Investigation into the collapse of the Save-On Foods and Drugs building in Burnaby by Dan J. Closkey, Commissioner. Includes reports, transcripts of proceedings, submissions and briefs, exhibits, secretary's files, and reference material. 13 videocassettes of videotaped proceedings from 17 June to 6 July 1988 transferred to Sound and Moving Images (Acc. No. V1989:11/1-13).

Proceedings were videotaped by Westcoast Cablevision from June 17 1988 through to the end of the public hearings on July 6 1988. They were broadcast live, rebroadcast in Burnaby, Vancouver, Richmond, Coquitlam, Port Coquitlam, Port Moody and Maple Ridge. 13 video cassettes were transferred to Sound and Moving Images [Acc. No. V1989:11/1-13].

Strathcona Park Advisory Committee records

This series consists of records of the 1988 Strathcona Park Advisory Committee (SPAC) under the Ministry of Environment and parks. The committee collected public input regarding the future uses and management of Strathcona Park. The majority of records consists of submissions received from the public, exhibits submitted to the committee and audio tapes of public hearings.

Submissions are each labelled with a sequential submission number and page numbers. Some submissions may be missing or filed in the incorrect order. Submissions can consist of a completed submission form from the committee, letters, and larger reports or information packages. Some include photos and maps. Submissions were completed by private citizens, impacted members of industry such as the Cream Silver Mine, Environmental and Naturalist groups, government employees and First Nations, such as the Nuu-chah-nuulth Tribal Council.

Exhibits include a variety of reports, maps, legislation and other material reviewed by the committee. Report authors include federal government, Cream Silver Mines, BC Hydro, Ministry of Environment and environmental consultants.

Audio tapes record the public presentations held to collect public statements and discuss questions related to the park. Several hearings were held across the province. Tapes are named with the first letter of the date, tape number, and side (A/B). Tapes do not have any index listing the speaker or location of the hearings.

Additional records include contracts for all committee members, public briefs submitted to the Ministry and correspondence including, requests to address the committee at public hearings, copies of correspondence received by the Ministry of Environment and Parks and sent to SPAC for reference or reply and correspondence with libraries to provide reference material to impacted communities.

Submissions and exhibits are each organized by number. There is an index included in the file list for the submissions. There is no index for exhibits or hearing tapes.

This series contains a study on the organization and administrative systems of the Forest Service together with recommendations for departmental reorganization done by Stevenson and Kellogg Ltd., Management Engineers for the Ministry of Lands and Forests, presented to E.T. Kenney, Minister of Lands and Forests, September 26, 1951. These recommendations were partially implemented by the Departmental reorganization of June 10, 1952.

Stumpage adjustment summary reports

The series consists of stumpage adjustment summary reports generated by the Revenue Branch of the Ministry of Forests. These are reports that have been printed from the Ministry of Forest computer system. They were used determine the fees to charge forest companies.

The files cover all areas of the Province and were created in accordance with the Forest Act (RSBC 1996, c. 157). The Province is divided into two appraisal regions for the purposes of stumpage. These regions are the Coast and Interior and each of these is documented in separate reports.

Most of the reports document the mean value index for timber and help forecast the revenue to the province. The reports have a wide range of information and include district summaries, rate calculations arranged by district, value of species, and mark volume.

The ministry ran reports from January, April, July and October. Each report is dated and named and there are also coloured sheets of paper at the front of each file that correspond with the month of the report. Blue sheets are from January, green sheets are from April, pink sheets are from July and yellow sheets are from October. The records arrived in the archives in no discernible order. The archives has arranged them by date and region.

These records are classified as 21710-30 in the Forest ORCS which states that the records are retained for seven years by the ministry and then transferred to the archives.

Subject files from the Port Alberni Forest District

The series consists of subject files from the Port Alberni Forest District. These files were created as part of the regular activities of the district office and include both operational and administrative files. The majority of files relate to tree farm licences (TFL) although there are also a few files that relate to log salvage, Cascara bark use, and water licences.

The series contains correspondence, circulars, reports, maps and ledger sheets. The files are arranged by their classification number. The files classified as 870-3 relate to tree farm licences. These consist of the vast majority of files in this series. The 860 files consist of permit and licence applications.

The majority of the TFL files relate to the administration of tree farm licences 20 and 21 which are located in the Clayoquot area of BC. The correspondence with the licensee deals with administration and management of the TFL. This includes issues with the licence, amendments to the licence, the stumpage rates, amendments to the licence, future cutting plans, includes copies of the licence and subsequent amendments. Some of the material in the files duplicate the material in the main TFL series of GR-3659.

There is information relating to stumpage rates. There are many letters from the ministry to licensees about rates. The series also contains ledgers that were used to calculate the stumpage fees. The administration and policy files contain documentation about how the ledgers functioned.

The series consists of two copies of a three volume submission to the Royal Commission on Forestry by the Bureau of Economics and Statistics. It includes a statement showing the amount of timber held under all types of tenure, by individuals and firms in B.C. during 1938 and 1944.

These submissions were not suitable for the anthology, British Columbia: A Centennial Anthology, but because of their historical content they were loaned to the Provincial Archives for microfilming. Contents include submissions by 11 people on a wide range of subjects. There are 3 manuscripts and 18 transcripts, mostly reminiscences of pioneers, and people recording family history information.

This microfilm contains submissions to the British Columbia Centennial Anthology editorial committee. These submissions were not suitable for the anthology, British Columbia: A Centennial Anthology, but because of their historical content they were loaned to the Provincial Archives for microfilming before they were returned to their authors or sources.

Succession and probate duty registers.

Entries in volume 1 are in numerical order with no precise date provided. Entries provide name, whether by probate or letters of administration (P or A), duty paid, and remarks (sometimes date of death, special circumstances, etc.).

Entries in Volume 2 are registers (arranged alphabetically) of estates indicating probate and succession duties. Entries include name, date, number, duty paid, registry, and remarks.

Succession duty/probate fees index cards. These records were created by the Income Taxation Branch to track location of probates and payment of succession duties and constitute the only centralized probate index for British Columbia prior to 1980. The index cards are arranged by the name of the deceased and provide the name of the registry where the estate was probated, or, if not probated, settled by letters of administration or other means. They supplement GR-1417, which only indexes probated wills for the province and Victoria probates.

Sumas Dyking District Relief Commission

This series contains the record of proceedings in the matter of the Sumas Dyking District Relief Act, 1928; evidence taken, March 31, 1929 to April 23, 1929. The Sumas Dyking District Relief Commission was established to investigate the reduction of dyke construction taxes, to recommend adjustments of tax assessments and to evaluate damages caused by the Sumas Reclamation Project in the vicinity of Sumas and Chilliwack.

Summary Convictions for the judicial district of University Hill

Form 2B - Summary Convictions. This report of Summary Convictions for the judicial district of University Hill was completed quarterly (March 1962 - December 1967 and monthly (January 1968 - March 1973) by Magistrate M.E. Ferguson. Form 2B is a form generated by the Dominion Bureau of Statistics (authorized by the Statistics Act) in order to compile statistics on the number of cases terminating in a conviction, absolute discharge or conditional discharge from a summary convictions court. The form includes very detailed instructions and explanations for its completion and submission to the Dept. of the Attorney-General. About 150 offences are listed as well as possible dispositions: fine, probation, prison, or discharge (all categories subdivided "M" or "F"). Remuneration of one cent per summary conviction was paid to the person transmitting the report.
