The series consists of BC Ambulance Service (BCAS) and air evacuation major accident and incident investigation files. The records may cover the investigation of complaints pertaining to the provision of emergency health services by the BCAS such as investigations of non-air evacuation major accidents and/or incidents that cause death or serious injury to a patient, paramedic or third party; responses to requests for patient information; handling of patient lost item reports; and responses to coroner’s recommendations to BCAS. These records document two accidents and subsequent investigations involving the death of paramedics: Sullivan Mine accident (2006) and Kennedy Lake (2010).

This series also includes air evacuation accident and incident investigations and reporting. These accident/incidents relate to any urgent or immediate safety concern and/or any accident or incident that requires immediate attention (e.g. emergency landing or crash); involves major equipment failure; and/or has the potential to cause and/or has caused injury to a crew member, patient or third party. This series documents the investigation and response to major equipment failures, threats to human life or limb, or violations of standard safe operating procedures. Final reports may also result in changes to protocols and training practices employed by the BCAS air ambulance program. These records were created by the BC Emergency Health Services Commission under the Emergency and Health Services Act (RSBC 1996, c. 182) between 1991-2011.

The records are arranged by accident/incident and then by topic. They include correspondence, reports such as the Occupational Safety & Health Reporting form [HLTH 1130A] and occurrence reports [HLTHEHSC 2403], briefing notes, investigation reports, incident reports, dispatch audio recordings, and other supporting documents. BC Ambulance Service (BCAS) ombudsperson’s investigations

The series consists of ombudsperson’s investigations into matters relating to the BC Ambulance Service. The records were created and received by the Emergency Health Services Commission between 1990 and 2009. They provide details of complaints regarding matters such as patient care by first responders, BCAS hiring practices, emergency vehicle operations, and allegations of workplace harassment that were sent to the ombudsperson and were subsequently investigated. The files also include closed case summaries of complaints received by the ombudsperson each year on matters related to the BC Ambulance Service. These records are governed by the Ombudsperson Act (RSBC 1996, c. 340) which sets out how disputes about government actions arise and are resolved.

BC Archives fire insurance plan collection

The BC Archives fire insurance plan collection consists of plans of British Columbia communities acquired from various sources over the years. The plans have been arranged alphabetically by community by Archives staff. While most of the plans are large format, coloured sheets, there are also black and white photographic negatives (with diazo fiche copies for reference) and 35 mm colour slides for many of them. The photographic negatives and colour slides are not necessarily duplicates of the printed sheets in the BC Archives collection. A detailed list, arranged by community, gives details for holdings in each format. Fire insurance plans were published by various companies including the Sanborn company, the Charles E. Goad company, the Underwriters' Survey Bureau Limited, the Canadian Underwriters' Association and the British Columbia Underwriters Association. Fire Insurance plans and atlases are large-scale (high resolution) urban maps which grew out of the need of fire insurance underwriters to understand the physical characteristics of a structure to be insured. These maps show with detail colour drawings and symbols, the character of the outside and inside construction of buildings, passages, probable fire cut-offs, fire walls, openings in walls, height and occupancy or use of individual buildings or groups of buildings. Street widths, street addresses, property lines, water pipes or mains, fire hydrants and fire alarm boxes are also located on the maps. Although fire insurance plans stopped being produced in the 1970's and have long outlived their primary function, they continue to act as important source material.

The series consists of meeting agendas and minutes, correspondence, reports, budgets, texts of speeches, grant applications and presentations created between 1967 and 2004 by the British Columbia Arts Council and its predecessor the British Columbia Arts Board. The records document the Council’s programs and funding decisions. Records include the names of organizations that requested grant funding, how much was requested, how much was awarded, and reasons for the decision. The records cover several branches of the arts in British Columbia, including visual arts, dance, and theatre. Early records document the establishment of the British Columbia Arts Board, and include correspondence to and from Sam Bawlf regarding appointments to the Board. The series also consists of the welcoming remarks to the first meeting of the BC Arts Board in 1974. The series also consists of records pertaining to the Centennial Cultural Fund Advisory Committee. The fund was created by premier WAC Bennett and was the first permanent assistance to the province’s cultural activities. Under order-in-council 2784 (1967), interest earned upon the Fund was to be disbursed to arts organizations through local arts councils. In its first year, $190,000 was granted to arts organizations and councils. In 1972, an order-in-council shortened the name to the “British Columbia Cultural Fund.”

The records are arranged by meeting and are generally in chronological order. Meeting packages frequently include records from various Arts Council committees, including the Music Advisory Committee, Literary and Publishing Advisory Committee, the Arts Festivals Committee, the Media Arts Committee, and the Community Arts Advisory Committee. The records are covered by ORCS 80100-04 of schedule 143933 (Cultural Services).

BC Capacity Initiative Council records

The series consists of committee records created by the BC Capacity Initiative (BCCI) Council in 2002 and 2006. The BCCI is a federal government initiative that is funded by Indigenous and Northern Affairs Canada. The objective of the BCCI is to support First Nations in their preparation for comprehensive land claim negotiations by enhancing their capabilities to negotiate, implement, or manage land and resource components of future aboriginal title settlement agreements. Funding is available to all BC First Nations with an unresolved land claim, which includes First Nations within and outside of the BC Treaty Commission process. Project sectors eligible for funding are: community vision/strategic plan; cultural heritage; fisheries/aquaculture resources; forestry resources; integrated land and resources; land and resources governance; and land and resources professional development.

The records consist primarily of proposal evaluation summaries of funding applications for the purposes of review by the BCCI council at an annual meeting. Each proposal evaluation summary consists of a project summary of the application and the reviewer’s evaluation. Additionally, each volume contains statistics on the total applicants, including the geographical distribution of applicants, applicants by project sector, and comparative historical data. Because funding reviews are conducted at an annual council meeting, the meeting agenda is also included.

The records are contained in two volumes (volume 7 and volume 13) and date from 2002 and 2006 respectively. Indices are available in each file by applicant name and reference file number, as well as by page order.

Volume 7 (2002) contains summaries of 130 proposals for review for 2002-2003 as well as a listing of ineligible applications. The council meeting was held on April 8 and 9, 2002.

Volume 13 (2006) contains summaries of 117 proposals (with an additional 18 that were not eligible) for review for 2006-2007. The council meeting was held on February 9 and 10, 2006. Volume 13 also contains digital copies of some of these records on a compact disc. The digital records available on this disc are: Index by applicant names; Index by file no.; Executive summaries of 2006-2007 BC Capacity Initiative Regional Proposals (by applicant names); and Executive summaries of 2006-2007 BC Capacity Initiative Single Proposals (by applicant names). The disc is stored in 002383-0001 File 2 with the textual records.

B.C. Civil Defence photographs

The series consists of 77 black and white photographs created by the Advisory Council, Provincial Civilian Protection Committee between 1942 and 1945. The photographs show the Provincial Civilian Protection Committee and A.R.P. (Air Raid Precautions) activities in the province between 1942 and 1945. Most of the photographs were taken by Steffens-Colmer Ltd. of Vancouver and have typed captions and photographer numbers on the back.

The photographs depict the following activities: headquarters and staff of the committee; A.R.P. firefighting practical training; first aid and hospital incident practice; A.R.P. students and teams; power boat squadrons, ambulances, mobile canteens and other equipment and public information activities including parades and instruction in the use of respirators for civilians.

The secretariat was involved in a variety of fisheries related activities, agreements and committees, including: salmon fishing, allocation and management; women in fishing; and consultation with First Nations, Indigenous groups and other stakeholders, such as the Nisga’a Nation. BC Government lithographed regional maps

In 1911, the British Columbia Department of Lands began publishing standardized series of lithographic maps of BC regions, as well as general maps of the entire province. Over the next five decades these provincial maps were used both to stimulate and to document settlement and economic development on a region-by-region basis. For many areas, the provincial regional maps served as the main published source of cartographic information until those areas were gradually covered by sheets from the National Topographic Series of maps.

This summary guide and the accompanying series lists and graphic indices provide a basic overview of the provincial series maps available at the BC Archives. The series list (see finding aid) allows researchers to search for the call numbers of desired maps by using map series name, map sheet number or map title, while the graphic indices (CM/CL1 page G1) allow for a search by geographic area.

The map series include the Geographic Series of general purpose maps; the Lands, Pre-emptors', and Degree series of land status maps; and the Topographic Series of physical features (and some land status) maps. The land status maps are of particular value to researchers since the lot numbers depicted on the maps serve as an entry point to many other types of records produced by the Department of Lands and its successors. Conversely, researchers who already know the legal description for a property can often use the maps to place the property in its geographic context. Researchers should note that mineral titles are usually not depicted on the land status maps. Such titles are shown in the published Mineral Reference Maps (subseries CM/CL1.7) and in a separate, unpublished series (CM/S1).

CM/CL1 includes the following series of maps:

  1. Geographic Series (1A - 1SW) , 1912 - 1981
    This series consists of a diverse range of maps including general maps of the entire province, general maps of large regions, and provincial and regional maps overlaid with various government administrative boundaries. The Geographic Series was continued by the successor to the Geographic Branch, the Map Production Division (1971 - 1981), which also published such related series *Date ranges given are those for the sheets held by BC Archives as the Special Geographical Series Maps, 1967 - 1980 and the Regional (New Series) Maps, 1978.

  2. Land Series (2A - 2F), 1913 - 1958
    This series and the two following were designed primarily to show the status of land alienation. The Land Series sheets initially covered the settled southwestern area of the province and usually provided general geographic detail; fairly extensive cultural features such as transportation routes, parks, post offices, hospitals, telegraph lines, etc.; land district boundaries; limited topographic (landform) information in the form of spot heights, and depictions of the boundaries and numbers of surveyed lots pertaining to various forms of land title (crown grants, reserves, timber licences and leases), conveniently coded by colour. Later sheets in the series covered portions of the mainland coast, and the Queen Charlotte Islands. The series was published at the scale of four miles to one inch.

  3. Pre-emptors' Series (3A - 3Q), 1911 - 1969
    Originally intended as a quick means of depicting for settlers the Crown lands available for pre-emption in the north-central portion of the province, the first pre-emptors' maps were rough in form and were substantially redrawn each year. Since the early sheets were designed for short-term use, they provided only basic planimetric information (horizontal features such as rivers and lakes, but not landforms) along with depictions of the boundaries and numbers of surveyed lots, land recording district boundaries, government reserves, and of course, lands open for pre-emption or in some cases, public auction. Even the early sheets, however, often also provide relatively detailed information on the location of trails, roads, and railways, and the popularity of the series as well as the increasing availability of accurate survey information for the mapped areas soon prompted the Geographic Branch to improve the maps' appearance, accuracy and level of detail. Thus, while the scale, area covered, and numbering of the early sheets varied from year to year, the format of the series was standardized by 1915, with most sheets being published at a scale of three miles to one inch. Certain sheets eventually depicted topography by means of contours, and provided some of the types of more detailed cultural information present in the Lands and Degree Series.

  4. Degree Series (4A - 4Q), 1912 - 1956
    This series was designed to cover the relatively well-settled area of the BC interior between the CPR line and the 49th parallel using standardized sheets of one degree in latitude and one in longitude. The maps were published at the comparatively large scale of two miles to the inch since they were intended to provide prospectors and other residents with accurate, long-term information on physical features; the location of land recording, mining, and/or electoral districts; the boundaries and numbers of surveyed lots (including timber leases), and specific cultural details such as the location of schools, hospitals, post offices, transportation routes, power lines, and so on. Many of the sheets are contoured so as to depict topography in detail.

  5. Topographic Series (5A - 5E), 1917 - 1952
    This series was begun with the goal of depicting the results of exploratory topographic surveys (by Frank Cyril Swannell) in northern BC. The first sheets, therefore, provide planimetric information as well as topography in the form of hachures or contours, but depict few cultural details and are drawn at the relatively small scale of five miles to one inch. Later sheets, however, covered parts of southern BC and include not only detailed topography, but also many of the same cultural features, presented at the same scales, as in the Lands and Degree Series. Interestingly, certain maps in the above series were produced as special "economic geography" editions containing numerous annotations regarding natural resources as well as extensive textual information on the verso (back) of the sheets. Such sheets, as well as those which simply contain extensive natural resource annotations, are identified in the accompanying lists by the entry "Economic Geography" after the map title. In addition to the series described above, a number of smaller or more specialized series are identified in the series lists.

BC Government photographs

The series consists of ca. 4300 b&w and colour photographic prints and negatives taken between 1963 and 1973. Most were taken by the Government Photographic Branch but a few prints were taken by various commercial photographers and are stamped with their names. The photographs cover all areas of BC and show the construction of bridges, highways, public housing, universities, hospitals, public buildings such as mental hospitals and government buildings, ferries & terminals, regional colleges and public schools. There are also photographs of municipalities, resource and industrial photographs and transportation photographs. The photographs were collected by Hugh Ferguson of the Dept. of Finance for an unknown reason.

BC Heritage Trust funding project files

The series consists of records which document the financial assistance, for the purpose of heritage preservation, provided by the British Columbia Heritage Trust to organizations and individuals in the province of B.C.

The assistance involved initiatives and projects for the conservation, preservation, repair, restoration and maintenance of properties and structures. It also included historic site conservation, artifact conservation, archaeology projects, interpretive projects, research projects and management plans, oral history projects, and the creation of pamphlets, books and documentary films.

Grants and scholarships were awarded for one-year terms. Grants were available to registered non-profit societies, local governments, First Nations bands, and post-secondary institutions and students. Scholarships were available to BC university students and student prizes were available to BC high school graduate who were continuing on to post-secondary institutions. Study grants were available to professionals or volunteers from local government, non-profit organizations, or First Nation band councils to participate in workshops, symposia, or academic/professional courses.

Program staff reviewed the grant, scholarship and student prize applications and made recommendations to the BC Heritage Trust Board. Upon application, a case file was created for each applicant unless the applicant was clearly not eligible for funding. Most of the records are arranged by a file code which consists of that case file or project number (e.g. 00-79).

The records include: correspondence, applications for assistance and supporting documentation, photographs, architectural plans, feasibility studies, heritage building inventories, project budgets, business plans, letters to the Heritage Trust requesting payment, approved and rejected applications for financial assistance, maps, sketches, plans, press clippings, various reference materials, architectural plans and studies. Also included are progress reports, interim reports and final reports on projects, which often include photographs to document work in progress or completed. Payment records pertaining to applications receiving financial assistance include the name and details of prospective and/or completed heritage projects. The series also includes some annual reports and performance plans and board meeting minutes of the BC Heritage Trust.

The series includes records regarding creation of heritage trusts for Barkerville, together with records concerning management agreements between the Province and local trusts for the management and operation of historic sites. Records also relate to the devolution of the operation of heritage sites prior to the elimination of the British Columbia Heritage Trust in 2003.

Some projects involved the writing and publication of books and other published materials. The final products -- books and other published materials -- are located throughout the series.
