives. Many active files remain with the Crown Land Registry.

The series consists of a copy of a 1981 file check list to Lands correspondence "O" files (or O series) 1918 to 1970, created by the Surveys and Land Records Branch.

The checklist lists O file numbers 1 to 40,000, arranged numerically. Inactive files, which were transferred to the BC Archives in 1980 and 1981 and returned in 1997, have been annotated in the list with an original box number.

The checklist stayed in the Archives reference room in a box marked GR-0991 box 1 from 1997 to 2019.

Correspondence files ("O" series) with regard to Crown lands

This series contains microfilmed copies of O series correspondence files relating to the administration, management, conservation and development of Crown Lands and natural resources.

These correspondence files were microfilmed by the Lands Branch in 3 stages between 1955-1958, 1970-1975
and 1982-1986 resulting in 9 sets, or runs, of files. Many files are missing and researchers should go directly to the Ministry for access to the originals when they are looking for specific complex issue files or those that may not have been microfilmed.

Many of the microfilm reels contain amendments or updates to previously filmed correspondence files. These amendments are usually found at the beginning of the reel and, except for the last three files on reel B10989, are not noted on the file list.

Summarized within the finding aid are the three microfilming projects. For reels between B10918 and B10989 that were microfilmed in 1986, the lowest file number beginning a sequence may represent the start of a new range of file numbers, an amendment or update, or a file filmed out of numeric order. Check these last 72 reels carefully because many files were filmed out of numeric order.

Bureau of Mines photograph albums

The series consists of photographs taken by or collected by the Bureau of Mines, where they were compiled into 30 photograph albums. Some of the albums, or parts of the albums, were compiled at the end of the year's work and were intended by the Provincial Mineralogist to document his annual summer field work throughout the province.

Many of the photographs were published each year in Department bulletins and in the Annual Report of the Minister of Mines. There is a coding in the albums which indicates that a photograph was used in the Annual Report. For example, “R1925 - A182” signifies that the photograph was used in the 1925 Annual Report of the Minister of Mines on page A182. Each Annual Report of the Minister contains narrative descriptions of the field trips taken by the Provincial Mineralogist and other Bureau of Mines staff, so it is possible to trace the relationship each year between these field trip narratives and the photographs.

W. Fleet Robertson (Provincial Mineralogist from 1898 to 1925) took some of the photographs. Beginning ca. 1906, Harold T. Nation was an assistant to the Provincial Mineralogist, and travelled with him on his summer field trips, taking photographs, compiling many of the photo albums and indexing them. Exceptions were the years 1914-1917, when Nation served in the military in Europe, after which he returned to his former position. Others from the Bureau of Mines who contributed to the creation of the albums include: W.A. Carlyle, (W. Fleet Robertson's predecessor as Provincial Mineralogist); J.D. Galloway (Robertson's successor); Herbert Carmichael (an Assistant Mineralogist); and Newton W. Emmens. They took photographs or directed that photos be taken to document their work in the field. Many photographs are labeled “B.C. Bureau of Mines” but the photographer is not identified.

Some of the albums, or parts of albums, appear to have been compiled, not an annual basis, but at a later date, and were labeled “miscellaneous.” They relate to the mining industry, geology, mineralogy, and local culture, but are not related to the annual field trips. The Provincial Mineralogist's office collected some of these from private sources including mining companies and miners. Professional photographers whose work is found in the albums include: R.J. Hughes (Trail, BC), Hughes Bros. (Trail, BC), Joseph F. Spalding (Fernie, BC), Carpenter & Co. (Rossland, BC), Carpenter & Millar (Rossland, BC), The Dominion Photo Company (Vancouver), Richard H. Trueman (R.H. Trueman & Co., Vancouver), E.F. Tucker, and Leonard Frank. There are a small number of photos taken by Charles Camsell of the Geological Survey of Canada, 1911, so it is possible others were taken by federal government employees.

Subjects include a very wide range of industrial and cultural activities and geographic features. These include: mines and mining operations and equipment; mining camps, prospectors, miners' houses, powder magazines, first aid teams, fire brigades, mine rescue squads and stations; immigrant workers; refineries, smelters, coke ovens, concentrators, brickyards, slag dumps and tailings; railways and rail trestles; boats, scows, ships, and dredging; landscape and terrain features including rivers and mountain ranges; mining industry towns, schools, hospitals, hotels, churches, government offices and wireless offices; First Nations activities and culture, including totem poles, grave sites, and villages; whaling and whaling stations; horse pack trains, Hudson's Bay Company posts; and conferences and congresses attended by Bureau of Mines staff.

Many of the photos are annotated with directions for the printing/publication process. Many are pieced together to create panoramas. Some albums have accompanying individual indexes and some have been indexed in the master alphabetical index.

Records include certificates of pre-emption, certificates of improvement, lot register of Group 1, Cariboo District, sale of town lots of Richfield, Barkerville, Cameronton, and Quesnellemouth, and certificates of purchase. Also contains water rights recorded for irrigation purposes and an accounts book.

Some certificates are from Osoyoos Division, Yale District. There is an index at the back of each volume. Some records may relate to Vernon and Fairview as well.
