Vancouver Island court records and indexes

The series consists of records created by the Vancouver Island courts of civil justice between approximately 1866 and 1867. The index records in this series appear to be drafts of an index to civil suits, and cases mentioned in this rough index appear in volume 3 of GR-2716 (plaint and procedure books from the Vancouver Island Inferior Court of Civil Justice). The index is not complete.

Several of the index pages were written on the back of records belonging to the probate file of Emilia Fedaro (also spelled Fidaro), who died in 1867 or 1868. The probate pages include the granting of letters of administration to Robert Newell, as well as what appears to be a draft of a covering page to the probate file.

Kamloops County Court calendars

The series consists of copies of calendars for various county court sessions held between 3 July 1912 and 4 February 1914. The records list the number of the suit, the style of cause, and any remarks, such as whether the case was adjourned or if an appeal had been made. The cases listed in the calendars relate to those listed in the plaint and procedure books described in GR-1652 and were held before Judge Swanson.

Timber sale licences from the Kamloops Forest District

Series consists of timber sale licence files from the Kamloops Forest District. These licences provide a licensee with the right to harvest timber in a specified area.

Each file documents the issuance, administration and cancellation of timber licences as per the Forest Act. The majority of the files in this series date from 1970-1989 although there are also some files that date back to 1942. The records are from the Kamloops Forest region.

The files consist primarily of copies of the licence, applications, maps, status clearance forms, harvesting inspection reports, renewal forms, deletion notices, correspondence and reports. There are also some cash timber licences in this series (boxes 168-172) that contain cash timber licence permits.

The ministry assigned A numbers to the files which have been assigned sequentially. There are many gaps in the numbering since the central ministry office and other forest regions also used the same numbering system and the ministry only transferred cancelled licence files to the archives. There are also some files that have been classified with an “LKS” or “X” number.

The majority of the files contain two parts. These were attached to both sides of the file folder are front to front. One part consists of a copy of the licence and other legal documents whereas the second consists of related correspondence, forms and reports.

The series consists of one index book that may have been created by the Victoria Supreme Court as an index to probate cause books during the 1880s. The majority of the individuals listed died in British Columbia between the years of approximately 1882 to 1885. The vast majority of these deaths took place in the vicinity of Victoria and many of the individuals are listed in GR-1304. The index provides the name of the individual and a page number, which likely corresponds to a probate cause book that has yet to be located and transferred to the Archives. Individuals listed in the book are both male and female, and the listings include the names of Chinese, Japanese, and Indigenous individuals

Records of the Government Agent, Clinton

The series consists of assorted forms and records that may have been used by the Government Agent in Clinton in the 1920s. The series includes a formulaic Grand Jury statement signed by C A Semlin, as well as forms and instructions for opening court, a memorandum on the fees and expensees allowed to witnesses attending speedy trials and assizes, and several blank forms for County Court matters. Several of the records bear the letterhead or stamp of the Clinton Government Agent.

Correspondence regarding Japanese permits

The series consists of correspondence sent to Sgt. J. Hooker of the Ashcroft detachment of the BC Provincial Police. The series also consists of copies of Sgt. Hooker’s outward correspondence. The correspondence dates from October and November 1943 and concerns the movements of individual Japanese Canadians across the province. The correspondence also includes travel permits for specific individuals detailing their registration number, their place of departure and arrival, the means by which they were to travel and the purpose of their trip. Correspondence was sent by both the RCMP and the British Columbia Security Commission. The series documents the travel of registered Japanese Canadians for both personal and work purposes.

The records are housed in their original folder, which is entitled 93A Japanese Permits. No custodial history or provenance is available for the records, and the folder was in a box that had been accessioned as “miscellaneous court records.”

Records of E.T.W. Pearse

The series consists of receipts, financial tallies, and other notes that may have been created by ETW Pearse during his time as government agent at Kamloops. The records largely relate to the County Court case of Rex v. Marshall. The series also includes several trade licenses signed by Pearse dated June 1915, as well as inward correspondence sent by the Provincial Police. Although the provenance and creator of the records is unclear it appears that they were created by ETW Pearse in his capacity as government agent at Kamloops. The series also consists of a list of 71 men with their place of residence and occupation. This list appears to be in Pearse’s handwriting and is undated. Orders in council indicate that Pearse held a number of positions, including those of government agent, gold commissioner, registrar of vital events, and registrar of voters. It is therefore supposed that the list of men is a list of eligible voters in the area around, or slightly prior to, 1915.

The records were found loose in a volume of records from Kamloops County Court, and it is likely that they were subsumed into the Court as the responsibilities of government agent were assumed by other offices.

Cash records for the Quesnel post office

The series consists of 8 balance sheets covering the period May to December 1867 for the post office at Quesnelmouth, later known as Quesnel. The forms were signed by Frank Trevor, the local postmaster, and were forwarded for examination to A.T. Bushby, who was at that time acting postmaster in New Westminster. The forms show a variety of post office expenses, including stamps, registered letters, and newspapers.

The records were originally found in an accession of assorted colonial-era Cariboo records, including pre-emptions, gold commissioner files, partnership agreements and voters lists. The records were removed from this accession and later re-accessioned.

Golden Supreme Court civil orders

The series consists of civil orders created in the Supreme Court in Golden between 1960 and 1991. Orders are a formal expression of the court’s will, and orders in this series cover a variety of issues, including adoption, probate and divorce.

The series is arranged by volume, and then by folio according to filing date. Some folios may not be clearly labeled, may not be filed chronologically or may have duplicated folio numbers. Each folio is labeled with a coded registry number. Some additional documents may be interfiled with numbered folios, such as affidavits. There is only one partial index for volume 4 included.

The dates listed in the file list are derived from the date on which the order was filed. Although the filing date for the majority of the records corresponds closely to when the order was issued, this is not always the case, and there are instances in which orders were filed months after being issued.

Originally the files were arranged in Shannon files based on volume number. For space and preservation reasons, the records have been placed in acid-free folders. Each volume was split into multiple folders, which are linked by volume number.

Land tax assessment counterfoil books

The series consists of four land tax assessment counterfoil books created by the Surveyor of Taxes between 1905 and 1908. The volumes contain the counterfoils of certificates created under form 50 of the Assessment Act, 1903. The certificates were issued by the Victoria District Assessor J.K. Worsfold, to show that land taxes had been paid. The certificates identify the lot and district of the land in question and occasionally the land owner. They are arranged chronologically, as the taxes were paid and certificates issued.

Timber sale harvesting licences from the Kamloops Forest District

The series consists of timber sale harvesting licences (TSHL) from the Kamloops Forest District. Timber sale harvesting licences were first introduced in 1967 and provided individuals and businesses with a permit to cut a volume of timber. This series documents the Government’s administration of timber licences in the Kamloops Forest District during the period of 1966-1983.

Each file contains correspondence, reports and may also contain maps of the cutting area. The files also contain the TSHL application, cutting permit, timber value appraisals and reappraisals, stumpage rate notices, cutting plan maps, and inspection reports. The files are numbered and arranged by the licence number.

Timber tenures from the Kamloops Forest District

The series consists of various timber tenures from the Kamloops Forest District of the Department of Forests and its successors. Records date from 1962-1986.

Forest tenures in this series include cutting permits, timber licences, timber sale licences, timber sale harvesting licences, licences to cut, timber berths, tree farm licences and free use permits. The licences provided the licensee with the right to harvest timber from a specific area. These files document the management of timber licences and include records relating to the issuance, administration, planning, cancellation or deletion, extension and monitoring of the tenures. Files may have A numbers, T numbers, X numbers, or other numbers specific to a type of tenure.

The files may contain a copy of the licence, forms, reports, maps of the area that will be logged, ministry approvals, operating plans, annual reports, as well as a wide variety of correspondence with the licensee.

The records were transferred to the archives under several numbers in the Ministry of Forests ORCS schedule (881261). However, most of the records in this series predate the creation of ORCS, and may have file codes from the old Ministry of Forests File Directory, such as 850-16.

Timber berth administration files from the Kamloops Forest District

Series consists of Railway Belt timber berth administration files from the Kamloops Forest District. Timber berths were an area based system of timber tenure established by the Dominion (Federal) Government in 1872.

Under the British Columbia Terms of Union that were passed in 1871, the BC Government agreed to convey to the Dominion Government “public lands along the line of railway throughout its entire length in British Columbia, not to exceed, however, twenty (20) miles on each side of said line.” This land was used to provide aid in the construction of the CPR Railway.

The Dominion Government retained responsibility for the Railway Belt lands until 1930 and managed land use until that time. In 1930, they transferred responsibility for the Railway Belt lands to the Province of BC. BC managed existing land tenures following the transfer including the management of timber berths. These files document the period of time after 1930.

The series is arranged by the timber berth number. The number is sequential and runs from 233 to 645 with major gaps. Files contain correspondence, licence to cut timber forms, plans, logging inspection reports, final harvesting inspection and scale and royalty accounts.

Records of the Assistant Deputy Minister, Integrated Land Management Bureau

The series contains records pulled from the office of Ken Baker, Assistant Deputy Minister of the Resource Management Division, Ministry of Sustainable Resource Management. In 2005, the functions of this office were moved to the Strategic Initiatives Division of the Integrated Management Bureau, Ministry of Agriculture and Lands. These Records were used to inform the executive of current issues being dealt with by the ministry.
The records in this series mainly deal with important issues relating to Land Use Plans in land management areas. The records contain mainly briefing notes and correspondence sent to the executive explaining changes to Land Management programs, terminology, as well as updates on the progress with First Nations (mainly Haida) consultations and treaty negotiations related to land use planning. The records also contain numerous subject files on executive issues including several topics related to conservation, sustainable resource management plans, and plans for resource development such as mining, water, oil and gas. These files mainly contain correspondence, updates from committees, backgrounders, briefing or information notes, minutes of conference calls, presentations about land management/land use planning and assessment reports.
There are also copies of admin-related files that were reviewed by the ADM, such as changes in organizational structure, hiring, employee reviews and budget updates.

Resource inventory training program packages

The series comprises the final published version of standard-based training packages for the collection, storage, analysis, interpretation, and reporting of natural and cultural resources inventory data. The training packages were developed by the Resources Inventory Committee, which became the Resources Information Standards Committee. These courses were developed for public servants working in the field in order to encourage a standardized system of data collection.

Records of the Attorney-General’s office

This series contains several draft documents and letters, the majority of which appear to have originated from the office of Theodore Davie, Attorney General of British Columbia from 1889 to 1892.
The records cover a diverse range of topics and do not appear to be arranged in any specific order. The majority of documents appear to be drafts of court documents or correspondence, many of which are hand-written or have hand-written annotations and corrections. There are also copies of pamphlets, published reports of select committees (court proceedings) and papers related to various Supreme Court of British Columbia cases.
Many of the records in this series appear to be related to matters of transportation, health, new legislation and legal cases in the Supreme Court. At least four files are related to railway or ferry transportation subsidies in the province and include indentures or other agreements between the Chief Commissioner of Lands and Works and the Kootenay Valley Company, the Canadian Pacific Railway, James Uren of the Savona Ferry, the Victoria and Sidney Railway Company, the Alberta and British Columbia Exploration Company Ltd, Nakusp & Slocan Railway Company and the Nelson and Fort Sheppard Railway.
Records related to health issues can be found in at least two files and mainly concern legislation around preventing the spread of smallpox including the appointment of Health Officers, the appointment of a commission to investigate outbreaks of smallpox, and mandatory vaccination. There are also letters and pamphlets sent to Chief Justice Sir Matthew Baillie Begbie from anti-vaccinators asking to repeal compulsory vaccination.
Drafts for new legislation and orders in council submitted by the President Executive Council can be found in at least three files and relate to welfare for new settler families arriving in BC from Scotland to work in the fishing industry (Crofter Settlement Act, 1892), education including the establishment of the University of British Columbia (British Columbia University Amendment Act), the census, amendments to city limits, appointments of public servants, issues around expenditures (Royal Commission for Investigating the Municipal Management of the City of Victoria), the alleged hostility of the Chilcotin, and the amendments or new drafts of the Act of Incorporation, the Court Act, the Juror’s Act, the Land Registry Act, The Magistrate’s Act, An Act to enable the Lieutenant Governor in Council to establish courts of revision from cities of the Province, the Municipal Act, The Land Agents Regulation Act, The British Columbia Railway Act, an Act respecting the unauthorized use of the provincial coat of arms, the Constitution Act, and the Mining Partnerships Act among other legislation.
There is also a significant amount of draft records related to legal proceedings in the Supreme Court of British Columbia. These include cases such as John Nicholson Muir vs. the Queen, the Queen vs J.D. Demers and Numa Demers, The Esquimalt Graving Dock Contract case, the Attack on Funeral Procession of Ellis Roberts case regarding hostilities between union and non-union miners, Horace S. Shepard vs. Samuel Maxwell regarding revenue taxes, and Cooley et al. vs. Fitzstubbs regarding rights to mining plots.

Outgoing correspondence of the Provincial Archivist and Librarian to Ottawa

The series consists of photocopies of original correspondence from the Provincial Archives to the Dominion Archives in Ottawa. The photocopies were sent to the Provincial Archives at the request of archivist Terry Eastwood in 1981.
The records were written between 1897 and 1924. The earliest material pre-dates the existence of Provincial Archives of British Columbia and was sent from the Provincial Librarian at the Legislative Library. The records are arranged by sender, that is by Provincial Archivist and Librarian and the recipient. These include R.E. Gosnell to Douglas Brymner, E.O.S. Scholefield to Dr. Doughty, R.E. Gosnell to Dr. Doughty and John Forsyth to Dr. Doughty.
Correspondence relates to recommendations from the Dominion Archives in regard to the establishment of a Provincial Archives within the Legislative Library of British Columbia, acquisitions of copies of material related to the Colony of Vancouver Island and British Columbia from Ottawa, correspondence regarding visits to the Provincial and Dominion Archives, reference questions regarding British Columbia history, and suggestions for new acquisitions that would complement both provincial and national collections.

Senior constable’s daily report book

The series consists of one bound volume of handwritten journal entries by the senior constable of the Provincial Police Force in Greenwood, B.C. These daily reports cover the period June 1920 to August 1921. Only half of the journal was used.

The entries cover the day-to-day activities in a brief format, usually only a few sentences per day.

Environmental Laboratory administrative and project files

The series consists of the records of the British Columbia Environmental Laboratory, dating from 1965 to 1986, which document their functions and activities.
The records in this series relate predominantly to the day-to-day administration of the lab as well as project files containing analytical reports produced by scientists working there. Despite the presence of two separate filing guides from different years in the series, the actual records don’t appear to have been arranged in any specific order, except perhaps by topic. Some project file folders contain file codes corresponding to a project number, arranged in ascending order, however both administrative files and laboratory project files appear intermittently throughout the boxes.
Administrative records include financial reports, organizational charts, correspondence, meeting minutes, laboratory management systems information, lab brochures (with original photograph proofs), seminar notes, lists of lab services, standards and methods for maintenance of lab equipment, submissions to the Treasury Board, report templates and two architectural plans for a proposed new laboratory.
Project files pertain to different analyses projects requested from government clients, by the Environmental Lab administration and occasionally by private sector clients. Types of files found within the project files include requisition forms and a summary of which tests were performed with the results. Other types of records within these files include different research articles, pollution licenses and permits, data sets for the analyses of pesticides and other chemical compounds in water, general research and reference files, and draft reports. Other project files pertain to the management and efficiency of the laboratory. These projects center on determining the costs for services, creating new procedures, and studies regarding the overall efficiency of the lab in terms of tests completed over a given period.

Kimberley Supreme Court family orders

The series consists of family orders created in the Supreme Court in Kimberley between 1982 and 1985 under the Family Relations Act. Orders are a formal expression of the court’s will. Each order relates to one divorce proceeding and is numbered chronologically by year of filing date. Orders may be filed months after being issued.

Aboriginal issues project and group files

The series contains records created and accumulated by the Parks and Protected Areas Branch during consultations with Indigenous Communities in British Columbia regarding provincial parks and other protected areas.

The records are arranged according to BC Parks Operational Records Classification System (ORCS), Schedule 113827. Specific records in this accession correspond with the primary numbers 80010 to 80040 which concern Aboriginal Affairs. According to the records, files appear to have been created for each project, issue or Indigenous group, though they do not appear to be arranged chronologically or alphabetically as per the ORCS guidelines.

Records cover a broad range of topics but mainly include negotiation files, group-specific files and incident files. The Treaty Negotiation files consider common issues that span several areas in British Columbia that are being considered for protected areas, and how to deal with those issues. These include topics such as treaty negotiations regarding fish, habitat protection, water and wildlife, acquiring private lands for conversion to parklands, land selection approaches, and general policies regarding negotiations with Indigenous populations. Types of records include draft cabinet submissions, operational guidelines, correspondence, annotated decision documents, papers, positions, proposals, minutes, presentation notes, news releases, logs and backgrounders.

Group-specific negotiation files include records that chronicle the treaty process between the Provincial Government and the Indigenous groups living on or near potential protected areas. These records include discussion papers, instructions, correspondence, terms of reference and other background informational documents. Topics that arise in these discussions involve First Nations’ rights to harvesting fish, their role in fisheries management, economic opportunities and environmental concerns. Treaty negotiations involve Indigenous groups such as the Tsawwassen, Nisga’a, Lheidli T’enneh, Katzie, Northern Nations Summit (Carcross Tagish First Nation, Champagne Aishihik First Nation, Kaska Dena Council, Tahltan Joint Councils, Taku River Tlingit First Nation, Teslin Tlingit Council and Tsay Keh Dene), Te’Mexw, and the Skeetchestn Indian Band, among others.

There are also specific issue files that were created after the conclusion of treaty negotiations and the establishment of protected areas. These files are named either by the incident, project or the Indigenous group involved. Records relate to problematic use of protected areas by Indigenous groups that required legal consultation and special consideration in relation to their land-use rights. There are also files related to cooperative park management agreements, economic opportunities and funding for Indigenous groups living in protected areas. Records include court case summaries, legal advice, correspondence, and project proposals for the Economic Measures Fund by Indigenous groups.

Land resource management planning files : First Nations

This series consists of records related to land resource management planning (LRMP) activities, specifically those of the First Nations Working Group of the Integrated Resource Planning Committee who were responsible for the inquiry into First Nations’ consultation and participation in planning. The records come from the Evaluation and Economics Branch of the Policy, Planning and Legislation Department, B.C. Ministry of Environment, Lands and Parks. Specifically, most records appear to be those created and collected by Algis Janusauskas, co-chair of the First Nations Working Group. Records include his speaking notes for meetings and presentations, correspondence and annotated draft reports written by him or others within the branch or the working group.

The series does not appear to contain records from any actual consultations or negotiations with Indigenous groups, rather the records relate to ways the Ministry and Department might approach First Nations, survey the potential interests of First Nations in land-use planning and assess the lack of participation from Indigenous groups. It also includes reports that were produced after consultations with different Indigenous groups. A number of these reports were prepared internally and by external consulting groups. They include reports such as A Guiding Direction for First Nation Involvement in Land and Resource Management Planning, a socio-economic profile of the Okanagan and Shuswap First Nations, and a report on the processes for documenting First Nations’ interests in land and resource management planning. Other records include correspondence, background statements, meeting agendas and memos related to the process of determining the planning, goals, approaches and outcomes of the reports.

At the time of appraisal, the records were given file codes according to schedule 144100 (Resource Management Operational Records Classification System) and were filed under the primary and secondary numbers 17550-25 : RMP : Land and Resource Management Plans – First Nations consultation case files. The actual files have the file codes 30000-20/LRMFN written on them and are from an unknown schedule that was replaced with the above mentioned schedule.

Health and Safety Committee minutes

The series contains records created and collected by the Environmental Laboratory concerning health and safety in the workplace. These records document the participation of employees of the Environmental Lab in safety committees.
The bulk of the records are minutes from either the Local Occupational Health and Safety Committee (comprised of employer and union representatives of the Environmental Lab) as well as of the B.C. Research Corporation Health and Safety Committee (comprised of representatives from multiple provincial government offices and in which the Environmental Lab participated).
Alongside the minutes are numerous safety-related materials. These include items such as notices and newsletters from the Worker’s Compensation Board of British Columbia, notices and memos from management notifying or reminding staff of safety-related procedures, material from the University Health and Safety Committee newsletter, inspection reports, pamphlets or promotional materials from businesses offering safety-related services or products, safety manuals, and correspondence regarding potential safety hazards and protocol.

Lab indexes and manuals

This series contains various indexes and manuals used at the Environmental Laboratory throughout the 1970s and 1980s for the purpose of recording and interpreting data on computer systems.
Within the series are site files which list established sites across British Columbia where environmental samples (such as water, air, soil) were taken from for analytical testing. The indexes record this information in a number of ways, including by name, assigned number, and alphabetically by site description. This index would have been used by staff in order to help analyze and manage data.
There is also an index of clients of the Environmental Laboratory. This includes both clients belonging to the Ministry of Environment as well as other clients outside the ministry. The information listed in this index also includes each client’s budget for analytical services. Clients’ information is organized by region, by client type, numerical sequence, alphabetical sequence and account type. There are equally records that index all jobs/experiments conducted by the Lab, arranged by job number and status (e.g. completed)
The series also contains a large volume of computer system manuals that explain how different data processing applications were used by staff. They log procedures regarding data storage and retrieval for water and air quality data and include examples. These manuals are important as it explains how and what data was recorded by the Environmental Laboratory.
The volume includes three manuals including Data Storage and Retrieval, Water Quality Information System, and Administrative Computer System. It appears that some parts of the manual were omitted from the volume. This may be because some manuals were created for use in multiple branches and only sections pertaining to the Chemistry Laboratory were retained.
Finally, the series also contains numerous ‘dictionaries’. These explain the various abbreviations used by the database systems and are essential to understanding the computer-generated report printouts that appear in other series. The dictionaries provide the meanings to numerous abbreviations that cover the names of chemicals (e.g. HNO3/HCI:E = Nitric/Hydrochloric acid digestion : Extraction), processes, units of measurement, bottle codes, employees, parameters and pricing.

Air quality studies

The series consists of records relating to various air quality studies in British Columbia. These records were created by the Environmental Laboratory and its predecessors, the Chemistry Laboratory and the Division of Laboratories of the British Columbia Health Service, for the purpose of pollution and dustfall monitoring in the air.

Included in the records are air monitoring data and analyses from various communities in B.C. These files include raw data from equipment readings, zoning maps, results, correspondence and a paper submission to the Air Pollution Control Association, project cost estimates, correspondence regarding appropriate and new procedures for scientific instruments and the analysis of air quality, documentation regarding site visits, photographs and graphs.

NTS lot location index

The series consists of copies of files of lot indexes created between 1973 and 1983 by the Legal Surveys Division of the Surveys and Land Records Branch of the Ministry of Lands, Parks and Housing and its predecessor body, the Surveys and Mapping Branch of the Department of Lands, Forest and Water Resources.

The files are arranged by land districts, with two duotang indexes for each district. Each file contains index information based on the National Topographic System (NTS) of map numbering. The index gives the location of every district lot within an area measuring 7 minutes and 30 seconds in both latitude and longitude. Each file also contains a map of each land district, overlayed by the NTS.

The first set of indexes, in black duotangs, were created between 1973 and 1975 and the second set, in red duotangs, were created between 1977 and 1983. The indexes were updated by the branch annually to show newly created lots and could be used with Departmental Reference maps that had been gridded with the NTS breakdown.

Enforcement committees

The series consists of administrative records from the Enforcement and Environmental Emergencies Branch (and later the Enforcement Program) of the Ministry of Environment and its predecessors. Specifically, these records relate to committees of the ministry which worked in collaboration with or required the input of the Enforcement Program.

Within these files are records relating to the following committees or groups: States/British Columbia Oil Spill Task Force, Emergency Towing System Task Force, Forest Practices Code Steering Committee, Enforcement Corporate Committee, Enforcement Training Committee, Marine Spills Coordinating Committee, Spill Reporting Committee, Poaching Committee, Bear Human Conflict Committee, Municipal Sewage Regulations Implementation Committee, Compliance Committee, Conservation Office Service Management Team, Fish Hydro Committee, Forest Tech Working Group, and the Inter-Agency Enforcement Committee. The records are valuable in that they document the ministry’s responsibilities, preparation and response to environmental emergencies and violations of ministry legislation and regulations.
A large amount of these committees were created to evaluate different programs in the ministry. For example, the purpose of the Oil Spill Task Force was to examine marine oil spill prevention, response initiations and to make recommendations. This was an international endeavor with the participation of British Columbia and the states of Alaska, Washington, Oregon and California. The records document the progression of talks between participants on the subject.
The Corporate Committee records include their discussions regarding an Environment, Lands and Parks agenda for BC that would outline the priorities of the ministry while the Enforcement Evaluation Steering Committee records discuss how to evaluate the enforcement function ministry-wide. The committees’ records discussing administrative and prosecutorial enforcement activities aimed at protecting the environment, the public and property by encouraging compliance with ministry legislation and regulations, punishing offenders or deterring potential offenders and increasing public awareness. There are also records outlining initiatives to update training and equipment for conservation officers.
The types of records found in the series include meeting minutes, memos, news releases, correspondence, agenda, draft policy reports, risk analysis, conference papers, news clippings, proposals, presentations, studies, notes, financial estimates, reference material and publications. The following final reports are included in the records: Alternative Response Technologies - In Situ Burning and dispersants; Drills and Exercises - Recommendations to Prevent Marine Oil Spills Caused by Human Error; Oiled Wildlife Care Facilities; Dedicated Rescue Tug; Spill Reporting and Notification Alternatives in BC, among others.

Vernon Supreme Court civil cause books

The series consists of civil cause books from the Vernon Supreme court covering 1901-1916 and 1954-1958. Cause books provide details such as the name of parties involved, the names of their solicitors, nature of the claim and a listing of proceedings in the case. Subjects include a variety of financial matters, divorces, probates and estate administration, adoption orders, and other civil cases.

Volume one does not include an index, and several files are noted to be “from Vancouver registry.” Volumes two and three have indexes. Volume two has two separate indexes: a large index at the front of the volume and a smaller separate index tucked in the front cover of the volume. These two indexes have overlapping information, but some information may be unique to each index.

Agriculture program reports

The series contains computer-generated reports of various analyses conducted for the Ministry of Agriculture and their various programs, notably those of the Pesticide Program. The records show how the Ministry was involved in monitoring contaminants in dairy, produce, livestock, and sources of contaminants that may affect the agricultural industry in British Columbia, such as soil samples, animal feed, and animal drinking water.
The reports detail which biological sample was submitted (plant, soil, water, animal tissue) and from where. The reports also provide information about the cost of the analysis and the amount and types of pesticides, metals or other contaminants found in the sample, if applicable.
The records are generally arranged by program. In cases where the program covered a large amount samples from across British Columbia, the records were further divided by region.
