Minutes of the Welfare Institutions Licensing Board

Minutes of the Welfare Institutions Licensing Board (1938-66), later the Community Care Facilities Licensing Board (1972). Also includes Regulations of 1940 and explanatory notes on the Welfare Institutions Licensing Act of 1937 (volume 7). The Welfare Institutions Licensing Board was established within the Department of the Provincial Secretary in 1938 to carry out the provisions of the Act Respecting Private Welfare Institutions. The Act came into existence in 1937 as a result of Commissioner Bird's recommendations upon his inquiry into the Homes for the Friendless in that year. The intention of the Act was to protect infants, unmarried mothers, and handicapped or aged adults from exploitation in private boarding homes or similar institutions. In 1950, responsibility for the administration of the Welfare Institutions Licensing Act was transferred from the Hospital Services Division of the B.C. Hospital Insurance Service to the Social Welfare Branch. In 1969 the Welfare Institutions Act was superseded by the Community Care Facilities Licensing Act. In 19701971, responsibility for the Act was returned to the Health Branch, within the Department of Health Services and Hospital Insurance. This unit includes minutes of the board 1938-1966 and 1972. Volume 7 also includes regulations, ca 1940, and notes explaining the legislation (1937). The minutes include lists of facilities which were licensed, addresses and capacity, and other information.

Miscellaneous colonial treasury financial records

This series consists of 42 volumes of financial records and one file of correspondence likely created by the colony of BC Treasury from 1858-1872. The majority of records are waste books, journals, ledgers and cash books. However they may not be labelled clearly as such. Other types of records include day books, blotters, bill books, toll books, debenture registers, notebooks, payment slips, revenue books and other account books. The titles of each volume in the file list are transcribed directly from the cover of the volume. Title information in [square brackets] is estimated or inferred by the archivist. The records document the financial transactions and balances of the colonial government in all aspects of its operations and functions.

Waste books are rough account book in which transactions are recorded as they occur. Waste book entries are often transferred to day books prior to summary in journals and ledgers. These transactions are entered chronologically by date and are arranged under various accounts. The accounts may be the type of expense, or the name of the office in which the transaction relates to. Information may be entered under the following headings: date, related journal page, amount and total. Only some books include a description of individual services or items of a transaction.

Journals are a type of financial record used in double entry book keeping to separate transactions into debits or credits. They are an intermediary record used to reorganize the chronological entries in rough day books or waste books into specific accounts, before they are ultimately copied into a ledger book. Information may be entered under the following headings: amount, associated ledger folio number, associated waste book page, date, a description of the transaction, and if the transaction was a debit or credit. The end of each year includes a sheet summarizing the balances for various accounts.

Ledger books are financial records in which each transaction is entered under a particular account or subject as a debit or a credit. The information may have been copied from a related daybook or journal before being sorted and copied into the ledger. Accounts can include anything that is a source of government income or expenditure. Account names may be indexed. Information may be entered under the following headings: date, related journal page, description of the transaction, and the amount. Debit transactions are recorded on the left side of a folio and credits on the right side.

Cash books list receipts and payments in date order and are used to determine total assets at any given time. Information may be entered under the following headings: date of receipt or payment, number of voucher; name of the person or department making or receiving the payment; reason for payment or receipt; amount received or paid; the heading under which the entry was recorded in the related waste book; and the waste book page number. Cash books may be referred to as collectorate books or records of receipts and payments.

The series consists of miscellaneous photographs from the Dept. of Public Works, intended for display. Many have mats or mounts or have come out of frames. There are six photographs that depict various events such as the 1958 BC Centennial, parades and royal visits. Six are views of members of the BC Legislature and cabinet and six are views or representations of various buildings and projects including the Netherlands Carillon, an aerial view of the site for Simon Fraser University and the BC Pavilion at Expo '67 in Montreal.

Series consists of miscellaneous files created by the Information and Privacy unit of the Ministry of Attorney General. Although most of the files relate to the Ministry of Attorney General, the unit also provided services to the Ministry of Public Safety and Solicitor General and there are files that reflect this.

Records consist of policy and procedures files, correspondence, reports, training material, meeting files, reference material and copies of investigation reports. The investigation reports document privacy investigations by the ministry, or the Office of the Information and Privacy Commissioner. Some of these investigation files relate to other government bodies and were kept for reference purposes.

Files are arranged by the classification number taken from the Administrative Records Classification System (ARCS).

This series consists of a variety of records created by the Provincial Police Force with an unclear provenance. This means the specific person or office that created or used the records may be unknown, or the records may not fit in with other existing series. The records were created between 1867 and 1950 and relate to several areas of the province.

-- Blank Liquor Act form and letterhead, c. 1910;
-- Receipts for miner’s licences issued by Constable Frank Trevor at Quesnelle Forks, 1867;

-- Lock up calendars sent to the Chief Constable, Kamloops from police in Chase, Sicamous, Savona and an unidentified location, 1918.

This series consists of assorted correspondence in and correspondence out from the Colonial Secretary or are related to the general administration of the colonial government with no known creator. The records date from approximately 1858 to early 1871. The majority of the records were created or received by the Colonial Secretary of the Colony of British Columbia, but the series also includes a few records of the Colonial Secretary of the Colony of Vancouver Island.

The majority of the records are correspondence and memoranda with other government officials such as the Attorney General, Court Registrar, Audit Office and Lands and Works Department. Records regard subjects such as: pre-emptions, court procedures, the expected influx of miners from San Francisco, and expenditures.

Miscellaneous records related to the British Columbia Coat of Arms

The records include correspondence inward and outward of the Provincial Secretary related to the subject of design and registration of the British Columbia Coat of Arms. The correspondence is arranged chronologically and interfiled with the correspondence are reports, drawings of the crest and coat of arms, rubbings, and clippings. Some letters are typescript copies. Correspondents include: Chief Commissioner of Lands and Works; High Commissioner for Canada, Agent-General for British Columbia, Herald's College, Provincial Secretary, Deputy Provincial Secretary, Premier of British Columbia, Under Secretary of State and the Lieutenant-Governor of British Columbia. This appears to be a collection of records, taken from a number of different files, and gathered together because they relate to a single subject.

Miscellaneous water investigation records

Series consist of miscellaneous files created or collected by the Water Investigations Branch. This series is a collection of miscellaneous records transferred to the archives. The records include images created during surveys, aerial survey images, technical slides used in presentations, and correspondence with the Archaeological Sites Advisory Board.

The series includes the following material:

  1. 247 slides taken during a 1950 tour of the interior of the province. Each slide has a label that lists the location where the image was taken and in some cases also the subject of the photo.
  2. 56 slides of an August 1957 trip by J.F. Glen. These include I mages of unidentified locations.
  3. A box of 16 unlabelled and unidentified slides that were stored next to the J.F. Glen slides.
  4. 68 technical slides that were used in presentations by T.A.J. Leach, the head of the Hydraulic Investigations Division and Water Investigations Branch. These images consist primarily of maps and sketches of areas in the province. An item list is available for these slides.
  5. Aerial Survey negatives of what appears to be the Lower Mainland. These negatives are numbered in the range 65254 to 65989.
  6. A file of records dating from 1963-1973 on archaeological interests. This consists of correspondence between the Water Investigations Branch and the Archaeological Sites Advisory Board about various projects in Lumby, Squamish and Cowichan River area.

It is possible that some of the images were initially created by the Fraser River Board and its predecessor Joint Dominion-Provincial Board of the Fraser River Basin. The Water Investigations Branch and its predecessor, Hydraulic Investigations Division, worked closely with these boards. The majority of the records consist of slides or negatives as well as one textual record file.

Miscellaneous water management files

The series consists of three files from the Water Management Branch of the Ministry of Environment and the Water Resource Division of the Ministry of Environment, Lands and Parks.
The first file includes policy recommendations from the Water Management Branch in regard to the Water Act. The records include correspondence and a status report sent by the Comptroller of Water Rights or his assistant to the Minister of Environment. There are also summaries of discussions held by select members of the Water Management Branch and its legal consultants in regard to proposals for amendments to the Water Act. These records are dated 1980.

The second file contains records from the British Columbia/Alberta technical advisory committee in regard to the Transboundary Water Management Agreement. The records include correspondence from ministers, public servants and BC Hydro and also include meeting minutes, agendas, executive summary reports on various issues regarding transboundary water matters, such as hydro dams and flooding of rivers that flow in both provinces.

The file includes records related to the Water Resource Pricing program. The program's aim was to manage water shortages, reduce inefficient water use and encourage water conservation through a water pricing framework based on consumption and supply. The records include summary reports, agendas, a consultant’s report on cost analysis and a discussion plan for a Water Pricing Workshop.

The fonds consists of records relating to the missionary work of the Missionary Oblates of Mary Immaculate (OMI). Most records were created and accumulated by the administrations of various OMI provinces that have operated in British Columbia: St. Peter’s Province, St. Paul’s Vice-Province, St. Paul’s Province, and OMI Lacombe Canada. Additionally, the fonds contains some records created by the administration of the Vice-Province of Whitehorse. Other records pre-date the establishment of OMI provinces in Canada. Materials mostly relate to Oblate missionary work in British Columbia and the Yukon, but the fonds also includes some records pertaining to Oblate work throughout Canada, as well as records pertaining to foreign mission work (such as materials related to the OMI’s Provincial Delegation of Peru).

The series consists of a record book created by the Vancouver Immigration Dept. in 1903. Between 1900 and 1908, British Columbia passed nine acts which empowered officials to require prospective immigrants to pass a written test in any language of Europe prior to admission. Of the nine acts, eight were disallowed by the federal government and one (1907) was reserved by the Lieutenant-Governor.

The book records the names and passport numbers of Japanese passengers coming into the Port of Vancouver, the date of arrival, the name of the ship, where the passenger was from, and whether or not they were allowed to pass into Canada.
