Project Pride Task Force records

  • GR-3602
  • Series
  • 1979-1987

The series consists of correspondence, hearing schedules and transcripts, recordings of public hearings, studies, discussion papers, and lists of recommended legislation changes. The records were created in 1987 by the Project Pride Task Force, which was chaired by then-MLA Kim Campbell. Hearings took place in May and June of 1987 in Chilliwack, Cranbrook, Fort St John, Kamloops, Kelowna, Nelson, Prince George, Sandspit, Skidegate, Terrace, Vancouver, and Victoria, although participation was encouraged from other communities via community-organized forums and correspondence with members of the Task Force. Over 200 submissions were received from the hearing process and a further 140 were received through the mail. The series documents the public consultation process and provides evidence that supports the decisions ultimately made by the Task Force.

Records in containers 891777-0009 and 891777-0010 contain responses to questions posed in a discussion paper issued by the Task Force in an effort to solicit input from across the province. These records are organized by question. In the front of each folder is a list stating which briefs addressed each particular question. Records elsewhere in the series are organized by brief number. Audio recordings of public hearing sessions are organized by date and hearing session. The series also consists of reports and studies that appear to have been received as part of a submitted package, or were used for comparative reference. Reports and studies submitted with a package bear the brief number, usually in the upper right hand corner. Container 937039-0001 contains an index to the audio cassettes, including the name of the speaker/organization, time of submission, location of hearing, and tape time.

Material in containers 891777-0011 and 937039-0001 appeared to have been thrown into boxes without folders. Records were arranged into folders based on the existing transfer list from the originating ministry and the archives’ staff’s best judgement. Photographs in container 937039-0001 appeared to be loose and were not associated with specific files when they entered the Archives’ custody.

Some records in 891777-0003 appear to duplicate records in 937309-0001.

The series is covered by ORCS 60100-30 of schedule 143298.

Correspondence index to lands files

  • GR-0993
  • Series
  • 1980

The series consists of indexes to correspondence files relating to the administration of Crown lands and natural resources. The records were created in 1980 from a computer print-out of various departmental indexes and includes references to files created by various branches of the Dept. of Lands and Works (1872-1908), the Dept. of Lands (1908-1945), the Dept. of Lands and Forests (1945-1962), the Dept. of Lands, Forest and Water Resources (1962-1975) and the Ministry of Lands, Parks and Housing. It provides access to active, microfilmed and obsolete O series files and pre-1918 files.

The records consist of one subject index and two lists which can be used to identify and locate Lands Correspondence files. They are not comprehensive, as they do not cover all the correspondence files created between 1871 and 1986.

The index and lists may be used to locate a file number for a subject area of interest, or to determine the subject of a file when only the number of the file is known.

Note that a listing in these documents does not necessarily mean that the file is held at the BC Archives. Many active files remain with the Crown Land Registry.

Salmon Arm civil orders

  • GR-3742
  • Series
  • 1980-1995

The series consists of civil court orders issued by the Salmon Arm Supreme Court and the County Court of Yale holden at Salmon Arm between 1980 and 1995. Orders are a formal expression of the court’s will, and orders in this series cover a variety of civil issues, including adoptions, foreclosures, family maintenance, divorce, letters of administration, consent orders, and will disputes.

When the records arrived at the Archives, some were loose and others were housed in Shannon folders. The records in the first box and most of the second had no discernible order. Archives staff arranged the orders by the order number in the upper right corner. Once records began to be arranged by volume and folio number, a sense of original order became apparent for the remainder of the records. The date provided in the file list is based on the date of filing.

The series also consists of two orders from the County and Supreme Courts of Vancouver. At least one was ordered transferred to Salmon Arm, but as the Vancouver records were loose, it was impossible to create any linkage between existing Salmon Arm records and the Vancouver transfers. These Vancouver records can be found at the end of box 830539-0004.

Cabinet Committee on Legislation and legislation review and approval case files

  • GR-3677
  • Series
  • 1980-2001

The series consists of records created by the Cabinet Operations branch of the Office of the Premier from 1980-2001. Most records were created by various Cabinet Committees responsible for reviewing legislation, as well as some regulations and Orders-in-Council (OICs). These committees include:

Cabinet Committee on Legislation (CCL)
Cabinet Committee on Legislation and Regulations (CCLR)
Cabinet Committee on Regulations and Orders in Council
Cabinet Committee on Legislation, Regulations and Orders in Council
Cabinet/Caucus Committee on Legislation (CCCL)

Records include committee meeting minutes, correspondence, recommendations, legal advice, legislative proposals and requests for legislation. A large portion of the records are the minutes and meeting files produced by the Cabinet Committee on Legislation.

Cabinet Operations controls the process by which legislation is proposed and reviewed prior to the legislation being prepared as a Bill. These records may relate to the preparation of instructions and templates for the submission of legislative proposals, requests for legislation, or the tracking of submissions throughout the legislative approval process. This process begins when a ministry submits their legislative proposals for consideration. If a legislative proposal is approved, the ministry will be asked to develop a formal Request for Legislation (RFL). The Legislative Review Committee (LRC) will review the RFLs and make recommendations to Cabinet on policies and programs requiring change. Legislative Counsel, working with the ministry, is then responsible for drafting individual bills, acts, and regulations.

These records provide evidence of the development and coordination of this legislative review process, and include records pertaining to both new and amended legislation. The records relate to entire bills or Acts, as well as records of amendments to particular sections of an Act. These may be referred to as major or minor changes in the file list.

Where possible, the records are arranged by year or legislative session, then alphabetically by Ministry name and then alphabetically by Act name within each Ministry grouping. This arrangement may not always be followed consistently throughout the records, especially for older ones.

In some cases, records were arranged in two distinct groupings within a file folder, with records clipped to both the left and right sides. Metal clips were removed for preservation purposes, but records from the left side are face-down on top of records on the right hand side, which are arranged face-up.

The records are covered by ORCS 10610-20 (schedule 881099) and were selected for full retention.

Operations information includes business and planning records regarding the establishment and operations of mills and other forestry related projects. They provide additional context of how and why licences were applied for and approved, as well as relevant administrative history of the companies such as name changes, changes in ownership and financial information.

Issues in policy and planning files

  • GR-3675
  • Series
  • 1980-1996

The series consists of memos, newspaper clippings, correspondence, press releases, briefing notes, meeting minutes, reports, and Cabinet submissions created by the Office of the Premier between 1980 and 1996. The records provide evidence of Cabinet’s work in policy creation. The records address a variety of issues, including women’s employment, education, First Nations issues, and income assistance. The records reflect important topics of the day and the policy-creation process.

Records are arranged in alphabetical chunks throughout the different accessions.

There is evidence that records in the series were used in Tobacco Litigation in the 1990s.

The ORCS number used for these records was later used for legislation review and approval case files, as it was believed that this description better reflected the records that were being filed under the secondary. Researchers may wish to consult GR-3677 (Legislation review and approval case files) as there is a degree of overlap, particularly with the later records in this series.

BC Parks survey reports

  • GR-3869
  • Series
  • 1980-2011

This series contains survey reports created by BC Parks. The majority of these reports were done to assess customer satisfaction during park day visits and overnight campground stays. They document visitor satisfaction trends, importance rankings of services and facilities and offer comparisons to other years as well as recommendations for improving visitor experience. This series also includes employee satisfaction survey reports in which BC Parks assesses the overall working culture at the agency and Visitor Programs annual reports which detail program and visitor centre visits, as well as recommendations for special programs, budgets etc. Finally the series also includes survey reports from Provincial Parks and Wilderness for the 90s which was an initiative that sought better management of protected areas for the purpose of conservation and recreation. These surveys allowed visitors to express their views on the program, ask questions and offer suggestions for future protected areas. The first 1,600 or so are written on a standard survey form typically submitted by individuals from the public. Later responses were sent letter-style on regular paper and are typically from organizations, businesses and non-profits. Some surveys include attached articles or pictures to support the views of the writer. The responses have been coded by a Parks employee to easily compile relevant information and are arranged by date received.

Some other survey reports that were conducted either by BC Parks or for BC Parks by external agencies are included in this series. This includes a BC Consumer Omnibus survey on outdoor recreation and other household surveys in which members of the public were asked to respond to a survey detailing their experience and opinion regarding outdoor recreation in BC. The results of these surveys were meant to inform BC Parks on future developments and business strategies.
Typically, files include a blank copy of the original survey as well as a written report summarizing the results and findings.
Other forms of documents related to or created from information found in the survey reports may also be found in this series such as briefing summaries for the Minister.
