Researchers are encouraged to check these boxes if they cannot locate the file they are looking for in the other boxes. While the wills are generally filed by probate number, there is one file that has been arranged alphabetically. This spans several years and appears to contain wills that were missed in the original filing.

An nominal index to probate records for Kelowna can be found in GR-2226. Researchers should use this index to identify the probate number for the relevant individual, and then use this number to find the original will.

Seniors’ issues case files

The series consists of correspondence, reports, surveys, research material, and meeting minutes and agendas documenting ongoing issues and special research projects into issues affecting seniors. The records were created by the Office for Seniors, a division of the Ministry of Health and Ministry Responsible for Seniors between 1986 and 1995. The series also consists of newsletters from various seniors’ centres and associations, and correspondence with the federal departments of Health and Welfare and Veterans’ Affairs. The series contains the records of the Frail Elderly Task Force and a federal project on elder abuse. Much of the correspondence within the series is between members of the general public and the Office for Seniors. Major topics of correspondence include requests for assistance or information. The files address issues that affect all seniors in general, such as housing or health, as well as issues that affect particular population segments, such as Native elders.

Records are arranged alphabetically by subject. Records are covered by Seniors' Issues and Project Files ORCS 44000-20.

Terrain Resource Information Management inspection forms

The series consists of data acquisition and quality control records relating to base mapping (the process of mapping the provincial terrain – that is, land and water features). All base mapping was managed through the Terrain Resource Information Management (TRIM) program. TRIM provides the base data for the Province of British Columbia, operating under the Land Act. TRIM is a set of three-dimensional digital files that support development and management of land-related information.

The original TRIM program and mapping projects began in 1988 and were completed in 1996. Demand for more information on features such as roads, streams and forest openings led to the development of the TRIM II program. Mapping projects after December 1996 follow a new set of standards and are used to update and maintain the TRIM program.

The files consist of textual output of technical and background information for maps, rather than maps. These digital mapping group records include statistical summaries for map sheets, data checking and editing printouts, inspection check lists involving inspection and quality control checks which were carried out and indicated in the enclosed forms. Files include information on contractors. Dates given in the file list are sometimes approximate.

The creating office (the Surveys and Resource Mapping Branch, operations section) the most recent records was part of the Ministry of Environment, Lands and Parks. Previous creating ministries included the Ministry of Crown Lands and BC Ministry of Environment and Parks.

Kamloops Supreme Court wills

The wills are filed by a sequential number that also corresponds to a probate case file number found in GR-3001. The wills appear to be originals that were removed from the probate case files and filed separately. Not every individual with a probate file had a will.

A nominal index to probates can be found in GR-3001. Once a case file number has been found, this can be used to locate the correct file in the wills series.

Port McNeill Forest District operational records

This series consists of various operational records created from 1986-1994 by the Port McNeill Forest District, a division of the Vancouver Forest Region.

The series currently consists of fish and forestry guidelines created for tree farm licences (TFLs) and other forest tenures. Guidelines are provided for major licensees and smaller scale companies operating as part of the Small business forest enterprise program (SBFEP). The records relate to the guidelines followed by the Ministry of Forests concerning the harvesting of timber and the resulting affects on fish habitat. The records include maps, photos, guideline assessment action plans, correspondence, reports, and audits related to compliance or completed work.

The series consists of the executive records of the Minister of Tourism created between 1986-1989 in BC. During this time period, the ministry was known as the Ministry of Tourism, Recreation and Culture (OIC 1908/86), the Ministry of Tourism and Provincial Secretary (OIC 1988-1312), and the Ministry of Tourism (OIC 1577/89). The minister at this time was Bill Reid who was in office during Expo 86, the World’s Fair in Vancouver. Records, mainly correspondence and subject files, cover the province’s arts, culture, and tourism sectors. Some files provide evidence of the promotion and encouragement of the tourist industry such as Expo, the cruise ship industry, BC ferries, and the Molson Indy, while others document cultural and heritage services such as heritage conservation and museums. The series also includes files related to recreation and sports, the film industry, and BC Lotto.

The records are arranged alphabetically by subject. Most files are also assigned an alphanumeric file code. They include incoming and outgoing correspondence of the minister’s office, meeting materials, cabinet committee and other committee records, records of boards and organizations, various publications and brochures, and news articles. Ministry of Forests legislative program files

This series consists of legislative program files and Cabinet submissions from the Ministry of Forests, 1987-1999. Files relate to a particular piece of legislation or several pieces of legislation being worked on at a given time (such as a particular sitting in the Legislature). Some files also include information on the legislative process and drafting instructions.

Legislative program files relate to legislation administered and developed by the Ministry of Forests and its predecessors. This includes their annual legislative program (such as amendments to existing legislation) as well as the development of new legislation, regulations, orders in council (OICs), and Ministerial orders. It also includes a collection of approved legislation administered by the Ministry.

Changes to existing legislation or the creation or new legislation may be suggested based on a Ministry need, court decision, changes to other legislation, etc. Forestry branches would submit their requests for legislation to the Ministry of Forests Strategic Planning Branch for referral to Legislative Council.

Files can contain requests for legislation or amendments; calls for legislation; copies of legislation, bills, and regulations; suggested amendments and drafts; reports and discussion papers; reference and background materials; correspondence; briefing notes; legislation status reports; communication plans; training materials; draft and final cabinet submissions; presentations; documents regarding consultation with other Ministries and third parties regarding proposed legislation; extracts of Cabinet Committee and Cabinet Committee on Legislation and Regulations meeting minutes; and comments from Legislative Council.

This series also includes several briefing books created to provide Executive Government Officials and Ministers with information on a particular bill. Books can contain summary information, question and answer sections, copies of bills and legislation, news releases, background information, general speaking notes for the first, second and third readings and highly detailed speaking notes for the committee stage which address each proposed amendment.

Asbestos litigation records

The series consists of briefing notes, correspondence, notes, settlement agreements, and collections of news articles pertaining to asbestos litigation carried out in British Columbia between 1987 and 1996. The records were maintained by the Deputy Attorney General and provide evidence of activities surrounding litigation in the province. The records also show that lawyers looked to prior litigation that had taken place in the United States, and this is reflected in the records. Many of the legal cases involved suing manufacturers of asbestos products for recovery of the costs related to asbestos abatement in buildings and vessels. The series also consists of correspondence from different ministries is response to a letter requesting responsive records for court cases.

This series contains records created and accumulated by the Parks division of the Ministry of Environment, Lands and Parks and its predecessors related to committee work. The records include ministry cabinet submissions, cabinet committees, ministry committees and deputy minister’s committees. A large portion of the records belong to the Parks Management Committee which was responsible for operations of the Parks agency within the ministry. Records include meeting minutes, memos, position statements, responses from BC Parks to new government platforms, organizational structure, work plans and project lists by region, draft policies, quarterly highlights, funding strategies, environmental awards, executive updates, public surveys, and effectiveness reports.
Weekly meetings from this committee cover topics such as executive services, decision issues, information and discussion issues, and strategic initiatives.

Executive records of the Assistant Deputy Ministry, Community and Family Health

This series consists of the executive records of the Assistant Deputy Ministry (ADM), Community and Family Health, 1987-1990. These records document the creation of the Community and Family Health division which was the amalgamation of the previously separate Preventative and Community Care Services in 1988. The new division included all Public Health promotion and protection programs delivered through health units across the province and the BC Centre for Disease Control, and programs operated or funded by Mental Health Services, Forensic Psychiatric Services, and Services to the Handicapped. Examples of records documenting these activities include the advisory committee on health promotion and wellness (Preventative Services), vocational rehabilitation of disabled persons (Services to the Handicapped), and child and youth mental health services (Mental Health Services). Records also include program specific reports, correspondence on restructuring the Community and Family Health division, program specific briefing notes, cooperation and liaison files documenting significant program specific relationships (Associated Boards of Health), and other related committee activities such as the hospital and community partnership program committee and the interministerial committee on strengthening the family. These records were created and received by the Ministry of Health in BC under the Health Act (RSBC 1996, c. 179) and other applicable legislation such as the Forensic Psychiatry Act (RSBC 1979, c. 139), and the Mental Health Act of British Columbia (RSBC 1996, c. 288). The mission of the division was to promote the health of individuals and communities in BC by monitoring population health, and the cost-effective implementation of community-based preventative, protection and treatment strategies.

The series consists of executive records documenting the activities of the Deputy Minister of Health’s office from 1987-1989 (mainly Deputy Minister, John Noble). These records provide evidence of the deputy minister office’s role: advising the minister and supporting the following ministry operations and programs: institutional services, community care/family health, and preventative health. They also document the ministry’s mandated/legislated relationship with health-related commissions (Medical Services, Emergency Health Services) and various associations. Deputy minister correspondence and subject files demonstrate the office’s advisory/supporting role in delivering effective health services across the province. Ministry of Health executive committee meeting materials provide evidence of the management of programs, policies, and people in the ministry. These records were created under legislation administered by the Ministry of Health such as: Ministry of Health Act (RSBC 1996, c. 301), the Hospital Act (RSBC 1996, c. 200), and Medical Service Plan Act, 1981 (RSBC 1979, c. 18).

Executive briefing notes

The series consists of executive briefing notes created and prepared for the Ministry executive of the Ministry of Aboriginal Affairs between 1987-1995. The Ministry executive includes the Minister, the Deputy Minister, and Assistant Deputy Ministers. The majority of the briefing notes were created during the time that Andrew Petter served as Minister of Aboriginal Affairs (1991-1993).

The briefing notes within this series provide background information on a broad range of issues relevant to the relationship between Aboriginal peoples across British Columbia and the Provincial government. Their purpose is to provide summarized information on a variety of topics, including treaty negotiation, court cases, land claims, social issues, taxation, and environmental issues and conservation. They also contain preparatory notes for the Minister's speeches, meetings with various parties, and trips. In many cases, the briefing notes also contain recommendations for executive response (as such, these records are restricted under S. 13 – however, the 10 year period has expired in all cases). In addition to briefing notes, several files also contain documents likely consulted in order to create the briefing notes.

There are three types of briefing notes : Ministry overview; current issues; and specific briefing books (prepared for Minister’s trips or committee operations). In addition, issue papers are also created and are classified as “hot issues” as they typically deal with pressing current events. These types of records are all captured within this series.

The majority of briefing books and hot issues have an index included in the file. Within a file, records are arranged in reverse chronological order. There is no discernible order to the files themselves.

Commercial river rafting records

The series contains records relating to commercial river rafting operations in BC Parks land. The records cover legislation relating to river rafting, notably the Commercial River Rafting Safety Act and includes copies of correspondence, statute revision memos and committee notes relating to amendments and requests for legislation.

A significant portion of the series also covers handbooks, compliance manuals and examination course manuals for ‘river rafting guides’ (operators of commercial river rafting businesses) which outline regulations, standards, terms of conditions, endorsement and certification procedures, sample administrative forms and an administrative systems user manual.

The series also covers documentation of river rafting accidents.

The series also includes a published report by the Advisory Committee on Commercial River Rafting in British Columbia.

Okanagan Shuswap Forest District operational records

This series consists of operational records of the Okanagan Shuswap Forest District and its predecessors, 1987-2011. This series may contain records created by the Salmon Arm Forest District, Penticton Forest District and Vernon Forest District in the Kamloops Forest Region. These districts (or parts of them) were amalgamated to form the Okanagan Shuswap Forest District in 2003.

Records primarily relate to resource management, silviculture audits, appeals and procedures.

Resource management related records regard integrated resource planning guidelines, geomorphology studies, fish inventory reports, stream classification studies, watershed research projects, community watershed policies, pesticide application reports and a local resource use plan (LRUP) for Cherryville. Records include correspondence, briefing notes, manuals, forms and reports.

Silviculture audit and assessment files audit the processes and status of timber cut blocks to ensure foresters are keeping sites clean, following rules and complying with their silviculture obligations. Major licencees’ files can include multiple assessment forms for different cut blocks. Records can include pre-harvest silviculture prescription regulation checklists, pre-harvest silviculture prescriptions, correspondence, Forest Practice Board audit and investigation records for specific timber sale licenses (TSLs), and compliance reports for soil conservation, regeneration, and free growing obligations.

Appeal records include a few files from the Timber Harvesting Appeal Board, appeals to the Chief Forester and pricing appeals to the Regional Manager. Records can include procedures, decisions and correspondence.

Procedure and policy files regard residue and waste measurement, forest revenue inspector investigations, utilization, timber harvesting, billing, accounts receivable, pricing, silviculture compliance, silviculture, timber sale licences, district evaluation, protection, fuel management, fires, aviation management, trespass, collection management, timber export, waste management, scaling, compliance, tree farm licences, soil degradation, hydrology, geomorphology, research, visual resource management and forest planning. Royal Commission on Electoral Boundaries

The British Columbia Royal Commission on Electoral Boundaries was initially established by Order in Council 690 on 8 April 1987 pursuant to section 8 of the Inquiry Act to inquire into the composition of those electoral districts in the province that returned two members to the Legislative Assembly and those districts contiguous to those that returned two members. The appointed Commissioner, Judge Thomas Kemp Fisher, was to conduct inquiries with the view to recommending the establishment of new electoral districts, each returning one member to the Legislative Assembly, to replace those returning two members. In making these recommendations, the Commissioner was also to recommend adjustments, if it was thought desirable, to the boundaries of contiguous electoral districts. After initial public hearings and receipt of submissions between 22 June and 12 August 1987, the Commissioner requested and was granted a revised mandate on 17 September 1987 to inquire into and recommend the appropriate number of electoral districts, each returning one member to the Legislative Assembly, and the establishment, including boundaries, of electoral districts in the entire province. Subsequent hearings took place in Victoria in November 1987 and throughout the province between 18 January and 15 April 1988. The Commission published a preliminary report in May 1988 after which a further round of hearings took place to gather public reaction and input. The Commission submitted its Report of the Royal Commission on Electoral Boundaries for British Columbia in December 1988. Fonds consists of hearing transcripts, exhibits, submissions, research materials, maps, and copies of the Commission preliminary and final reports, including the map of the proposed new Electoral Districts.

Royal Commission on Education (1987-1988)

The Royal Commission on Education was initiated on 14 March 1987 "to inquire into and report on education in the Province from kindergarten through grade 12." Barry M. Sullivan, Q.C. was appointed commissioner. He worked with an administrative staff of 12 and 17 commissioned researchers to gather information, analyze it and produce several published reports. GR-1917 contains written submissions, taped public hearings, student interviews, clipping scrapbooks, research papers and some administrative files. The Royal Commission on Education was initiated on 14 March 1987 "to inquire into and report on education in the Province from kindergarten through grade 12." Barry M. This series consists of cabinet and Treasury Board submission records from the Ministry of Agriculture and Food and its predecessors from 1987-1999. Cabinet, also known as the Executive Council, sets priority issues for government, approves policies set by ministries and approves the regulations and orders-in-council that flesh out the generalized language of laws passed in the Legislative Assembly. These are records leading to the preparation of cabinet submissions by the ministry and document the development of information that goes before Cabinet or that is used in developing a Cabinet submission.

Files regard a variety of topics related to agriculture, food production, food distribution, and fisheries. Some topics include: loans and financial assistance for farmers and food producers; development of food industries, including wine; aquaculture and fisheries issues; agriculture policies; use of agricultural land reserves for golf courses; export, trade and treaty negotiations with the US for products such as salmon; Indigenous involvement in fisheries and Nisga’a fisheries negotiation; and environmental issues such as soil conservation and droughts. First Nations mentioned in these records include the Sto-lo Nation, Musquem, Tsawwassen First Nation, Nat’oot’en, Gitxsan, Wet’suwet’en, Gitanyow, Tsimshian, Nuu-chah-nulth Tribal Council, Tk’emlúps (Kamloops Indian Band) and Nisga’a Lisims Government.

The series consists of administrative and operational records which document the functions and activities of the British Columbia Round Table on the Environment and the Economy, created by the provincial government in 1990.

These records document the appointment, development, and setting-up of the Round Table and its committees/core groups, policy, procedures, and membership. The records were used to develop and support strategies, provide program research information, support programs of the Round Table, and develop policy recommendations to government.

Record types include correspondence and memoranda, discussion papers and reports (and working papers and drafts of these), meeting agendas, minutes, summaries of Round Table meetings and committee meetings, conference materials, submissions from individuals and groups, student essays, cabinet submissions, Treasury Board submissions, the organization’s newsletter, development files for a public education video program, annual reports, and news releases. Records include briefing notes and speech notes, particularly those of the chairperson the Round Table. Some budget records as well as routine administrative records were retained in the series.

The series consists of records that document the meetings of the Round Table sub-committees and “core groups,” such as the Monitoring Committee, Community Involvement Committee, Public Understanding and Education Core Group, Dispute Resolution Core Group and Local Round Table Task Force. These records provide evidence of the Round Table fulfilling its mandate to heighten the public’s understanding of sustainability, and to develop a sustainable development strategy for the province.

The series also consists of submissions and comments from stakeholders and the public, which were solicited by the Round Table through a series of formal and informal sessions at workshops and public forums held around the province. These include written submissions, summaries of oral presentations, and comments and feedback sheets. These records provide evidence of the systematic and extensive public consultation strategy employed by the Round Table and the organization’s efforts to encourage public input and participation.

These records also have significant historical value as they reflect public and industry sentiments toward the concept of sustainable development in the early 1990s. These opinions later became the basis for the preparation of one of the most important publications by the Round Table: "Towards a Strategy for Sustainability."

The series also consists of the cabinet submission from the British Columbia Task Force on Environment and Economy regarding its recommendation to establish the Round Table, as wells as other records of the Task Force that the Round Table inherited. These records have significant evidential and historical value.

Where it is clear which office and officers maintained certain files, they have been arranged according to that office of origin. Other records were grouped by project or topic, for example, the Clayoquot Sound Sustainable Development Task Force.
