Fort Nelson Forest District range and land use records

This series consists of a variety of range management and recreational land use records created from 1982-2001 by the Fort Nelson Forest District, a division of the Prince George Forest Region. All files were managed as part of the Fort Nelson Forest District when the files were closed and transferred to the archives.

The series includes the following types of records:

Range management records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act. This includes their issuance, amendment, transfer, billing, monitoring, policy, and administration. This may include records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures. Records may include tenure application forms, grazing plans, range use plans, correspondence, maps, photos, surveys, reports, and use, and information on range improvements and clearing. Improvements can include infrastructure such as fences, gates and improving access to water sources for livestock through water licences.

The other records relate to the use and management of natural resources in the area, as well as recreation resources in Provincial forests. This includes trails and sites with value for tourism or other recreational uses, such as snowmobiling, dog mushing and skiing. The records document the location, creating, management, and use of such sites.

Forest Service project site/trail files relate to the routine maintenance, rehabilitation and development of Forest Service recreation sites and trails. Includes records relating to the planning, designation, assessment, design and construction of recreation sites and trails. Types of records can include correspondence, reports, studies, published material, photos, and maps. There is also a file regarding the Small Business Forest Enterprise Program.

Campbell River Supreme Court civil orders and reasons for judgement

The series consists of original civil orders and reasons for judgement created between 1982 and 2001 by the Campbell River Supreme Court registry. Civil orders are the formal expression of the ruling of the court and reasons for judgement provide the court's rationale. The records relate to a variety of civil matters, primarily motor vehicle accidents.

The records are arranged by file number and were scheduled for full retention under Court Services ORCS (schedule 100152) 51400-25.

Countervail duty research material

This series consists of records related to research into countervailing duties related to the softwood lumber dispute with the United States of America. The records relate to the US imposition of duties on imported Canadian lumber products. The records were created or received by the BC Ministry of Forests from 1982-1986. Many records were created by the Canadian Forest Industries Council (CFIC) and the United States Department of Commerce, International Trade Administration, Import Administration and provided to the Ministry for reference. The records consist of correspondence, memorandums, questionnaires, agendas, reports, working papers, minutes and other reference materials.

Miners' lives oral history project collection

The collection consists of records generated by Donald (interviewer) and Glen Treilhard (photographer) during their oral history project in 1983. Both were post-secondary students at the time and received grants from the Canada Council and the Royal Canadian Geographic Society. The Treilhards interviewed and photographed 39 Canadian miners in British Columbia, Yukon and the Northwest Territories. The collection includes 60 audio cassette tapes of interviews with the miners, a duo tang with project details, an index, an itinerary and interviewee list, photo and tape release forms from the interviewees and transcripts of the interviews. Audio tapes are arranged by geographical location and by date. There is also a small notebook listing the slides which are itemized by geographical location, roll number, slide number and subject. There are approximately 820 colour slides of the interviewees, their places of work and scenic views of the geographical regions through which the Treilhards travelled. There appear to be some slides listed in the index that are not in the slide binders, as well as some slides that are in the binders and that are not listed in the index. There is also a list stapled to the inside cover of the small notebook indicating which slides the Treilhards used in their project.

Freeman Tovell fonds

The fonds consists of copies of documents concerning Spanish exploration, settlement and missionary work collected by Freeman Tovell for research purposes. This material was microfilmed around 1987. The fonds also includes research material compiled by Freeman Tovell during the research and writing of his book "Far Reach of Empire", a book about the Spanish exploration of British Columbia's coast. The records contain multiple drafts of the book as well as research material, including photographs and maps, articles and subject files ca. 1987 to 2011. In addition the fonds includes 30 cm of Freeman Tovell's correspondence files.

Commission on School District Administrative Costs (1983)

This Commission was established by Education Minister, the Hon. William Vander Zalm in 1983 to examine school district operations, including administrative costs. Mark William Sager (Chairman) and Allan G. Stables were appointed as commissioners. Hearings were held in several BC communities but hearings were suspended when the provincial election was called. This collection includes the Interim Report of the Commission, the submissions, and the administrative files.

This Commission (also known as the Sager Commission) was established by Education Minister William Vander Zalm to examine school district operations, including administrative costs. Mark William Sager (Chairman) and Allan G. Stables were appointed as Commissioners. Hearings were held in Cranbrook, Castlegar, Kamloops, Kelowna, and Prince George. The hearings scheduled for Dawson Creek, North Vancouver, New Westminster, Surrey, Terrace, Campbell River, Nanaimo, Victoria, Chilliwack and Vancouver were suspended when a provincial election was called. The Interim Report of the Commission on School District Administrative Costs summarizes the mandate, commitment, findings and recommendations of Messrs. Sager and Stables; it is found in Box 1.

Premier’s itineraries and scheduling records

The series consists of correspondence, memoranda, notes, itineraries, photographic contact sheets, and background information relating to appointments, events and trips, including Premier’s trips and those of visiting delegations. The records provide evidence of the creation of the Premier’s daily schedule and were created between 1983 and 1996. Records in this series relate to Premiers Vander Zalm, Bennett and Harcourt. Records relating to specific trips are arranged by event. Many of the records pertain to trips to China and Japan. Records relating to requests for appointments with the Premier are arranged alphabetically and by year. The series also includes 5 volumes of the Premier’s daily journal dating from 1976 to 1980. The series also includes a small number of negatives and slides relating to various events as well as two film copies of the promo for the film “Partners in Enterprise : Opening Doors.” Itineraries for Premier Harcourt often include briefing notes, memos, and other supplementary information, and provide instructions on the day's proceedings.

Fernie Supreme Court orders

The series consists of orders from the Supreme Court in Fernie. The orders date from 1983 to 2002 and the series is largely composed of divorce orders. There is one folder of adoption orders and one of general court orders, which also includes orders related to probates and estates. Divorce orders were originally arranged by volume and folio number, but this system appears to have changed in 1999 and the records were subsequently arranged by filing date. Researchers should note that there is sometimes a gap between the date the order is issued and the date it is filed. Other orders appear to be arranged by filing date.

BC Heritage Trust funding project files

The series consists of records which document the financial assistance, for the purpose of heritage preservation, provided by the British Columbia Heritage Trust to organizations and individuals in the province of B.C.

The assistance involved initiatives and projects for the conservation, preservation, repair, restoration and maintenance of properties and structures. It also included historic site conservation, artifact conservation, archaeology projects, interpretive projects, research projects and management plans, oral history projects, and the creation of pamphlets, books and documentary films.

Grants and scholarships were awarded for one-year terms. Grants were available to registered non-profit societies, local governments, First Nations bands, and post-secondary institutions and students. Scholarships were available to BC university students and student prizes were available to BC high school graduate who were continuing on to post-secondary institutions. Study grants were available to professionals or volunteers from local government, non-profit organizations, or First Nation band councils to participate in workshops, symposia, or academic/professional courses.

Program staff reviewed the grant, scholarship and student prize applications and made recommendations to the BC Heritage Trust Board. Upon application, a case file was created for each applicant unless the applicant was clearly not eligible for funding. Most of the records are arranged by a file code which consists of that case file or project number (e.g. 00-79).

The records include: correspondence, applications for assistance and supporting documentation, photographs, architectural plans, feasibility studies, heritage building inventories, project budgets, business plans, letters to the Heritage Trust requesting payment, approved and rejected applications for financial assistance, maps, sketches, plans, press clippings, various reference materials, architectural plans and studies. Also included are progress reports, interim reports and final reports on projects, which often include photographs to document work in progress or completed. Payment records pertaining to applications receiving financial assistance include the name and details of prospective and/or completed heritage projects. The series also includes some annual reports and performance plans and board meeting minutes of the BC Heritage Trust.

The series includes records regarding creation of heritage trusts for Barkerville, together with records concerning management agreements between the Province and local trusts for the management and operation of historic sites. Records also relate to the devolution of the operation of heritage sites prior to the elimination of the British Columbia Heritage Trust in 2003.

Some projects involved the writing and publication of books and other published materials. The final products -- books and other published materials -- are located throughout the series.

Office of Protocol operational records

The series consists of records relating to management and use of government properties including the legislative precinct and grounds and the provincial carillon program.

The series corresponds to the Protocol office ORCSs, which indicates that legislative precinct functions case files provide information about the public use of the Parliament Buildings and grounds during the time that the Office of Protocol was responsible for granting permission for that use. Carillon programs case files provide evidence of the role of the Provincial Carillonneur and information about the Netherlands Centennial Carillon music programs during the time that the Office of Protocol included the Provincial Carillonneur.

Records include forms and documents regarding permissions for functions held at the legislative precinct, regulations regarding the use of the legislative grounds, "use of grounds" policy, requests to use the legislative buildings, and monthly event logs.

Information systems project files

The series contains the records of the System Services Branch of the Ministry of Environment, Lands and Parks and its predecessors. The records relate to various initiatives in the 1980s to early 2000s to establish information systems to collect data and make it accessible to the general public. They also discuss central data systems for the use of ministry staff and issues regarding maintenance of these systems. Some records also provide a catalog of existing and proposed information systems within the Ministry.

Types of records include feasibility reports, surveys, research reports, status reports, project overviews, correspondence, proposals, presentations, training resources, information needs report and project assessments.

Projects represented in the series include:

The BC Recycling Hotline: telephone line meant to provide information to callers regarding reducing solid waste, recycling, the proper disposal of hazardous waste and alternatives to environment-damaging products and behaviours. Callers could also inquire about waste management policies, programs in their area and related legislation.

Data Warehouse (DW) project: a repository for storing data produced by BC Environment. Its aim was to improve access to integrated information within the ministry via better technology for storing, delivering and manipulating data by staff. In addition, the data warehouse was intended to serve as a single repository of Ministry data which public can access, particularly in regards to the Forest Practices Code.

Habitat Referral Tracking System Database: a system used to record, track and report on fish habitat referrals received by the Fisheries and Habitat management. Files include a manual for informatics professionals responsible for its maintenance, a proposal from Pangea Systems Inc for the design and development of the system, a training manual, memoranda, and a charter.

Integrated Pest Management Information System: a system that provides information to people about alternatives to pesticides for controlling pests. Includes 1 floppy disk.

Geographic Information Systems (GIS): data regarding locations in BC.

Environmental Protection Program (EPP) information system: includes a proposal from DMR Group Inc., project statement and status reports.

Contaminated Sites Information System: for monitoring data from different areas in the province.

FPC/FRBC Needs Analysis Project: a project to identify the information needs of businesses in the Omineca-Peace Region related to the implementation of the Forest Practices Code and Forest Renewal BC Information. Includes proposed projects and outcomes.

Water Management Branch Information Management Plan: regarding information systems and ongoing projects related to information technology in the workplace.

FRBC/Wildlife: development of a species inventory with data standards for land use planning initiatives. Also initiatives for providing information to the public to assist in preserving biological diversity in BC, including habitat mapping and ecosystem inventories. Records include the project charters, correspondence and summaries.

Detailed Ecosystem Inventory Database: provides a suite of tools to efficiently manage and operate ecosystem inventory projects with the purpose to facilitate the field collection and management of detailed ecosystem data. Records include the project charter.

Species Inventory Database Development Project: a standardized data capture system and provincial repository for wildlife inventory data. Records include a project assessment report.

Integrated Registry Project: a centralized registry that will integrate all previous and multiple systems of registers for land and resource data.

Problem Wildlife Management System: to improve the recording and reporting of problem wildlife information in support of provincial wildlife resource management.

Conservation Officer On-Line Reporting System: for monitoring offences and offenders of fish, wildlife and environmental legislation.

System for Environmental Assessment and Management: computerized data storage and retrieval capabilities for ambient and discharge monitoring results for defined sites.

Terrain Resource Information Management (TRIM) system: its aim was to migrate digital mapping and geographic data into a new relational database management system where by integration, manipulation, distribution and security would be improved. The records from this project are somewhat arranged by project phase (milestones) and include steering committee minutes and agenda, contracts, proposals, reports, reference material on different components comprising the infrastructure of the system.

Records relating to the Women’s Action Plan

The series contains records created and accumulated by the Ministry of Environment and Parks and its predecessors related to women’s programs in government. These records were created as part of an initiative by the Canadian federal government to reflect on the status of women and by the BC government to reflect on opportunities available to female public servants during the United Nations Decade of the Woman (1975-1985). As such, the provincial government asked each ministry to create a Plan of Action for women working in their ministry that would encourage training, development, career planning and awareness of women’s working conditions. The objective was to encourage women to apply for management or other high-level positions within the public service. This series contains records relating to the creation of the Ministry of Environment Women’s Action Plan. There are also a small number of Action Plan documents from other ministries that appear to have been used as reference by the Ministry of Environment.

These records include minutes, discussions, memos, reports and correspondence from the Women’s Advisory Committee and the Task Force on Women in the Ministry of Environment who were tasked with making recommendations and reporting on achievements. Highlights include the establishment of the Women’s Resource Library, discussions on work schedule alternatives, ideas for programs and development opportunities, resources regarding abuse, workshops, maternity leaves and a mentorship program.

The records also contain some publications relating to the issue, including several BC Women’s Programs Newsletters, Juggling a Family and a Job (1983) and Women in British Columbia: a Plan for Progress (1986).

Property tax roll indexes

The series consists of four separate indexes created or used by the Property Taxation Branch between 1983 and 1995. The indexes contain information about British Columbia property owners and were used by the branch to either index the annual tax roll or to provide information about ownership. The records are on over 7800 COMfiche (computer output microfiche) and are arranged in different ways depending on the index. The four index types are as follows:

Tax roll index 1983, 1986-1988: this index was generated by the Property Taxation Branch and is arranged by year and then by surname or by collection district and then surname. The entries list the collection and school district, and the folio numbers of rural properties.

BCAA owner name index 1986-1995: This index was generated by the British Columbia Assessment Authority and is arranged by year, then by BCAA area and jurisdiction and then by surname. The entries list the school district and roll numbers of provincial properties.

BCAA property address index 1985-1992, 1994-1995: this index was generated by the British Columbia Assessment Authority and is arranged by year, then by BCAA area and jurisdiction and then by street address. The entries list the school district and roll numbers of provincial properties.

BCAA plan number index 1985-1995: this index was generated by the British Columbia Assessment Authority and is arranged by year, then by BCAA area and jurisdiction and then by plan number. The entries list the jurisdiction, roll numbers, legal description and school district of provincial properties.

All of the indexes are incomplete. Each index may be missing an entire year, missing areas within years and missing fiche sheets within areas. The file list notes all the years and areas received and the individual fiche envelopes note missing fiche sheets where known.

The records have been classified as 45540-14 under the Property Taxation Operational Records Classification System (ORCS).

Expo 86 Corporation : films and videotapes

The series consists of videotapes, film and audio tapes that form part of the records of the Expo 86 Corporation. Most of this material was either commissioned or acquired by the divisions of Expo 86 Corporation responsible for marketing and communications. It consists of promotional material packaged in several different forms for mass media outlets, and informational material directed to specialized audiences such as corporations and governments. The series also includes media monitoring tapes of news coverage and footage documenting the planning, progress and construction of the exposition. Most of the material dates from March 1983 to the opening days of Expo in early May 1986.

Behind the Kitchen Door project oral history collection

In 1983 and 1984, the History Division of the National Museum of Man sponsored "Behind the Kitchen Door", an oral history project documenting the day-to-day experiences of British Columbia women in their households during the years 1900-1930. The project was administered through the Modern History Division of the British Columbia Provincial Museum.

The collection consists of 64 Interviews on 71 audio reels with Victoria and Vancouver area women. The focus is the otherwise undocumented day-to-day activities of maintaining and running a home in B.C. The interviews were conducted by Kathryn Thomson, Lynn Bueckert, Kathy Chopik and Catherine Hagen.

The series contains printed copies of various policies and procedures that have been place at BC Parks. The policies helped inform employees about the proper procedures for dealing with a variety of issues that could take place at their offices and outdoors in the parks.

Presently, the series contains the policies and procedures on the following topics:

Discover Camping policies (Campground Reservation Service): contains policies and procedures for employees responsible for reservations of campgrounds. This include a manual indicating all the steps and required information for booking a reservation, as well as policies for limits to requests, discounts, receipts, payments, cut-off times, no-shows, reservation changes and cancellations etc. The manual includes a telephone script for customer service representatives.

Mineral Exploration and Development in Parks: contains a policy on mineral exploration and development in parks and recreational areas.

Permit Management Policy and Procedures: contains recommendations and changes for a new effective and decentralized processed for permits such as research permits, BC Hydro permits, and minor film productions. The records solicit opinions from various BC Parks offices about what to include in the new manual, as well as memos and Terms of Reference from the Permit Program Team.

Public Safety and Park Security: contains the Introduction to Enforcement Handbook and amendment packages for Park Rangers, as well as various policies on safety of both employees and park visitors.

The series consists of an index to civil orders and judgements created between 1984 and 1996 by the Prince George Supreme and County Courts. Entries provide a file number, the style of cause (including names of plaintiffs and defendants), a description of the order and/or judgement, and volume and folio numbers, which can be used to located associated orders and judgements found in GR-4156 (1965-1989). The index relates to orders and judgments on a variety of civil matters including divorces, bankruptcies, foreclosures, and some adoptions.

Ministry of Education correspondence inward with regard to restraint programme

Correspondence (letters and petitions) to the Minister dealing mainly with the "Restraint Programme in Education". In April, 1982 the Social Credit Government passed the Education (Interim) Finance Act. The main effects of this Act were to give the Minister of Education control over the size of the budget for each local board and the portion allocated for special education programmes, and to deprive local school boards of their right to levy taxes on non-residential property. The elected school boards were thus deprived of their major revenue source, and stripped of the power to spend their own money on educational services beyond the levels approved by the Minister. On 5 May, 1983 the Social Credit Party under Premier W.R. (Bill) Bennett was elected to a third term of office on the promise of a continuation of the politics of moderate restraint his government had thus far followed. On 7 July the government introduced its budget and 26 Bills. Layoffs of Provincial Government employees began almost immediately and demonstrations were held throughout the Province in support of economic, democratic and human rights. Bill 6, the Education (Interim) Finance Amendment Act became law on 21 October, 1983. Like the April, 1982 Act, the amended act deprived local school boards of their right to levy taxes on nonresidential property and gave the Minister of Education control over the size of the budget for each local board. It also extended the "sunset" provision of the 1982 Act to the end of 1986. Thus control over education became more stringent and the government proceeded to develop a new formula-based "fiscal framework" to govern the budgets of school boards. The government's stated objective was to roll back education services in the Province to the level they were when the Social Credit Party resumed office a decade before. This meant reducing spending at both the local and Provincial levels, in actual as well as deflated dollars, between 1983 and 1986. School boards were forced to cut back a range of services, including various special education programmes and there was a downgrading of art, physical education, shop facilities etc, as well as a reduction in teaching staff and a general increase in class sizes. Teacher's aides vital to special education were lost, provisions for substitute teachers were reduced, budgets for transport and utilities pared, building and ground maintenance reduced and materials and supplies cut. This situation was further exacerbated on 20 February, 1984 when the Government introduced the 1984/1985 budget, which cut funds to all ministries and eliminated grants to students. Plans were announced to fire 2,000 public employees by 31 March, 1984. GR-1788 consists of a selected series of letters to the Minister of Education in the period 1984 - 1985. Most of these letters dealt with the Government's restraint programme in education, although letters dealing with other topics have been included (for example abortion, the fine incurred by the Delta School Board and the dismissal of the Vancouver School Board). Not all letters have been retained. Those discarded include photocopies of letters to Premier Bennett, and to the Minister for Intergovernmental Relations, Mr Garde Gardom and form letters. The letters remaining are mainly from concerned parents worried about reduced standards of education for their children. The majority of letters are against restraint, although some writers are for it. GR-1788 also contains many petitions to the Minister of Education asking for an end to restraint (over 5,000 signatures). This unit can be used in conjunction with GR-1791, Public Business File of the Minister of Education 1983, which contains some earlier "restraint" correspondence.

Chinese women and work in B.C. collection

The collection consists of oral history interviews with Chinese women about their experiences working in British Columbia from the 1920s to the 1950s. The interviews, with nine first-, second- or third-generation Chinese-Canadian women, were recorded in Vancouver, Victoria and New Westminster during the first half of 1984. The project focused on "women's work" (whether paid or unpaid), including work in the home and in family businesses. The interviews discuss the kind of work these women did; what they experienced; how they perceived their roles in the family and the Chinese community; and the legislative policies which affected their work and their lives. The interviewees are to remain anonymous, and should be referred to only by the assigned pseudonyms. In addition, two of the interviews are closed to public access.

The series contains miscellaneous administrative records from the Ministry of Environment (2005) and its predecessors.
The records document the history, mission and strategic priorities of the ministry and its branches as well as its organizational structures over the years. This includes the reorganization of the Planning and Assessment Branch. Furthermore, as part of a submission to the Enquiry B.C referral service, the records also contain presentations introducing the work of the ministry.

Some of the records in this series pertain to committees or ministerial meetings that deal directly with some sort of aspect of administration. For example, the Integrated Management Committee files located in this series show how the committee was formed and lay out its administrative organization. These records are classified under ARCS 102-20 Administration - Ministry meetings.

Other records in the series include those detailing the meetings between program and regional directors for all programs supported by the Ministry of Environment. These records include agenda items, minutes, summaries of goals and objectives and a review of activities.

The series also contains a Policy Log that assembles a list of memos relating to new policies put in place across the ministry and its branches. A collection of communications plans relates to how the ministry informed staff, the public and special interests groups about the new Bill 50 (Freedom of Information and Protection of Privacy Act). The records include memos from FOI coordinators as well as correspondence and information kits meant to summarize changes to information requests.

The series include three 'transition resources books' which were created for directors in charge of announcing the new divisional and branch/regional structure phases to their employees. This restructuring was announced by the ministry in 1996. The briefing books include updated organizational charts, functions, logistics and action plans, employee letter templates, employee lists and minutes from conference calls with the Deputy Minister and meetings with the Senior Management Committee. Several more organizational charts, histories and agreements are included that focus on the transfer of functions of the Ministry of Environment, Lands and Parks (MELP) to either the Ministry of Water, Land and Air Protection, the Ministry of Sustainable Resource Management and the Ministry of Fisheries. As the Resource Inventory Branch and Aquatic Information Branch were transferred from MELP to the Ministry of Sustainable Resource Management, several early documents pertaining to the management of Pacific salmon are included in this series which includes working group files, stock assessments, and discussion papers. This also includes some legal files related to First Nations fishing rights.

A few administrative records stemming from the Environmental Protection Office are also included in this series. Files classified under ARCS 747 - Firearms includes a list of requests to authorize ministry employees to carry and use firearms as part of their work. These requests include the name of the employee, the purposes of their firearm (e.g. personal safety while working in bear country, collection of wildlife specimens, destroy injured wildlife, wilderness survival, scare wildlife, immobilization), description of the firearm (e.g. make/model), authorization signatures and on occasions, a short description written by the application regarding their experience and training in handling firearms. The applications are accompanied by the written policy on firearms.

Additionally, there are Ombudsman investigations files dealing with a dispute for fines issued under the Waste Management Act.
