Forest District annual reports

This series consists of annual reports created by several Forest Districts and Regions of the Ministry of Forests and its predecessors from 1975-1979. Records are included from the following Forest Regions and Districts: Cariboo, Kamloops, Nelson, Prince George, Prince Rupert, and Vancouver.

The records summarize the annual work conducted by each branch of the office. Subjects include: fire preparedness, protection, pest management, range use and administration, reforestation, silviculture, management of Crown land, valuation, research projects, recreation resources, natural resource management, engineering, staff training and timber tenures. Some reports include maps, charts and statistics. There is also a 1964 public working circles procedure manual.

Campbell River Forest District timber tenures

This series consists of timber tenures from 1955-2007 by the Campbell River Forest District, a division of the Vancouver Forest Region. The majority of the records are Tree Farm Licence (TFL) cutting permits.

TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years. The records relate to TFL 2, TFL 7, TFL 19, TFL 22, TFL 25, TFL 36, TFL 39, TFL 45 and TFL 47. Over the years, TFL boundaries and rights holders may have changed. There are also two cutting permits for forest licence A19233.

Other types of timber tenures in this series include: replaceable forest licences, licences to cut, timber licences, replaceable timber sale licences, non-replaceable timber sale licences, special use permits, and woodlot licences.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures. The files may consist of applications, ministry approvals, copies of the permit or licence, revisions, correspondence, legal documents, annual reports, operations information, development plans, charts, procedures, audits, reviews, maps, photos and silviculture records.

Campbell River Forest District silviculture records

This series consists of silviculture records from 1996-1998 by the Campbell River Forest District, a division of the Vancouver Forest Region. The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Silviculture audit and assessment files regard the audits and assessments made by the Ministry to ensure silviculture is carried out in accordance with the regulations and approved silviculture prescriptions as detailed in the Forest Practices Code of British Columbia Act. Audits include records concerning a formal examination of the approved silviculture prescription document and the related area to evaluate whether or not there has been compliance with the regulations, the silviculture prescriptions are suitable to attain the objective stated therein, and there is acceptable progress towards achievement of silviculture objectives stated in the approved silviculture prescription. Silviculture prescription audits are carried out on areas under both major licences and areas under the Small Business Forest Enterprise Program (SBFEP) with approved silviculture prescriptions. Types of audits and assessments included are pre-approval assessments and post-approval audits. Records can include correspondence, inspection forms, reports, and compliance reports for soil conservation, regeneration, and free growing obligations. These records cover major licencees and woodlot licnces.

This series consists of a variety of operational records created by the Campbell River Forest District, a division of the Vancouver Forest Region, from 1990-2001. This includes land and resource management records, range tenures, and procedure files.

The series includes the following types of records:

Records relating to Land and Resource Management Plans (LRMP) consider all resource values within a given area of land. This area of land can consist of a TSA, a forest district, or other areas as designated. Each plan is prepared by an Interagency Planning Team in consultation with the public. These plans can be further subdivided into resource units and resource management zones. The participants in the planning process may build scenarios that include a set of resource management objectives and strategies both for the entire planning area and for each of the smaller units it contains. This primary includes the development, monitoring and review and amendment of plans for specific areas, and input from the public. The series includes terms of reference for the establishment of LRMPs.

Records relating to Local Resource Use Plans (LRUPs) to resolve resource use conflicts in specific areas at the local level. Includes records relating to data concerning a specific area - usually a watershed or other distinct resource management unit.

Utilization records regard the guidelines followed by the Ministry of Forests concerning the harvesting of timber
and the resulting affects on fish habitat. Includes guidelines, audits of licensees to ensure compliance with
guidelines, action/assessment plans.

The series also includes one district inventory program file and a range tenure file. There are also procedures related to engineering, road damage, forest service roads, district program planning, nurseries silviculture obligations and silviculture treatments.

Esquimalt and Nanaimo Railway belt land conveyance register

This series consists of one volume recording land use and alienation in the Esquimalt and Nanaimo Railway belt (E&N Railway) from 1886-1907. This area of land was transferred to the Railway from the Canadian government. After the completion of the railway in 1886 some land was conveyed or sold off to settlers. The volume documents patents issued by the Dominion government, preemption conveyances issued by the E&N Railway Co., conveyances of land not pre-empted. Some records also relate to the conveyance of mineral or subsurface rights.

The records related to land in the entire railway belt which covered most of south eastern Vancouver Island, including the following land districts: Alberni, Cedar, Chemainus, Comiaken, Comox, Cranberry, Cowichan, Ladysmith, Mountain, Nanoose, Newcastle, Oyster, Quamichan, Shawnigan, Somenos, Wellington and others.

The creator of this volume is unclear, but estimated to be the Department of Lands and Works.

Yale police district subject files and reports

This series consists of crime reports and subject files related to the “C” division of the Provincial Police Department primarily from 1931-1950. The records may have been created by the Ashcroft office of the Yale District within the larger “C” division, as the majority of the records relate to the Ashcroft area. There are also some records that relate to locations in the Kamloops, Lillooet and Vernon Police Districts.

The majority of the records are reports recording details particular crimes reported to police. These records may be arranged alphabetically by the correspondent, under the name of the related legislation (ex. Juvenile Delinquents Act, Motor Vehicle Act, Indian Act, etc.), or by the type of crime (ex. Theft, murder, fraud, etc.). Other types of records include administrative files, personnel files, correspondence files, court records, crime statistics, evidence such as photographs and other subject files.

Indexes to crime reports for the years 1932 and 1945-1947 are located in container 913432-0890.

Corrections Branch executive records

The series consists of records created by the executive office of the Corrections Branch between 1951 and 1988. The records document the functions of the Branch and provide evidence of the administration of the Corrections system and the experiences of staff and inmates.

The records include general office files, correspondence, memos and policy files as well as investigations, issues and inmate files and correctional centre and community camp files. In addition there are a small amount of earlier files, 1926-1950, mostly from the office of the Warden of Oakalla as well as Marpole shift logs or hearings files from 1988 to 1993.

Sunshine Coast Forest District tree farm licence plans

This series consists of tree farm licence (TFL) forest development plans and management plans created from 1968-1999 by the Sunshine Coast Forest District. TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years.

These files document the management of TFL numbers 10, 39 and 43. Over the years, TFL boundaries and rights holders may have changed. TFL holders are required to submit a management plan every five years to the Chief Forester (RSBC 1996, c. 157, s. 35, and BC Reg. 23/2013).

These records include draft and final management or development plans; revisions or amendments to existing plans; correspondence between the ministry and licence holders, as well as correspondence with ministry staff; records related to public review of the development plans; consultation and correspondence with impacted First Nations; reasons for why a plan or amendment was or was not approved; advertisements in newspapers and the Gazette; and maps and map overlays.

Censor of Moving Pictures Appeal Board records

This series consists of records created and maintained by the Censor of Moving Pictures Appeal Board from 1929-1963. The records consist of three volumes of minute books relating to appeals of decisions made by the Censor of Moving pictures on banning all or parts a movie.

Each entry states the title of the film, date, some information about the film, what Board members reviewed the film, whether the appeal granted or rejected, and information on the payment of fees required for an appeal. If the appeal was grated there is a note as to whether the Censor's decision was upheld, or if the film passes.

Many records related to each appeal have been pasted into the minute book. These may include: a notice of appeal from the film's creator filed with the Censor of Moving Pictures; correspondence with the Censor or Appeal Board; briefs summarizing the film submitted by the film’s creators, including arguments for why it should not be banned; newspaper clippings and articles about the film; cheques or receipts related to the payment of fees; letters summarizing the Appeal Board's decision, including lists of any scenes from the film that must be cut or age restrictions for the film's audience. The minute books also include lists of Appeal Board members for given years.

Fish and Wildlife Branch executive records and staff correspondence files

This series consists of correspondence created or received by various employees in the Department of Fish and Wildlife from 1969-1979. This includes correspondence inwards and outwards from the Minister of the Department of Recreation and Conservation, who led the Branch at this time. The majority of the records are correspondence files, often referred to as flimsies. There are also a variety of subject files kept by the Deputy Minister and Assistant Deputy Minister. The records relate to a wide variety of topics such as habitat protection, pollution, the impacts of resource extraction projects, impacts of recreation activities, wildlife management, policy development, legislation, intergovernmental projects, fisheries management, the Mair Report, and the McCarthy Hearing or Paish Affair.

The series includes correspondence to and or from the following individuals: William K. Kiernan and Jack Radford, Minister of Recreation and Conservation; Director of Fish and Wildlife Branch; D.J. Robinson, Assistant Director, Management and Development; D.M. Galbraith, G.D. Taylor, and M.R. Whatley, Fish Habitat Improvement; E.H. Vernon, Chief of Fisheries Improvement; R.C. The minister's correspondence files may include letters written to or from other executives, such as the Deputy Minister.

Records also include memos and subject files used by particular employees. Correspondence files may include reports, maps and other enclosures. Correspondence referral replies are generally letters sent to the Minister or other executives and forwarded to other relevant employees for an answer. Many of these letters are from members of the public raising concerns over environmental issues such as pollution or industrial activities.

The series also include statistical summary sheets showing the number and types of licences (hunting, fishing, etc.) issued in each Agency from 1966-1969.

Bureau of Mines negatives and lantern slides

The series consists of photographs (lantern slides and a few glass or flexible negatives) created by the offices of the Bureau of Mines and the Dept. of Mines between ca. 1900 and 1953. The photographs depict all aspects of Bureau activities including surveys and inspections. Many of the glass negatives were taken by W.F. Robertson and H.T. Nation of the Bureau of Mines and were often used for annual reports and other publications. The bulk of the photographs are glass lantern slides, either made from Bureau of Mines photographs or copied from other sources. Photographer Edgar Fleming took or copied many of the photographs for the Department. These slides show mines and mining operations and equipment; mining camps, first aid teams, refineries, smelters, coke ovens, concentrators, railways and rail trestles; boats, landscape and terrain features including coast, rivers and mountain ranges and aerial views. There are also a significant number of maps and technical drawings.

Occasionally other photographer initials M.S.H., S.S.H. and W.H.M. are noted on the slides. There are 63 slides of South African mines and general views, 23 slides of the Alcan Kemano project from 1953 and various portraits scattered throughout the series, as well as ca. 115 aerial views from the 1930s, many with their own numbering scheme.

The series also includes an additional 38 glass lantern slides from the 1920s, alienated from the main run of lantern slides and transferred separately. Most of these slides were made of photographs taken by Edgar Fleming for the Bureau of Mines but also include some slides of maps and technical drawings.

Criminal Justice Branch committee and conference files

The series consists of committee related and conference meeting materials that were attended by members of the Criminal Justice Branch. These records document the branch’s participation in inter-ministerial and intergovernmental criminal justice work. The files cover a wide range of criminal justice issues such as traffic safety, legislation development, family law, juvenile justice, justice reform, videotape use in child sexual abuse cases, and police and BC Parole Board files. The records were created and received by the Ministry of Attorney General, Criminal Justice Branch between 1984 and 1993 in British Columbia.

The records are arranged by committee/conference name or subject. They include correspondence, memoranda, reports, project files, surveys, manuals, committee agendas and minutes, and conference programs. The records are assigned Administrative Records Classification System (ARCS) numbers (schedule 100001). They also include an alphanumeric abbreviation code.

Mackenzie Forest District range management records

This series consists of range management records from the McKenzie Forest District for the years 1967-2009. This district was part of the Prince George Forest Region (1978-2003) and the Northern Interior Forest Region (2003-2010). Note that the names and boundaries of districts and regions varied over the years.

Records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act. This includes their issuance, amendment, transfer, billing, monitoring, policy, and administration. This may include records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures. There are also a few range tenure appeal files.

Each grazing permit and licence file relates to a particular range tenure. Note that there may be additional individuals or companies who held the tenure over time which are not listed in the file title.

Records in this series include tenure application forms, grazing plans, range use plans, correspondence, maps, surveys, reports, records determining range boundaries and use, and information on range improvements such as range seeding and clearing. There is also a list of range tenures for the entire district.

Skills development and fair wage investigation case files

The series consists of skills development and fair wage investigation case files created between 1992-2004 by the Ministry of Skills Development and Labour (2001-2005), and its predecessors: Ministry of Labour (1996-2001), the Ministry of Skills Training and Labour (1993-1996), and the Ministry of Labour and Consumer Services (1986-1993) in British Columbia. These records document the investigation of alleged non-compliance with fair wage legislation, which was enacted in 1993 and rescinded in 2001. The Skills Development and Fair Wage Act (RSBC 1996, c. 427) required that all privately contracted work on public construction be done by certified trades’ people who received a minimum standard of pay based on prevailing union rates. This function is no longer performed by the Employment Standards Branch.

The records consist of project report forms and supporting documents, site visit report forms, investigation status report forms, site closure forms, demand for employer’s records, audit records, determinations, compliance orders, violation tickets, appeal records, court documents, and copies of payment. The files are arranged by construction project name. A few of the files are arranged by topic. These records are classified under 72100-60 skill development and fair wage investigation case files of the Employment Standards ORCS (schedule 112971).

Lytton, Kamloops and Ashcroft Government Agent records

This series consists of a variety of records created by Government Agents and other government officials stationed in the Lytton, Yale and Kamloops area from 1858-1949. The records include registrations of water rights (mostly for mining purposes); placer mining forms; mining record books recording mineral claims, placer claims, leases, records of abandonment and bills of sale; and an unlabeled cash book covering Cache Creek, Bonaparte, Okanagan, Tranquille, Dead Man’s Creek, Savona Ferry, Kamloops, and Nicola which records office expenditures and collectorates such as school taxes, property taxes, leases, road tolls, court fees, water records, licences, etc.

Public works building plans : negatives

The series consists of approximately 23,000 photographic negatives created by the Dept. of Public Works between 1969 and 1978, to manage historic building plans and drawings of public buildings throughout British Columbia. The plans include those for law courts, highways maintenance yards, police buildings, hospitals and health centres, government office buildings, liquor stores, correctional centres and camps, sewage treatment plants, fire halls, civil defence buildings, vocational schools, universities, mental health institutions, provincial schools and the Provincial Legislative buildings.

The negatives were made from original plans sent to, and filmed by, the Reproductions Laboratory in batches. If the Dept. of Public Works did not hold an original plan, it was borrowed from consultants and returned after filming. The laboratory made two negatives for each plan and assigned them the same negative number. Negatives in each filming batch were arranged in batches in negative number order, from number 22,000 to 229,581, but numbering between batches was discontinuous. Each negative was housed in an envelope on which was recorded the negative number, Public Works plan number, date of filming, camera setting and density. The Reproductions Laboratory retained one negative from each pair and sent the other to the Public Works Plan Library. The negatives were then used to produce microform reference copies of the plans, in the form of aperture cards, which were then distributed throughout the Department.

The series also contains ca. 2300 negatives arranged by Public Works drawing number (DPW). These four boxes of negatives probably duplicate those arranged by negative number as well as the aperture cards in GR-2176.

Use the indexes to Public Works building buildings plans (GR-2184) in order to determine the negative numbers for specific buildings.

Merritt Forest District timber tenures

This series consists of various timber tenures created by the Merritt Forest District and its predecessors from 1958-1985. Tenures include timber sale licences (TSL), timber sale harvesting licences (TSHL), forest licences (FL) and their associated cutting permits (CP).

Records may regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures. The files may consist of applications, ministry approvals, copies of the permit or licence, revisions, correspondence, legal documents, annual reports, operations information, development plans, charts, procedures, audits, reviews, and maps.

Cariboo district : tax assessment rolls

Series consists of Schedule B tax assessment rolls created by Government Agents or other government officials for the Cariboo District. There are rolls for Barkerville for the years 1888, 1890, and 1892 (two pages) and one roll for Quesnelle [Quesnel] for the year 1890. The records include names, occupation, numbers of livestock, lot information, and assessments for real property, wild land, personal property, and income taxes as well as dates of notice, total assessed taxes, and provincial revenue taxes.

Vancouver Island Road Tax Commissioner records

This series consists of records created by Road Commissioners from various road districts in the Colony of Vancouver Island, from 1861-1875. This includes the Victoria, Esquimalt, Esquimalt Town, Lake, Saanich, Metchosin, Sooke and Highlands Road Districts.

The records include financial records such as cash books, account books, road tax assessment rolls and ledgers. These track the fines and taxes collected for each district, and the expenses for road construction and maintenance. Some records indicate the individuals who paid for and worked on specific roads in the Victoria area that are still in existence today.

Other records include correspondence and minute books recording the decisions and priorities of the commissioners. These indicate where and how roads were constructed as the colony was growing.

Cariboo Wagon Road toll records

This series consists of various records related to the collection of road tolls along the Cariboo Wagon Road from 1862-1883. The collection of tolls for the road from Lytton or Lillooet to Alexandria began in 1862 pursuant to BC Proclamations 3 and 4, 1862. These tolls were later revised by legislation in 1876 and 1884.

Locations tolls were collected include Yale, Lillooet, Alexandria, Lytton and Clinton. The position of toll collector was often done by government officials holding other positions, including government agents, police constables, clerks and revenue officers. Some volumes include other financial information from these government officials, such as expenses and salaries from the government officials. Volumes may record freight or other items being transported up the road.

Division of Visual Education photograph albums

The series consists of six photograph albums created by the Division of Visual Education between 1947 and 1969, containing ca. 5100 photographs. This agency was responsible for providing media services to public education institutions. The records document school sites and educational programs for elementary, secondary, college and university students in British Columbia.

Subjects often relate to specific classes and schools, and include: projects and performances; facilities; ceremonies; teachers, staff and government officials; students; and displays and exhibits for promotional purposes.
